These are workflow-specific recommendations, not guarantees for every image or firmware.
What the filesystem and partition scheme control
These settings describe different things. A filesystem, such as FAT32 or NTFS, organizes files within a partition. A partition scheme, such as GPT or MBR, describes how partitions are represented on the drive. Neither setting alone guarantees that a USB will boot: the image, the writing tool’s process, and the target computer’s firmware all matter.
Creating installation media can involve writing an image directly or using a tool that prepares files and boot components. Manually formatting a drive as FAT32 or NTFS does not necessarily reproduce either process. Use the operating-system publisher’s instructions or a documented tool workflow for the image you have.
Choose a workflow for the operating system and boot mode
Windows USB made with Microsoft’s manual procedure
Microsoft’s manual Windows flash-drive instructions specify FAT32 and say the procedure can boot BIOS-based or UEFI-based PCs. The page requires at least 5 GB of free space for this procedure; that figure is not a universal capacity recommendation for other images or creation tools.

FAT32 has a 4 GB maximum individual-file size. If sourcesinstall.wim is larger than that, it cannot be copied to a FAT32 volume as one file. Microsoft’s manual procedure explains how to copy the remaining contents while handling the oversized WIM separately. Follow its steps rather than switching to a different filesystem without checking the boot workflow. For a more automated consumer route, Microsoft links to its download flows from the same page.
Windows UEFI media made with Rufus
Intel’s UEFI Windows USB instructions describe a Rufus workflow using NTFS and GPT for its Windows ISO example. The page lists an 8 GB-or-larger USB flash drive as a prerequisite for that example. Treat this as a tool-mediated configuration, not evidence that every UEFI computer can boot directly from an arbitrary NTFS-formatted drive.

Ubuntu installation media
Ubuntu documents writing its image directly on Linux or macOS and using Rufus on Windows in its bootable USB instructions. If a Rufus-created stick fails on a modern computer where legacy compatibility is disabled, Ubuntu recommends changing the partitioning scheme to GPT and setting the target system to UEFI (non-CSM). This is troubleshooting guidance for that workflow, not a guarantee for every ISO or firmware. If Rufus asks how to write the ISOHybrid image, Ubuntu says to confirm ISO Image mode.
Know when FAT32’s file limit matters
The practical question is not simply whether FAT32 or NTFS is “better.” Check whether the image contains an individual file larger than 4 GB, then use a creation procedure that explicitly supports the image and the target boot mode. Microsoft’s manual Windows method addresses an oversized sourcesinstall.wim while retaining FAT32. Intel’s cited Windows UEFI example uses Rufus with NTFS and GPT. Do not assume those methods are interchangeable or that exFAT is a supported general-purpose boot alternative: the cited official instructions do not establish it as one.

Do not confuse the USB with the computer’s destination disk
The USB starts the installer; the destination drive receives the installed operating system. The installer USB’s partition scheme does not by itself determine the destination disk’s layout.
For Windows installed in UEFI mode, Microsoft’s UEFI/GPT partition guidance specifies GPT for the target hard drive, an FAT32 EFI System Partition, and an NTFS Windows partition. Those requirements apply to the installed Windows disk, not to every Windows installer USB.

Before you write the USB
- Check the image publisher’s current creation instructions and the target computer manufacturer’s boot-menu or firmware guidance.
- Confirm whether the target computer will boot in UEFI or legacy BIOS/CSM mode, and choose a documented workflow for that mode.
- Check the image’s files and the chosen procedure, especially for a file exceeding FAT32’s 4 GB per-file limit.
- Back up anything on the USB you need. Ubuntu warns that writing the image destroys data on the selected device, and Microsoft’s manual procedure also warns that existing contents can be overwritten.
- Verify the selected device by name and capacity before starting. Selecting the wrong drive can erase data you intended to keep.
If the computer will not boot from the USB
- Check the boot menu and firmware instructions for the target computer, including whether it is set to UEFI or legacy BIOS/CSM mode.
- Confirm that the USB was created using the operating system’s instructions and that the writer completed successfully; reformatting alone may not create bootable media.
- For Rufus-created Ubuntu media that fails on a system with legacy compatibility disabled, try GPT and UEFI (non-CSM), as Ubuntu recommends. Confirm ISO Image mode if prompted for the ISOHybrid image.
- For Windows media, return to the exact Microsoft or Intel workflow you chose. If using Microsoft’s FAT32 method, check whether the WIM file exceeds 4 GB and follow Microsoft’s split/copy instructions; if using Intel’s Rufus example, retain its NTFS/GPT tool context.
