First identify what is blocking the script: the effective execution policy, a downloaded-file mark under RemoteSigned, or a policy enforced by your organization. Run the checks in the same PowerShell executable that runs the script, then use the narrowest remedy that fits.
Check the effective policy and its scope
Open the PowerShell application or terminal you use to run the script. Windows PowerShell (powershell.exe) and PowerShell (pwsh.exe) have separate execution-policy settings, so a change made in one does not apply to the other.

Process applies only to the current session. CurrentUser applies to your account, while LocalMachine affects all users and may require an elevated session to change. A scope marked Undefined has no setting of its own; PowerShell determines the effective policy from the remaining scopes and platform defaults. When all scopes are undefined, Microsoft documents Restricted as the default on Windows client systems and RemoteSigned on Windows Server.
If RemoteSigned blocks a downloaded script
RemoteSigned allows local scripts to run but can block unsigned scripts marked as downloaded from the internet. If the script is one you trust, read and verify its contents and source before removing that mark. Then, from the directory containing the file, run:

Unblock-File -Path .script.ps1
Replace script.ps1 with the actual filename. This removes the downloaded-file block for that file; it does not change the execution policy. Do not unblock a script you have not reviewed or cannot verify.
If the effective policy itself is too restrictive
If you are authorized to manage your account and no organizational policy prevents it, you can set a user-level policy in the PowerShell executable where you run the script:

Set-ExecutionPolicy -ExecutionPolicy RemoteSigned -Scope CurrentUser
This applies to your Windows user account rather than changing the setting for every user on the computer. It is generally a narrower choice than changing LocalMachine. RemoteSigned is not a guarantee that a script is safe; review scripts before running them.

If changing the policy does not resolve the block
Check the MachinePolicy and UserPolicy rows in Get-ExecutionPolicy -List. Group Policy can override locally configured execution-policy settings, and Set-ExecutionPolicy cannot change those Group Policy scopes. On a work- or school-managed device, contact your administrator rather than trying to work around the enforced setting.

Version and security notes
Make policy checks and changes in the same executable that launches the script: Windows PowerShell and PowerShell do not share these settings. Microsoft documents that beginning with PowerShell 6.0, non-Windows systems default to Unrestricted, and Set-ExecutionPolicy is unsupported for changing policy on those systems.

Microsoft describes execution policy as “defense in depth,” not a security boundary. Avoid using Bypass as a routine fix: Microsoft says it allows scripts to run without blocks, warnings, or prompts. That removes useful friction without establishing that the script is trustworthy. See Microsoft’s about_Execution_Policies and Set-ExecutionPolicy documentation for policy behavior and scope details.
