24-hour time is less ambiguous on the page: “18:43” identifies an evening time, while “6:43” in a 12-hour clock needs “a.m.” or “p.m.” to distinguish morning from evening. But familiarity matters, and the evidence here does not show that everyone reads one format faster. For precise boundary times, write “noon” or “midnight” and include the date.

How the two formats differ

A 12-hour clock uses hour numbers from 1 through 12 twice each day. The reader must use an a.m./p.m. marker or surrounding context to tell which occurrence is meant. A 24-hour clock numbers hours from 00 through 23, so the hour itself distinguishes morning from evening. NIST illustrates the difference with 6:43: that time could be morning or night in 12-hour notation, while 18:43 identifies the evening in 24-hour notation. NIST describes 24-hour time as eliminating day/night ambiguity.

The hour ranges and boundary representations in the table follow the U.S. Government Publishing Office’s FIPS representation of local time for information interchange. They describe a formal digital representation, not a universal rule for every country or publication style. Read the FIPS publication.

Why noon and midnight need special care

The 12-hour clock’s most troublesome boundary is 12:00. In the cited FIPS representation, midnight is 12:00:00 A and noon is 12:00:00 P; in everyday writing, readers may hesitate over what “12 a.m.” or “12 p.m.” means. When a deadline, appointment, contract, or other instruction must be unmistakable, spell out “noon” or “midnight” instead of relying on those abbreviations.

NIST advises using 11:59 p.m. or 12:01 a.m. when specifying an event around midnight, particularly in legal documents such as contracts and insurance policies. That wording can make clear which side of the date boundary is intended. See NIST’s time-of-day FAQs.

In 24-hour notation, the cited FIPS representation uses 00:00:00 for midnight at the beginning of a day and 24:00:00 for midnight at its end; noon is 12:00:00. Not every system or style uses 24:00. If it appears in data or documentation, specify whether it means the start or end of the day.

Which format should you use?

Choose 24-hour time for full-day schedules or data

When a schedule runs through both day and night, 24-hour notation avoids relying on an a.m./p.m. label for every time. It is also the required format in the GOV.UK standard for machine-readable government time data. That standard is for data systems, not a blanket instruction for all human-facing writing; it says documentation should clarify whether 00:00 or 24:00 is intended as the start or end of the day. Read the GOV.UK date, time and timestamp standard.

Follow the audience’s established style for general writing

There is no single style used everywhere. Digital.gov’s general style guide gives 12-hour examples such as 8:00 a.m. and 4:00 p.m., while the Australian Government Style Manual recommends “noon,” “midday,” or “midnight” instead of “12 am” or “12 pm.” Follow the convention readers expect, and make the marker explicit when using a 12-hour clock. Make critical instructions explicit

  • Include the date as well as the time when a deadline or event could fall on either side of midnight.
  • Use “noon” or “midnight” for boundary times in prose where a reader could misinterpret 12 a.m. or 12 p.m.
  • If using 24-hour notation in a schedule or data format, make clear which date a time belongs to and define any use of 24:00.
  • Do not assume that changing formats alone resolves ambiguity if the date, time zone, or schedule context is missing.

Does 24-hour time make everyone less confused?

It removes one specific source of confusion: the need to distinguish a.m. from p.m. for a repeated hour. That does not prove that every reader will find 24-hour notation more familiar or interpret it more quickly. The cited standards and guidance establish notation conventions and practical ambiguity points, not a comparative study of reading speed or accuracy. In practice, the clearest choice depends on the audience, the setting, and whether a missed day/night marker would matter.
