First, check your booking documents: “semi-private” is a marketing label, not a legal booking type. Your seat may be on scheduled airline service or a U.S. public charter, and the refund rules differ. Save the disruption notice, identify who sold your ticket and who operates the aircraft, then ask the responsible company in writing what alternatives and refund options apply.

What do I do if my semi-private flight is delayed or canceled?

  1. Check the booking type. Look in your confirmation, ticket, and contract for “public charter,” an “operator-participant agreement” or “operator-participant contract,” the seller’s name, and the direct air carrier’s name. A charter operator may sell the seat while a separate carrier operates the aircraft. The phrase “charter flight” generally refers to a flight outside an airline’s published schedule, but that definition alone does not classify a particular semi-private itinerary.   2. Save the records. Keep your original itinerary, contract or fare terms, all revised times, cancellation or delay messages, and receipts for extra costs. Monitor email, text messages, and app alerts for changes, as DOT advises in its airline refund guidance.
  3. Ask for options in writing. Ask whether the flight is delayed, canceled, or materially changed; whether another flight is offered; whether taking it affects your right to a refund; and which company would issue any refund. Make your choice—accept the alternative or request a refund—clear in writing.
  4. Contact the right company. For a public charter, contact the charter operator about the contract and refund; the operating carrier may be the right contact for immediate flight-operation questions. For scheduled airline service, contact the airline and, if you bought through an agent, identify the ticket merchant of record, which DOT says is responsible for proper airfare refunds in applicable transactions.
  5. Protect separate plans. If you booked a hotel, rental car, event, or another flight separately, contact those providers promptly and check their cancellation terms. The official guidance cited here does not establish a general guarantee that an airline or charter operator will pay those separate costs.
  6. Escalate if a refund due is missing. Follow the airline or ticket-agent refund channel, or the public-charter contract’s refund and protected-funds process. For airline refund complaints, DOT’s Aviation Consumer Protection resources are the official starting point.

How to tell whether your booking is scheduled service or a public charter

Do not infer the legal arrangement from the phrase “semi-private,” the aircraft, or the brand on the confirmation. Read the transaction documents and distinguish the seller from the carrier operating the aircraft. For public charters, look for the operator-participant contract and the charter prospectus; DOT says an accepted prospectus is required before a public charter is sold or advertised. If your semi-private booking is a public charter

Read the operator-participant contract before relying on a general description of charter rights. It should explain passenger rights, refund procedures, the operator’s role, and what counts as a major change. DOT’s charter-flight guidance says a delay longer than 48 hours is a major change.

If the charter is canceled

DOT says a canceled public charter must be refunded within 14 days. Keep the cancellation notice and note when the cancellation occurred. If the operator has not refunded you, the contract should explain how to seek protected funds through the financial institution holding them. DOT describes a claim within 60 days of charter termination as an example; check your contract for the precise process.

If there is a major change before departure

Ask the operator to identify the contract provision and send written notice of the change. For a qualifying pre-departure major change, DOT says you can receive a full refund if you cancel within seven days of notice or by the scheduled departure, whichever comes first. Do not apply the more-than-48-hour charter threshold to every scheduled airline flight.

If the operator cancels close to departure

A public-charter operator may cancel within 10 days of departure only when circumstances make operating the trip physically impossible, under DOT’s charter rules. Ask the operator to explain the cancellation in writing and follow the contract’s refund process.

If your semi-private booking is scheduled airline service

DOT’s scheduled-service rules are different from public-charter rules. If an airline cancels or significantly delays or changes a flight, you are entitled to a refund when you decline to travel and decline the offered alternative. Tell the airline or responsible ticket merchant explicitly whether you accept the revised itinerary or want the refund. For direct airline purchases, DOT describes automatic refund procedures when a qualifying alternative is rejected or not taken; pay attention to any response deadline attached to an offer.

In the applicable circumstances, DOT’s refund guidance gives a processing deadline of seven business days for credit-card payments and 20 business days for other payment methods. The merchant of record may be an agent rather than the airline when you bought through a third party; confirm who handled the payment and refund.

What expenses and assistance are not guaranteed?

The cited federal guidance establishes refund rights and specific public-charter rules; it does not establish a general right to a replacement seat, meals, hotels, ground transportation, or reimbursement for every incidental cost. Ask the carrier or operator what assistance it will provide and check your contract and any rules applicable to your route. International itineraries and flight-specific terms may change which protections apply.
