There is no universally safest place for cryptocurrency. On an exchange, a provider generally controls access to the private keys; with a hardware wallet, you can control the keys yourself but take responsibility for securing them and the recovery information. Choose based on whether you are more comfortable evaluating a custodian or managing those responsibilities directly.

What is the difference between an exchange and a hardware wallet?

An exchange account usually involves third-party custody: the provider manages and controls access to the private keys associated with your crypto. A hardware wallet is typically a physical cold-storage device used for self-custody, where you control access to the keys. The distinction is who controls key access, not where cryptocurrency is physically stored.

As the SEC Office of Investor Education and Assistance explains, “Crypto wallets do not store crypto assets themselves; instead, they store the ‘private keys’ or passcodes for your crypto assets.” The assets are associated with a blockchain network; a wallet manages the keys used to access them. This explanation comes from the SEC’s U.S. retail-investor bulletin published December 12, 2025. The bulletin reflects staff views, not a binding rule or a statement of the Commission.

Exchange custody vs. hardware-wallet self-custody

What can go wrong with exchange custody?

Keeping crypto with a provider means your access depends in part on that provider and its custody arrangements. If it is hacked, shuts down, or goes bankrupt, you may lose access to assets. Before relying on an exchange, review its background and security practices, the assets it supports, whether and how it may use customer assets, privacy practices, fees, and what its terms say about access if the provider fails.

Do not assume exchange-held cryptocurrency has the same protections as a bank deposit or brokerage security. The SEC bulletin advises investors to examine any insurance and its terms; it does not establish universal insurance or protection for crypto assets. Strong passwords and multi-factor authentication help protect online accounts, but they do not remove the risks of relying on a custodian.

What can go wrong with a hardware wallet?

Cold storage is generally less exposed to cyberthreats than hot storage, but “cold” does not mean risk-free. A physical device can be lost, stolen, or damaged, and self-custody also creates risks if someone obtains your keys or if you lose them and the recovery information needed to restore access.

A seed phrase can help restore a wallet after a device, key, or software is lost or damaged. Store it securely and never share it. If you lose both the keys and the information needed to recover them, access may be permanently lost. A device purchase does not replace a recovery plan or guarantee that your crypto is safe.

How to decide where to keep your cryptocurrency

  1. Decide who you trust to manage access. If you would rather have a provider manage key access, assess its custody practices and failure terms. If you want direct control, be prepared to manage the keys yourself.
  2. Be realistic about recovery. Self-custody is a better fit only if you can set up the wallet carefully, protect the recovery information, and keep it accessible when needed. Losing recovery information can mean losing access.
  3. Check asset support and costs. Confirm that the exchange or device supports the specific assets and networks you use. Review actual fees and terms; these vary by provider and device.
  4. Account for how often you transact. Cold storage is generally less convenient for transactions than a hot wallet. Consider that trade-off alongside your need for control and your ability to secure keys.
  5. Protect whichever option you choose. Never share private keys or seed phrases. For online accounts, use a strong, unique password and multi-factor authentication.

A hybrid arrangement is possible, but there is no universal allocation that suits every person. The SEC’s December 12, 2025 bulletin does not endorse a single winner. Its guidance is for U.S. retail investors, is not individualized financial advice, and notes that crypto assets and their underlying networks can vary significantly.
