Give each agent workload its own narrowly permissioned identity, then manage throughput and cost with separate controls. Rate limits curb request and token volume; spend limits can stop further usage, where the provider offers them. Alerts alone do not stop traffic, and a configured cap may not be an exact bill ceiling. The right controls also depend on whether the API is billed directly by its provider or through a cloud platform.
Start with access boundaries, not a shared all-purpose key
Map the external services and operations each agent task actually needs. Give credentials only the permissions and resource access required for that work. Keep high-impact write actions behind a separate approval or policy boundary when your application supports it.
Where the provider supports projects or equivalent scopes, separate production, development, and distinct agent workloads. Use keys, service accounts, or other identities limited to the required scope. This makes it easier to attribute use and reduces the blast radius if a credential is exposed or misconfigured. OpenAI documents project management, key permissions, and usage visibility in its API platform project guidance. For Claude Platform on AWS, access is mediated through AWS IAM policies; see AWS authentication guidance.
Do not assume that every vendor offers an agent-specific permission system or that a project boundary automatically restricts every operation. Confirm the actual scope and permissions available for the service and credential you use.

Use rate limits and spend limits for different risks
Rate limits govern throughput, commonly by limiting requests or tokens over a period. They help protect a service from bursts or excessive concurrency. Spend limits govern accumulated cost over a billing period or scope. A workload can remain under a rate limit while consuming enough tokens over time to exceed a budget, or hit a rate limit during a brief burst while spending little overall. Configure both against the workload you expect.
OpenAI documents request and token rate limits separately from spend controls. Review its rate-limit documentation for the applicable service limits and reset behavior. Rate limits are not a substitute for a budget, and a spend limit does not smooth traffic or prevent bursts.

Choose alerts or enforcement based on the consequence of stopping
An alert is useful when an operator should investigate rising usage without interrupting the agent. It is not a control that blocks API calls. A hard spend limit is more appropriate when continued usage is less acceptable than temporary failure, but rejected calls can interrupt user-facing work or leave a multi-step task incomplete.
OpenAI documents organization- and project-level spend controls, alerts, and hard-limit behavior in its spend-limit guide. The documentation says hard-limit enforcement is not instantaneous, so recorded spend can slightly exceed the configured limit. Do not treat that setting as a guaranteed exact maximum bill, and do not infer an overspend bound unless the provider documents one for your service and account.

Check the billing route before applying provider instructions
The same model may be accessed through different services with different identity and billing controls. Anthropic’s first-party Claude API documentation describes tier-based monthly spend caps, the ability to set lower limits, and requests pausing after a cap is reached until the next monthly reset unless a higher limit is granted. The specific tier amounts and settings can change; consult the current Anthropic rate-limit documentation rather than relying on a copied dollar figure. Anthropic also documents spend-limit management through its Spend Limits API.
Claude Platform on AWS is a different route. AWS documents IAM-based authorization and states that spend limits are unavailable for this route, with AWS billing controls as the alternative. Standard Claude Console API keys do not work against the AWS endpoint. Confirm the applicable controls in AWS’s feature support documentation and authentication documentation; do not copy first-party console steps to an AWS deployment.

Implement controls in a practical sequence
- Inventory dependencies. For each agent task, list the APIs, resources, and operations it needs. Separate read access from consequential write operations where your application can enforce that boundary.
- Create scoped identities. Place production, development, and separate agent workloads in distinct projects or equivalent provider scopes when available. Create credentials with only the required permissions, and avoid sharing a broad key across unrelated workloads.
- Set throughput controls. Configure request and token limits for expected concurrency. Add application-side pacing and bounded retries for transient rate-limit responses; do not blindly retry billing or hard-spend errors.
- Choose budget notifications and caps. Use alerts for visibility when service should continue while an operator investigates. Use an enforced limit when stopping further calls is preferable to continued spend, while accounting for possible enforcement delay and availability impact.
- Review usage by workload. Inspect usage and cost at the narrowest provider boundary available. Log calls in your application if you need to trace an agent’s task or detect repeated loops; provider usage views do not establish a universal real-time agent-loop detector.
- Exercise the failure path safely. In a controlled setting, determine the error returned at a limit, whether queued or concurrent calls can complete, who receives alerts, and what action restores service. Do not test by unexpectedly exhausting a production budget.
- Recheck route-specific behavior. Verify the current provider documentation for the exact API, account tier, and hosting route before relying on a limit or reset behavior.
Diagnose the error before deciding to retry
A failed request can represent a transient throughput limit, a configured spend cap, an account usage limit, or exhausted credits. These conditions do not have the same recovery path. A bounded retry may be appropriate for a transient rate-limit response, but retrying a billing, spend, or quota error does not itself restore access.
Read the status and error details, then check usage and billing in the relevant provider or cloud account. OpenAI’s usage and spend-limit troubleshooting guidance distinguishes limit-related failures; follow the service-specific recovery instructions rather than treating every rejection as a temporary network problem. If a hard limit has stopped calls, resolve the underlying cap or account condition before resuming the agent.

What to monitor after launch
- Usage and cost by project, workload, or other narrowest available provider scope.
- Request and token volume relative to the configured throughput limits.
- Repeated calls, unusually long tasks, and retry frequency in your own application logs.
- Whether alerts reach an operator who can act, and whether hard-limit failures are handled cleanly by the agent workflow.
- Credential scope and access after changes to agent tasks, provider projects, or hosting routes.
These practices are implementation choices rather than guaranteed provider features. AWS’s guidance on agentic AI frameworks also discusses credential rotation and rate limiting; use current service documentation for the actual configuration.
