Enforce authorization at the data source and at every tool or downstream system; make elevated access temporary and approval-gated; and log and test how access is revoked. There is no universal permission set: the right scope depends on the agent’s purpose, the sensitivity of the data it can reach, and the organization’s systems and obligations.
What access should an enterprise AI agent receive?
Give the agent the minimum necessary authority for a defined workflow—not broad access simply because a connector or plugin makes data reachable. Treat each meaningful data access and tool invocation as an authorization decision. A useful design ties together the agent’s identity, the action it is allowed to take, the specific resource, and, where relevant, the authority of the user who initiated the work.
Microsoft’s guidance recommends least privilege, distinct agent identities, scoped permissions, and controls that extend to tools and downstream services. These principles apply beyond any one vendor’s products; product-specific identity features are one possible implementation path, not a substitute for authorization in the systems that hold the data. Build access around identity, scope, and accountability
Give each agent a distinct identity and owner
Use a dedicated identity for each agent rather than a shared human account or a reused secret. Record the agent’s purpose, accountable owner and sponsor, approved data sources, tool dependencies, and operating environment. A distinct identity helps teams attribute activity to the agent and manage its permissions separately from a person’s account.

Scope permissions to the workflow
Grant only the data and actions required for the current task. Review the agent’s effective permissions in aggregate: access may accumulate across roles, connectors, and downstream systems even when no single grant appears broad. Deny unreviewed tools, plugins, integrations, and cross-tenant paths by default. A connector’s availability is not authorization to use everything it can reach.
Enforce authorization where the data and actions live
Do not rely only on the agent’s orchestration layer to control access. The systems that store data and execute actions should enforce their own authorization checks. This helps prevent an agent from bypassing intended limits through another connector, tool, or downstream path.

Make elevated actions temporary and approval-gated
When a workflow genuinely needs additional privilege, use short-duration credentials or just-in-time elevation that expires automatically. Require explicit human approval for irreversible or high-impact actions, such as deleting data or changing permissions. Where the agent acts on behalf of a user, bind the action to that user’s authority when applicable, rather than treating the agent’s own access as a blanket substitute.
Implement and maintain the controls
- Inventory the deployment. Identify the agent, owner, sponsor, approved purpose, data sources, tools, and environment before expanding its autonomy.
- Assign a dedicated identity. Avoid shared human accounts and reused secrets. Review effective permissions across roles, connectors, and downstream systems.
- Set default boundaries. Block unreviewed tools, plugins, integrations, and cross-tenant paths. Confirm that data-holding and action-taking systems enforce authorization themselves.
- Grant only task-required access. Use short-duration tokens or just-in-time elevation for temporary needs, with automatic expiry where supported.
- Gate sensitive actions. Require explicit approval for destructive, external, or otherwise high-impact operations, and authorize individual tool calls and data access.
- Log and test access management. Record the initiator, agent identity, effective scope, action, target resource, and a correlation identifier. Test credential rotation, token invalidation, agent disablement, and removal of stale grants.
- Reassess after material changes. Review permissions whenever the agent’s task, tools, data, or environment changes significantly.

How to choose an identity and authorization approach
Compare implementation options against the controls they can actually enforce, not only the identity feature names they offer.

Why least privilege for agents is still a design challenge
In February 2026, NIST’s National Cybersecurity Center of Excellence published a concept paper asking: “How do we establish ‘least privilege’ for an agent, especially when its required actions might not be fully predictable when deployed?” The question highlights a practical tension: an agent may need to handle varied tasks, but broad standing access increases the consequences of mistakes or misuse.

The NIST paper is a concept paper soliciting input, not a finalized prescription for every deployment. It identifies issues for exploration including agent identification, authorization, auditing, non-repudiation, prompt-injection controls, and how to assess the sensitivity of aggregated data. Accordingly, define access against the agent’s actual task and environment, then revisit it as those change. The title alone cannot determine a safe permission set: the answer depends on the agent’s work, data sensitivity and aggregation, downstream enforcement, system architecture, and applicable obligations.
