To use Safe Mode to troubleshoot a Windows 11 blue screen, enter Windows Recovery Environment (Windows RE), open Startup Settings, restart, and select Enable Safe Mode. If the stop error stops occurring, you have narrowed the investigation—but Safe Mode does not identify the failing driver, device, or program by itself.
Before you start: note the stop code
A blue screen, also called a stop error, can result from hardware, a device driver, or software. Write down the stop code and, if shown, the What failed module name. These details can help guide the next checks, but they are clues rather than a diagnosis. Microsoft’s stop-error guidance explains common causes and troubleshooting.
Safe Mode starts Windows with a limited set of files and drivers. A comparison with normal startup can help narrow down what to investigate next. Have your BitLocker recovery key available if the device is encrypted; Windows RE may ask for it. Find your BitLocker recovery key.
Open Windows Recovery Environment
If Windows still opens
- Open Settings > System > Recovery.
- Under Advanced startup, select Restart now.
You can also hold Shift while selecting Power > Restart from the sign-in screen or Start menu. Either route opens Windows RE. Labels may vary slightly by Windows 11 release or device. Microsoft’s Windows Recovery Environment overview describes ways to reach it.

If Windows will not start normally
After repeated unsuccessful starts, Windows may open Windows RE automatically. If it does not, start the PC from a previously created recovery drive or Windows installation media, then choose Repair my PC. Some devices also have a manufacturer-specific recovery button or key combination.
Interrupting startup is a fallback if those routes are unavailable, not the first choice. Microsoft documents turning the device on and interrupting startup twice; Automatic Repair should appear on the third start. Avoid repeated interruptions beyond this documented sequence. Start Windows 11 in Safe Mode
- In Windows RE, select Troubleshoot > Advanced options > Startup Settings > Restart.
- After the PC restarts and displays Startup Settings, press the number or function key shown next to the Safe Mode option you want.
- For the first troubleshooting attempt, choose Enable Safe Mode.
Microsoft lists the available Startup Settings options in Windows startup settings. Available labels or key prompts can vary by device and release.
Choose the variant that fits the task

Use the Safe Mode result to narrow the cause
If the blue screen does not recur
This suggests that something present during normal startup but absent in Safe Mode may be involved. It does not prove which component is responsible. Start with recent changes and the status of devices:

- Open Device Manager and look for devices marked with an exclamation point. Microsoft suggests updating a problematic device’s driver; if that does not help, try disabling or uninstalling the device.
- Consider hardware added shortly before the failures. If practical, disconnect or remove it temporarily and see whether normal startup improves.
- Check for current Windows updates if Windows is stable enough to install them.
- Check available space on the Windows drive. Microsoft Support, whose publication year is not displayed, says the exact amount needed varies by configuration and gives 10% to 15% free space as a rule of thumb—not a universal minimum. Microsoft’s stop-error guidance.
If the blue screen still recurs
A recurring error in Safe Mode means this test has not isolated the problem to something excluded from normal startup. Keep the stop code and any What failed name you recorded, then check device status in Device Manager, consider removing recently added hardware, and install Windows updates if possible. If the error continues, move on to an appropriate Windows recovery option rather than treating Safe Mode as a fix.
If Windows is stuck in a restart loop
From Windows RE, return to Troubleshoot > Advanced options > Startup Settings > Restart. In Startup Settings, select Disable automatic restart on system failure only when Windows is trapped in a repeated fail-and-restart loop. Microsoft describes this option in Windows startup settings.

Run further diagnostics if the basic checks are not enough
- Event Viewer: Check the Windows system log for critical errors around the time of the blue screen.
- Windows Memory Diagnostic: Run the memory diagnostic and review its result in Event Viewer.
- Memory-dump analysis: This is an advanced option generally aimed at IT professionals and developers, not a required step for ordinary troubleshooting.

Return to normal startup
Restart Windows normally to leave Safe Mode. If it keeps starting in Safe Mode, press Windows key + R, enter msconfig, open the Boot tab, and clear Safe boot.

Escalate carefully if the blue screen continues
Windows RE includes options such as Startup Repair, Uninstall Updates, System Restore, Command Prompt, and Reset this PC. Choose an option appropriate to the situation and read its impact before proceeding. Some recovery actions can cause data loss; back up important files when possible.
