Neither is always the better backup. A phone hotspot can get you online during a fixed-broadband outage if cellular coverage, capacity, power and your plan’s data terms cooperate. Home internet may be the stronger fallback during a cellular outage if its provider network and powered equipment are still working. A power cut is a separate problem: it can stop your modem, router or optical network terminal (ONT) even when the provider’s network is up.

Mobile hotspot vs. home internet: what each can back up

Your home has lost power but the provider network is still available and the modem, router and ONT (if present) have power. It can cover a fixed-service failure only when a separate failover path is configured.
Depends on Mobile coverage and capacity, an eligible plan with enough data, and a charged, powered phone or hotspot. Provider network availability, power for all required premises equipment, and, for internet-service failover, a separately configured backup connection.
Can fail if The cell network is down, the signal is weak, congestion is high, the device battery runs out or the plan limits use. The ISP is down, required equipment loses power, or the configured cellular backup path is unavailable.
Prepare by Checking coverage and plan terms, charging the device and considering a power bank. Identifying equipment that needs power, checking UPS compatibility and runtime, and confirming failover availability and terms.

Think of these as different paths, not interchangeable backup devices. A phone hotspot replaces the fixed connection with mobile data. A UPS keeps compatible home equipment powered; it does not replace the ISP connection. Cellular failover combines the home network with a separate mobile path, if the provider, equipment, account and location support it.

Will my internet work if the power goes out?

It might, but only if every part of the connection that needs electricity keeps running. A modem, router and ONT may each need power. A compatible UPS or battery can run premises equipment for a period, depending on its load, capacity and connections. It cannot restore service if the provider’s upstream network has failed.

Providers may use backup power, portable generators and emergency engineers to keep parts of their networks operating, according to UK Government guidance on telecoms resilience. That does not establish whether a specific local line, cell site or household connection will remain available in a particular outage.

Do not read the FCC’s backup-power figures as a promise about broadband. In a 2015 order, the FCC discussed 8-hour and 24-hour backup-power options for certain fixed residential voice services that are not line-powered. Those provisions do not guarantee that ordinary broadband, a particular modem or every router will run for either duration. The order also discusses UPS and battery technologies and ways customers may extend backup power, such as car or solar chargers: FCC 15-98.

UK emergency-calling guidance is also service- and jurisdiction-specific. The UK Government says certain customers who rely solely on landlines need a solution that supports emergency calls during a power outage for at least one hour. That is not a general broadband-runtime standard or a US requirement. When a hotspot is a good backup—and when it is not

It can bridge a fixed ISP outage

If your home broadband is down but the mobile network is operating normally, tethering a phone can provide an alternate internet path. A dedicated hotspot can be useful if you want a separate device or need to connect multiple devices, but it still relies on the same local mobile network. A separate hotspot is not automatically faster or more reliable than your phone.

Before relying on either option, check the signal where you will use it, whether your plan permits tethering or hotspot use, how its data is counted, and what happens when any allowance is reached. Do not assume that mobile data is unlimited or that a plan’s hotspot terms match its regular phone-data terms.

It may struggle during a regional emergency

Cellular service is local and not guaranteed. Weak coverage, a cell-network outage or heavy demand can make a hotspot slow or unusable. Verizon says speeds for its Cellular Wi-Fi Backup may decrease during natural disasters or extreme weather because of heavy traffic, and that a session may end during extreme congestion or heavy data use. Those terms apply to Verizon’s feature, not to every carrier: Verizon Cellular Wi-Fi Backup FAQs.

Ofcom describes resilience expectations for mobile operators’ backup-power arrangements, and California’s regulator describes temporary facilities, including mobile cell sites, as one response to outages. Neither establishes that a particular reader’s mobile path will work during a particular local event: Ofcom mobile network resilience and California Public Utilities Commission mobile cell sites.

When home internet is the better alternate path

If cellular service is weak, unavailable or congested but your fixed provider’s network is still working, home broadband may be the more useful connection—provided your premises equipment has power. In a power outage, a UPS can help preserve that path when the ISP’s access network remains operational. Check the equipment chain, expected load, connectors, estimated runtime and whether equipment resumes service automatically after power returns.

If the fixed ISP itself is down, a UPS alone will not restore it. You would need a genuinely separate connection, such as a compatible cellular failover service, and that mobile path must also be available.

Can home Wi-Fi switch automatically to cellular?

Some providers document cellular failover options, but availability and conditions are specific to the provider, account, equipment and address. Verizon says its Cellular Wi-Fi Backup can switch connected devices to a Verizon phone’s mobile data during Fios outages, using the phone’s regular data rather than its hotspot allotment. During a power outage, Verizon says the router needs a separate backup power source, the registered phone must remain on and within Wi-Fi range, and the phone needs a stable cellular signal. Verizon also warns that coverage is not guaranteed: Verizon Cellular Wi-Fi Backup FAQs.

AT&T also documents cellular Internet Backup for fiber outages. Its feature is provider-specific; check whether it is available for your account and equipment, and confirm its data conditions before depending on it: AT&T Internet Backup for Fiber.

Ask the ISP and mobile carrier to confirm eligibility for your exact address, account, router and plan. Check what triggers failover, which devices it supports, how data is treated, and whether it needs a powered router or an active phone nearby. A feature described online is not proof that it is enabled or available to every customer.

Choose a backup based on the outage you expect

If fixed broadband is down but cellular service works

  1. Check whether the outage is limited to your fixed provider and whether your phone has a usable cellular signal.
  2. Check your carrier’s tethering or hotspot rules and available data before connecting work or streaming devices.
  3. Turn on your phone’s hotspot or use a compatible dedicated hotspot, then connect only the devices you need.
  4. Keep the device charged. A power bank can extend device runtime, but it cannot fix a cell-network outage or congestion.

If power is out but the provider connection may still work

  1. Identify which devices the connection needs: modem, router and, where applicable, ONT.
  2. Check that a UPS or battery has compatible connectors and capacity for the equipment’s load.
  3. Estimate runtime for the connected equipment and determine whether it restarts automatically when power returns.
  4. Remember that backup power helps only while the provider network and the connection to your home remain available.

If you want automatic failover

  • Ask both providers to confirm service availability and eligibility for your address, account, equipment and plan.
  • Confirm the data allowance or data source used during failover and any conditions that may interrupt it.
  • Check which premises equipment must stay powered and whether a phone must remain on, nearby or connected.

If the outage is severe or widespread

Plan for mobile service, fixed service and household power to fail together. Keep devices charged and use local official emergency information. Neither a hotspot nor a UPS is a guarantee of internet or emergency communications during a regional disaster.
