If a field behaves differently between projects—or a select field has no choices—check the context that applies to the affected work type and space. Contexts configure the field’s content; field schemes and screens determine whether the field is available and where it appears.
What a Jira field context controls
A context is a scoped configuration for a custom field. It lets administrators use the same field in different situations without creating duplicate fields: for example, one default in one scope and another option list in a different scope. Values entered through those variants still belong to the same field and can be used in reports that reference it. Atlassian explains field contexts.
Each context specifies the work types and spaces where its settings apply. A global context applies in all spaces. Only contexts that include any work type can be used in team-managed spaces. If a field has multiple contexts, the applicable one depends on the work type and space where the field is being used; do not assume every scope shares the same default or choices. What defaults, choices, and filters can vary
The settings available depend on the field type. A context does not give every kind of field both a default and an option list.

How to inspect or change the applicable context
- Identify the exact space and work type where the field has the unexpected default or choices.
- Open Settings > Work items > Fields.
- Find the target field, open More actions, then select Contexts and default value.
- Review the contexts and identify the one whose work types and spaces include the affected work item. Check whether it is global or limited to particular spaces.
- Edit that context or add one for the intended scope. Configure the supported default, options, or user filtering, then save.
Jira’s navigation labels and availability can vary with interface rollouts and permissions. Atlassian’s context setup instructions describe the current administration flow.

Why a select field has no options
For an empty choice list, check both scope and contents: the context must apply to the affected work type and space, and that context must actually contain options. A field can have options in one context and none in another. Atlassian’s empty allowed values troubleshooting guide describes this kind of mismatch.
- If another existing context contains the needed values, use a context with those values that also applies to the affected scope.
- If the current context is the intended one, add the required options to it.
Changing a default is not a fix for an empty choice list: the default and the available options are separate settings.

When the field itself is missing
A context answers what default or choices a field uses in its scope. It does not by itself make the field available or determine when it appears. Field schemes govern whether fields are available or required for work types and spaces; Jira is progressively replacing field configurations and field configuration schemes with a unified field-scheme setting, so the labels and setup may differ by site. Atlassian’s field-scheme overview explains that layer.
Screens determine where a field appears in the work-item lifecycle, such as during creation or a transition. If the field is missing rather than merely showing the wrong value, check its field configuration or scheme and the relevant screen. Option-count limit in Jira Cloud
Atlassian’s Jira Cloud data-limits documentation states a maximum of 20,000 options per field, with progressive enforcement beginning in September 2026. The rollout can start at different times for different sites, so check the notices in your Jira interface for your tenant’s current status. Once the limit is enforced for a site and reached, administrators cannot add another option, while existing options remain available. See Atlassian’s data limits and guardrails.
