For a U.S. Export Administration Regulations (EAR) check, identify the exact graphics-card model and its current Export Control Classification Number (ECCN), then compare that ECCN’s control reasons with the rules for the card’s ultimate destination. Also check the recipient, intended use, and any special destination rules. A retailer listing or product-family name alone cannot establish whether a particular transaction may proceed.

This guide covers the U.S. EAR process. A conclusion about an individual purchase also depends on the transaction’s jurisdiction, card, seller, location, destination, recipient, and use.

What information do you need before checking?

Gather the transaction details first. Export restrictions can depend on more than the card’s destination, so record:

  • The manufacturer and exact model or SKU—not just the GPU chipset or product family.
  • The seller and where the card is currently located.
  • The country of ultimate destination, including any onward destination beyond a shipping intermediary.
  • The recipient or end user and the intended use.
  • Whether the transaction is a domestic sale, export, reexport, or transfer within a country.

BIS’s country guidance describes destination as the ultimate destination. A domestic purchase and an export or reexport are not interchangeable transaction types, so identify what is actually happening before drawing a conclusion.

How do you find the card’s ECCN?

An ECCN is a classification used to identify items on the Commerce Control List (CCL) and the controls that may apply. It is an input to the licensing analysis—not a universal “approved” or “blocked” label. Do not infer a complete graphics card’s ECCN from a chipset family, marketing name, or retailer page.

Ask the manufacturer first

BIS identifies the manufacturer as the first classification route. Ask for the current ECCN for the exact card model or SKU and retain the response. Classifications can change, so verify the answer against the current CCL rather than relying on an old listing or an answer for a related product.

Self-classify only with the necessary expertise

Self-classification requires technical knowledge of the item and familiarity with ECCNs and the CCL Order of Review. If you cannot confidently match the card’s specifications to the applicable control text, do not guess from its consumer category.

Request an official BIS classification if needed

BIS accepts commodity-classification requests through SNAP-R and offers export counselor support. Its classification guidance explains the available routes. A generic consumer buyer is not automatically required to choose one particular route; the appropriate choice depends on the technical information available and whether an official classification is warranted.

How do you check the ECCN against the destination?

  1. Read the ECCN’s License Requirements. Note the reason or reasons for control and the Country Chart column or columns named there.
  2. Look up the ultimate destination. Find the destination’s row in the Commerce Country Chart and compare it with the relevant column or columns.
  3. Interpret the result with the rest of the EAR. A marked cell can indicate that a license is required, subject to applicable license exceptions and other rules. Do not treat the chart as the entire analysis.

Use the BIS Country Chart guidance and the current EAR text. The result depends on the specific ECCN control reasons and destination—not on the fact that the item is a graphics card.

Which special controls require a separate check?

Destinations with separate embargo provisions

BIS says the Commerce Country Chart does not apply to Cuba, Iran, North Korea, and Syria; consult the relevant EAR Parts 742 and/or 746 instead. Russia also has additional requirements under Part 746. See BIS country guidance and the applicable current EAR provisions.

Recipients, end uses, and diversion risk

A destination-chart result alone does not clear a transaction. Check applicable end-user, end-use, restricted-party, and diversion controls. BIS’s end-use controls guidance and restricted-party screening guidance describe additional checks that may apply even when the chart does not indicate a license requirement.

License exceptions and EAR99

A license exception is available only when all of its conditions are satisfied. Likewise, EAR99 does not mean unrestricted: BIS says EAR99 items generally do not need a license in most situations, but a license may still be required because of a restricted or prohibited end user, end use, or destination of concern. Advanced-computing guidance is not a blanket graphics-card rule

BIS’s May 13, 2025 guidance on General Prohibition Ten (GP10) addresses certain advanced-computing integrated circuits developed or produced by companies located in, headquartered in, or ultimately owned by companies headquartered in Macau or Country Group D:5 destinations, including China. It describes restrictions on specified dealings when the relevant knowledge and transaction conditions apply. It does not establish that every consumer graphics card is covered. Apply the guidance only after identifying the item and transaction facts it addresses. See BIS end-use controls guidance.

Which classification route should you use?

Route Best fit What it involves
Ask the manufacturer You can identify the exact model or SKU and need its current classification. Request the ECCN for the complete card; verify it against the current CCL.
Self-classify You have reliable technical specifications and know how to apply the CCL Order of Review. Match the item’s technical characteristics to the relevant ECCN text; do not rely on the product category alone.
Request a BIS classification You need agency classification support or cannot resolve the classification confidently. Submit a commodity-classification request through SNAP-R; BIS also offers export counselor support.

BIS presents all three routes in its classification guidance. No single route is stated as mandatory for every consumer buyer.

How should you document the check?

Keep a record of the facts and evidence behind your decision. A practical file can include the model/SKU, date checked, classification source, ECCN, ultimate destination, recipient, intended use, chart result, and any license or exception documentation. This is a sensible way to preserve the basis for a multi-factor review; it is not a claim that BIS prescribes this exact consumer checklist.

When is the result current?

ECCNs and control rules can change. Recheck the classification, applicable EAR provisions, and destination rules before the transaction. BIS’s interactive tools draw from the EAR/eCFR and provide refresh information; the interactive tool’s CCL result was shown as current from the eCFR as of September 11, 2026. BIS cautions that its tools do not replace the official Code of Federal Regulations or Federal Register. See BIS classification guidance and BIS country guidance.
