There is no universally correct set or number of budget categories.
Start with your spending records
Before naming categories, collect evidence. Review several months of checking-account and credit-card activity, save receipts, and note purchases made with cash. You can record transactions in a notebook, spreadsheet, account tools, or the CFPB’s spending tracker.
A two-week or one-month tracking exercise can reveal everyday habits; looking across several months is also important because a single month may miss annual or seasonal bills. The CFPB advises: “Don’t edit your spending to reflect what you ‘could’ or ‘should’ be spending.” Record what happened first, then decide what you want to change.
See the CFPB’s spending assessment guidance for ways to review expenses and account for less frequent costs. Its home-buying context does not make the record-keeping technique useful only to prospective buyers.

Choose categories that answer your questions
A category is useful when it makes spending easier to understand or helps you decide what to do. The CFPB’s tracker includes housing and utilities, groceries and other supplies, health, transportation, education and childcare, phone, debt payments, pets, and other spending; it also separates eating out and entertainment. Treat those as examples, not a required taxonomy.
A practical starter list, adapted from the CFPB worksheet, could be:

Combine or split categories according to the decisions you need to make. For example, combine housing and utilities for a broad household-cost view, or separate utilities if you want to monitor electricity. Combine groceries and eating out for a quick picture of food costs, or split them if you want to make different choices about each.
Make irregular costs visible
Expenses that arrive once a year or vary by season can make a monthly budget look cheaper than it is. Review several months of records and look for insurance, medical care, school clothes or tuition, support for family, gifts, charitable giving, travel, and recreational expenses.

Give these costs their own categories, or group them in a relevant savings category so the money needed later is visible in your plan. Regular contributions to an emergency fund or other savings goals should also be represented. The CFPB monthly budget worksheet includes a place to account for savings.
Use needs, obligations, and wants when it helps
Separating needs or obligations from wants can make trade-offs easier to see, but households may classify expenses differently. The CFPB gives housing, utilities, healthcare, and childcare as examples of needs and obligations; it gives a gym membership, cable, and buying coffee rather than making it at home as examples of wants. FDIC budgeting guidance likewise presents budgeting as a way to track needs, wants, priorities, and savings goals.

These labels are tools for making choices, not judgments about a purchase. An expense’s importance and flexibility depend on your circumstances.

- Total the categories. Add the amounts you recorded or plan to spend in each one.
- Compare with take-home pay. Check whether the plan fits the income you actually receive.
- Compare expected leftover money with your account history. If your plan predicts more cash remaining than usually stays in your account, revisit the numbers.
- Look for what is missing or misclassified. Check for cash purchases, annual bills, shared expenses, bill timing, and transactions assigned to the wrong category.
The CFPB explains this kind of comparison in its guidance on getting your money situation in order. A mismatch is a reason to review the record and estimates, not to force the budget to fit an ideal.

Refine the system only when it improves decisions
A category may be too broad if it hides a spending pattern you want to change. It may be too detailed if tracking it takes effort without helping you make a decision. Adjust the labels or combine categories as you learn what information is useful; no official source establishes a best category count.
For record-keeping, a notebook or paper tracker works if you prefer writing purchases down. Spreadsheets, bank or credit-union tools, and other digital trackers are alternatives. A dedicated paid product is not required to build a useful category system.
The linked CFPB and FDIC materials are U.S. federal resources. Readers elsewhere may need to adapt terms such as take-home pay and the way income or expenses are recorded.
