If Windows says a command is “not recognized,” first determine whether the shell cannot find it or whether it finds the program and then fails to run it. Those are different problems: spelling, the current directory, PATH, and shell-specific command lookup affect discovery; script policy, app controls, package state, or the application itself can affect launch. Start by noting the exact command, shell, and complete error before changing settings.

First identify the shell and the failure stage

Check whether you are using Command Prompt (cmd.exe), Windows PowerShell 5.1, or PowerShell 7 (pwsh). Then copy the complete error, including the command as entered and any arguments. For example, Command Prompt may report that a command “is not recognized as an internal or external command, operable program or batch file,” while PowerShell may say that a term “is not recognized as the name of a cmdlet.” The wording helps identify the shell and whether it could resolve the name.

Record the current directory, whether the command worked before, how the app was installed, and whether the PC is managed by work or school. Also identify what you are trying to run: an executable, a .bat or .cmd file, a PowerShell script, a package-manager command, or an app execution alias. A missing command, a different command found under the same name, and a found program that errors after launch call for different next steps.

Check whether the shell can find the command

In PowerShell

Use Get-Command to see which matching commands PowerShell can resolve, and inspect the PATH visible to that shell:

$Env:PATH -split ';'

Replace tool with the command name. The -All option can reveal multiple matches. PowerShell checks aliases, functions, and cmdlets as well as external programs; an alias or function can take precedence over an executable with the same name.

PowerShell does not run an executable from the current directory just because you type its filename. Try an explicit relative path such as .tool.exe, or test the verified full path to the file. Microsoft’s command-precedence documentation explains how PowerShell resolves command names.

In Command Prompt

Check the effective command path and search for a matching file:

set PATH
where tool

Replace tool with the command name. path and set PATH show the PATH available in this Command Prompt session; where checks for matching files along the command path. Verify the spelling and that the application is installed. If it is an executable, the directory containing that file needs to be among the locations available to the shell unless you invoke it by path. Windows searches the current directory before directories in the command path, as Microsoft notes in its PATH command reference.

Windows PATH entries are separated by semicolons. Do not replace the whole value with one folder: that can remove other applications’ entries. The documented path ; syntax clears the command path for that Command Prompt session; it is not a repair command.

Refresh PATH only after verifying the install location

A terminal uses the environment it inherited from its parent process. If an installer or Windows settings changed PATH while a terminal was open, that existing shell may still have the old value. Close and reopen the affected terminal, then rerun the lookup there. Microsoft explains this process inheritance in its environment variables documentation.

If the executable’s actual folder is missing, add only that trusted application directory, using the vendor’s install guidance or Windows Environment Variables interface. Do not delete existing entries or copy in an unverified path. A full-path test is useful before changing PATH: if it works by full path but not by name, the issue is likely command lookup rather than the program’s basic ability to launch.

If wt is not recognized

For the Windows Terminal command wt, check that the Windows Terminal app execution alias is enabled in Settings, and verify that %LOCALAPPDATA%MicrosoftWindowsApps is in PATH. Microsoft advises against editing C:Program FilesWindowsApps; use the alias and supported settings instead. See Microsoft’s Windows Terminal troubleshooting guidance.

If PowerShell finds a script but blocks it

A script-policy error means PowerShell found the script but did not permit it to run; it is different from a command that cannot be found. Check the effective execution policy and the policies set at each scope in the same PowerShell host that fails:

PowerShell execution policies govern whether scripts and configuration files may be loaded and whether scripts must be signed. A MachinePolicy or UserPolicy set through Group Policy can override local preferences. Windows PowerShell 5.1 and PowerShell 6 and later manage policy separately, so results from a different host may not explain the failing one. Microsoft documents the scopes and behavior in about_Execution_Policies.

Do not treat Set-ExecutionPolicy Bypass as a routine fix. Microsoft describes execution policy as defense in depth, not a security boundary. If Windows reports that a downloaded script is blocked, inspect and verify its contents before considering the documented Unblock-File option; do not unblock code you do not trust. If policy is managed by your organization, ask its administrator rather than trying to override it. See Microsoft’s Unblock-File guidance.

If Windows or your organization blocks execution

On a managed device, an administrator may enforce App Control restrictions on scripts or PowerShell use. Depending on the configured policy, restrictions can apply to command-line, pipeline, interactive, or encoded-command execution. These controls are not enabled on every PC, and the available behavior depends on policy and version.

Preserve the exact error, the app or script path, and the PowerShell host and version. Contact your administrator if the device is managed; do not try to evade an execution restriction. Microsoft describes these policy capabilities in its App Control script-enforcement guidance.

If a packaged app is found but will not launch

If command lookup succeeds but a Microsoft Store or inbox app fails during launch, investigate it as an app activation or package problem, not as a PATH problem. Possible causes include per-user app registration or activation, a damaged or incomplete package, permissions, or AppLocker policy. Which cause applies depends on the app and device; do not make broad registry or filesystem permission changes based only on a launch failure.

Microsoft’s Store-app troubleshooting guidance is written for support agents and IT professionals. It covers checking registration and package state and consulting relevant event logs. For an organization-managed PC, involve the administrator before attempting system-level remediation.

Choose the next test from the evidence

When the cause is unclear, use the result of each check to narrow the investigation:

  • Shell: Compare behavior in Command Prompt, Windows PowerShell 5.1, and PowerShell 7; command lookup and policy can differ by host.
  • Resolution: Determine whether nothing is found, a different same-name command is selected, or the intended command is found but fails.
  • Location: Distinguish a file in the current directory from one reached through user or system PATH.
  • File or app type: Identify whether the target is an executable, batch file, script, package-manager command, or packaged-app alias.
  • Policy context: Note whether the computer is personal or managed and whether the error names a script or application control.
  • Install type: Separate a standalone executable from a Store or inbox app, which may depend on package registration and activation.

These distinctions help you choose a targeted fix instead of changing PATH, weakening policy, or modifying app permissions without evidence.
