A webpage’s screen layout is continuous, but print preview and PDF output divide content into finite pages. That change in available width and height can alter line wrapping and move content, while print-specific CSS may deliberately change the design. To improve pagination, check the print styles, page settings, and targeted break rules, then inspect the actual preview or PDF.
Why browser and PDF layouts paginate differently
On screen, a webpage generally extends as a scrollable document without fixed paper boundaries. Print and PDF use paged media: the browser lays content into page boxes with a defined size, orientation, margins, and printable area. The narrower or shorter area can change text wrapping and element positions, shifting everything that follows. Print styles may also hide navigation or change typography and layout intentionally. These are expected differences between screen and print presentation, not necessarily a defect in the PDF. See MDN’s CSS paged media guide and its printing guide.
How to fix awkward PDF page breaks

Check the styles used for printing
Inspect your
@media printrules and any stylesheet loaded withmedia="print". Look for changes to display, width, font size, margins, or other layout properties that could alter the document when printed. Print-specific rules can be intentional, but they may need adjustment for the content you want in the PDF. MDN explains how print stylesheets and print media rules affect output. -
Set and align page geometry
Use
@pageto define the intended page size, orientation, and margins. Then check the browser’s print settings for paper size and scaling: if those differ from the CSS assumptions, the printable area and resulting pagination can differ. Control breaks only where needed
Use
break-before: pageorbreak-after: pagewhen a section should start on a new page. Usebreak-inside: avoidfor compact items, such as a figure with its caption, that should stay together. These are break preferences within the fragmentation process, not guarantees of a particular page composition. If an item cannot fit in the available space, avoiding a break inside it may still lead to awkward output. Apply avoidance selectively. Inspect the real print result
Open print preview or save a PDF after changing the styles and settings. Make one class of change at a time, then review the affected pages. A screen viewport alone cannot show how the complete document will paginate under print styles and page geometry.
When browser version matters
Some paged-media features are browser-specific. Chrome for Developers says, “From Chrome 131 you can use CSS to add content to the margins of pages when they are printed.” This is a version-specific statement about Chrome, not a guarantee of support in other browsers or older Chrome releases. What to compare when PDFs differ
If the same document produces different pagination across browsers or PDFs, compare the print media rules in effect, page size and orientation, margins, scaling settings, and support for any paged-media features you use. Those factors can affect output, but there is no compatibility matrix or cross-browser test established here; check the actual browser and version you need to support.
