Nintendo lists one or two players on a single system for Starlink. That local-player listing should not be confused with the online 4-vs-4 mode in the current Star Fox game.

Compatibility and optional camera features
Nintendo’s Switch and Switch 2 compatibility information explains how supported Nintendo Switch games behave on the newer system. For Starlink, rely on the title-specific compatibility note on its Nintendo listing rather than assuming every Switch game works identically.
A camera is not required to play Star Fox. Nintendo UK says a compatible USB-C camera can be used for GameChat character avatars; the camera is sold separately. This is an optional communication feature, not a gameplay requirement.
