Save enough context to identify and understand the response, then report it through the AI service’s reporting or support route using the category that best describes the harm. If someone is in immediate danger, contact local emergency services. For suspected child sexual abuse imagery, use the relevant specialist service; in the UK, that is the Internet Watch Foundation (IWF), which accepts reports of AI-generated imagery.
What to save before you report
Record the details that will help a service or authority understand what happened and find the response. This is a practical checklist, not a universal legal evidence standard. UK government guidance says a report may ask when the harm took place, who was involved and what actions were taken afterward.
- Service and context: the AI service’s name and, if relevant, the account or conversation context.
- When it happened: date and time, including your time zone if known.
- Prompt and response: the prompt or preceding conversation and the harmful output, captured with enough surrounding context to make the exchange understandable.
- Where it appeared: for example, in a private chat, a public post, a shared link or a search result.
- How to locate it: relevant account name, URL or other locator.
- What you did next: actions already taken and any report confirmation or reference number.
There is no evidence here of one format every service requires, or a universal requirement to screenshot, export, hash or retain a copy. Available reporting and retention controls vary by service.
If material is sensitive or may be illegal, do not download or redistribute it just to preserve a copy. Use the appropriate platform and specialist reporting routes and follow their directions. In the UK, the IWF accepts confidential reports of child sexual abuse images and videos, including AI-generated, animated, cartoon and drawn images. The IWF says reports are anonymous and contact details are optional: report to the IWF.

How to report it to the AI service
- Open the service’s in-product reporting control or support route, if available. Reporting controls and interface labels vary, so use the service’s current help information rather than relying on a button name that may have changed.
- Choose the category that most closely matches what happened, such as the applicable option for threats, abuse, impersonation or another type of harm.
- Briefly explain why the response is harmful. Include the relevant prompt or surrounding context and a locator that helps the service find it.
- Submit the report and save any confirmation or reference number for your records.
Choosing an accurate category can help direct a report to the right review process. Report Harmful Content, a UK-focused service, notes that an initial social-media report may be assessed by a computer and illustrates why the reported issue should match the evidence—for example, reporting impersonation as impersonation rather than as abuse. That is useful guidance by analogy, not evidence that every AI service uses automated review. See Report Harmful Content.
If the response was shared publicly
If someone posted or shared the AI response publicly, report the public post or account as well as the original chatbot output. A private conversation and a public post can involve different reporting routes.

In the UK, Ofcom explains that Online Safety Act Part 3 duties cover AI-generated content when it is user-generated—shared by users—or encountered through search. A one-to-one chatbot interaction that is neither shared nor search content is outside those Part 3 duties, although some pornographic chatbot content could fall under Part 5. Do not assume a chatbot provider is always subject to the same rules as a social network. Ofcom also says it cannot investigate individual complaints; complaints can inform its assessment of whether companies protect users adequately. When to escalate beyond the AI service
Choose the route based on urgency, content, where it appeared and what outcome you need—immediate safety support, removal, police action or regulatory oversight. Harmful content is not automatically illegal: UK government guidance notes that some self-harm, eating-disorder, graphic-violence or abusive material may be harmful but legal, depending on the content and context. Immediate danger or a crime in progress in the UK
Call 999. Ofcom distinguishes an emergency police response from its role as the online-safety regulator.
Suspected child sexual abuse imagery in the UK
Report it to the IWF, including suspected AI-generated imagery. Do not send these reports to Report Harmful Content, which says it cannot take reports of sexual images of people under 18. The IWF’s reporting page explains its route and anonymity options: IWF reporting.

Other harmful or illegal online content in the UK
Report it to the platform and use an appropriate specialist or police route where circumstances warrant. Ofcom is not an individual complaint investigation or takedown service; it uses complaints to assess whether platforms are meeting their obligations.
Outside the UK
Start with the service’s reporting route, and use the emergency, law-enforcement, privacy, child-protection or specialist support service relevant to your location and the type of harm. The routes described above are UK-specific; other jurisdictions have their own systems.

How public exposure and location affect the route
Consider these questions when deciding where to report:
- Is anyone in immediate danger? Use emergency services rather than waiting for a platform response.
- What kind of content is involved? General harmful responses, threats, intimate images, suspected child sexual abuse imagery, hate and fraud may call for different specialist routes.
- Who can see it? A private chat differs from a public post, shared link or search result. In the UK, that distinction can also affect which Online Safety Act duties apply.
- What do you need? A platform report may address service moderation; emergency or law-enforcement routes address immediate safety or potential crime; a regulator handles systemic oversight rather than individual removal.
- Where are you? Laws, reporting services and duties depend on jurisdiction.
For broader context, UNESCO recommends accessible reporting mechanisms and swift platform action in its 2024 report on technology-facilitated gender-based violence: UNESCO’s report. In the EU, the European Commission says AI Act Article 50 transparency obligations apply from 2 August 2026. Those transparency rules are not a universal complaint or evidence-preservation process: European Commission overview of the AI regulatory framework.
What current cases do—and do not—show
In findings published on 11 June 2026, Canada’s Office of the Privacy Commissioner reported “millions” of sexualized deepfakes generated by Grok and said safeguards had not been demonstrated effective in fully mitigating the issue. “Millions” is the figure reported in the Commissioner’s findings, not an independent count that establishes the prevalence of harmful AI responses generally. The case provides context about a specific service and harm, not a reporting workflow for all AI tools: Office of the Privacy Commissioner of Canada findings.
