Use Startup Repair when Windows 11 will not start, System Restore to reverse system changes after a restore point, and Reset this PC to reinstall Windows. Reset is the most disruptive: “Keep my files” retains personal files but removes apps and settings; “Remove everything” removes personal files too. Back up important files and locate your BitLocker recovery key before you begin.

Which Windows 11 recovery option should you use?

The right choice depends on the symptom, whether a suitable restore point exists, your Windows version and encryption state, and whether the PC is managed. Microsoft recommends less disruptive options first when Windows still starts. See Microsoft’s recovery options overview.

How do I fix Windows 11 when it won’t start?

Try Startup Repair first for a startup failure. Windows Recovery Environment (WinRE) can open automatically after Windows fails to start successfully multiple times. If Windows is usable, you can open Settings → System → Recovery → Advanced startup, then choose Restart now.

  1. In WinRE, select Troubleshoot → Advanced options → Startup Repair.
  2. Choose the Windows installation if prompted, then follow the on-screen instructions.
  3. If prompted, enter the BitLocker recovery key for the device.
  4. Let the scan and repair attempt finish. If Windows still will not start, consider System Restore if a suitable restore point is available.

Startup Repair checks for certain problems, including missing or damaged system files and corrupted boot configuration, and attempts repairs. It may report that it could not fix the problem. For more detail, see Microsoft’s Startup Repair instructions.

Will System Restore delete my files?

No. System Restore does not affect personal files. It rolls system changes back to a selected restore point, which can undo apps, drivers, updates, or settings changed after that point. It only helps if a suitable restore point is available.

If Windows starts, search for “Create a restore point” and select System Restore. If it does not, use WinRE → Troubleshoot → Advanced options → System Restore. Review the listed affected programs before confirming, so you can see which apps or drivers may be removed or restored. Microsoft explains how System Restore works.

What is the difference between System Restore and Reset this PC?

System Restore returns system changes to an earlier restore point; Reset this PC reinstalls Windows. System Restore leaves personal files alone and may reverse recent app, driver, update, or setting changes. A reset gives you a choice: keep personal files while removing apps and settings, or remove personal files as well.

Windows 11 version 24H2 or later may also offer Point-in-time restore. Microsoft says it rolls back personal files as well as apps and settings, so it is materially different from System Restore. Availability depends on the Windows version and device; consult Microsoft’s recovery options overview for the current options.

How do I reset Windows 11 but keep my files?

Open Settings → System → Recovery → Reset PC, then choose “Keep my files.” This reinstalls Windows and retains personal files, but removes apps and settings. If Windows will not start, use WinRE → Troubleshoot → Reset this PC and select the same option. Reset also offers “Cloud download” and “Local reinstall”; these are alternative ways to obtain Windows installation files during the process.

Back up important files before resetting, even when choosing “Keep my files.” Microsoft warns that recovery actions can lead to data loss. If device encryption is enabled, have the BitLocker recovery key available. A reset can display a black screen for an extended period; do not manually restart the PC while it is in progress, since doing so can cause the reset to fail. What if WinRE or recovery options are unavailable?

When Windows cannot start, WinRE may launch after repeated unsuccessful starts. If Windows remains usable, Advanced startup is available under Settings → System → Recovery. Device-specific boot keys and firmware steps differ by manufacturer; check the PC maker’s manual rather than relying on a key combination intended for another model.

You can prepare recovery media while the PC works. Creating a Recovery Drive erases the selected USB drive, and the drive does not include personal files, so it is not a file backup. Microsoft recommends recreating recovery media periodically. For Windows installation media, Microsoft specifies a USB drive of at least 8 GB; it can be created using another working PC.
