Start with the project’s parcel and the government agency responsible for it—not a neighborhood rumor or developer announcement. Then confirm the project’s approval stage, find its site plans and technical studies, and check the separate records for noise, air, water, stormwater, electricity and construction. Those project-specific records are the best way to assess plausible effects at your home; a data-center label alone cannot establish them.

1. Find the parcel and the authority reviewing it

Get the street address or parcel number, then locate it on the local parcel, GIS or assessor map. Establish whether it is within a city or in an unincorporated area, and identify which city, county, tribal, state or other authority controls the land-use decision. The nearest city is not necessarily the permitting authority. Calvert County’s guidance illustrates why confirming the controlling jurisdiction matters: boundaries and local zoning determine which body handles a proposal (Calvert County Government).

Once you know the jurisdiction, identify its planning or zoning department and the body that holds hearings or makes decisions. If the map, project notice and agency page appear to point to different authorities, contact the planning department and ask which office maintains the complete application file.

2. Search local planning records and establish the project’s stage

Search the planning department’s project portal, agendas, meeting minutes and hearing notices. Use multiple terms because a proposal may not be indexed as a “data center.” Try the developer or landowner name, address and parcel number, along with “data center,” “data centre,” “data storage,” “rezoning,” “special exception,” “conditional use,” “site plan” and “land disturbance.” If the portal shows only a summary, ask how to inspect the complete file, including staff reports and attachments.

Distinguish the status of the proposal from the status of its individual approvals. An announcement is not an application; a zoning decision does not necessarily approve a site plan or authorize construction. A project may still need land-disturbance, building, utility or environmental permits after a land-use decision. Check official status fields, staff reports, decisions and required next approvals. Salisbury’s project page, for example, describes a proposal and states that it has not been approved; that page is specific to its project, not a guide to another jurisdiction’s process (City of Salisbury project information).

3. Follow the separate agency records

Land-use review and environmental or infrastructure permits can run through different agencies. Search the state environmental agency and local water and sewer, stormwater, utility, transportation, and fire or emergency authorities. Depending on the proposal, look for air construction or operating permits, water supply or withdrawal approvals, wastewater plans, stormwater or NPDES permits, wetlands decisions, and environmental review.

The Wisconsin DNR’s Port Washington project page is an example of how records for one proposal can span air permits, water and sewer plans, stormwater, environmental analysis and public comment materials (Wisconsin DNR: Port Washington Data Center Proposal). Pennsylvania DEP’s notice for an Amazon proposal in Falls Township likewise describes a project-specific air-permit process and public meeting; its details and dates apply to that application, not to other facilities (Pennsylvania DEP notice).

4. Read the plans and studies that bear on your home

A staff summary may not include the assumptions or appendices needed to judge an impact. Seek the underlying documents, where available, and compare the modeled or proposed conditions with the mitigation and permit conditions agencies can enforce.

Noise and equipment placement

Use the site plan to locate chillers, fans, transformers, substations and generators in relation to nearby homes. In a noise study, look for baseline measurements, predicted operating noise, nighttime assumptions, low-frequency sound if assessed, proposed barriers, and limits at a property line or other receptor. Check whether generator testing has a stated schedule and whether the limits contain exceptions for outages or emergencies. Tucson’s large-scale data-center regulations require sound-impact study, noise barriers and compliance with operational noise limits, but those protections are specific to Tucson and do not automatically apply elsewhere (City of Tucson regulations).

Backup power and air emissions

Identify the proposed backup-power technologies—such as diesel or natural-gas engines, batteries or fuel cells—and check which equipment is covered by an air permit. Review emissions limits, operating assumptions, testing and maintenance requirements, and whether the application proposes on-site generation beyond emergency backup. Do not infer exposure from the number of generators alone; the permit application and agency analysis are the relevant records. Pennsylvania DEP’s July 2026 notice, for example, described a proposed installation of 280 natural-gas engines and three diesel emergency generators. Those quantities describe that proposal only (Pennsylvania DEP notice).

Water supply, cooling and wastewater

Look for the proposed water source and volume, cooling design, seasonal assumptions, any use of reclaimed water, and the destination of wastewater. Check whether the application addresses effects on local water service, private wells, streams or drought constraints, and whether new water or sewer infrastructure is required. Calvert County lists water demand and wastewater among the impacts under review, while Los Angeles County’s motion calls for assessment of water-resource impacts; those examples describe local review, not a uniform requirement nationwide (Calvert County Government; Los Angeles County Department of Regional Planning).

Stormwater, wetlands and construction

Review grading and clearing limits, drainage plans, erosion controls, wetlands, impervious area, construction access and traffic, and any posted construction permits or environmental analysis. These records can show what land will be disturbed and how runoff is planned to be managed. Wisconsin DNR’s Port Washington page provides an example of stormwater and wetland decisions appearing alongside other project records (Wisconsin DNR: Port Washington Data Center Proposal).

Electricity and utility infrastructure

Search for projected peak demand, proposed substations or transmission work, reliability plans, who would pay for upgrades and any ratepayer analysis. Los Angeles County directed staff to examine electricity resources and potential ways to minimize utility-rate impacts in its own process (Los Angeles County Department of Regional Planning). To evaluate a claim about household bills, consult the utility regulator, rate case, tariff and cost-allocation record for your jurisdiction; a project’s demand alone does not establish how costs will be assigned to customers.

Setbacks, views, lighting and landscaping

Check the site plan for building height, separation from homes, lighting, walls, landscape buffers and views from residences. Tucson adopted enhanced separation distances and landscape and open-space standards for large-scale facilities within its jurisdiction. Those local requirements are not universal setbacks (City of Tucson regulations).

5. Comment on the actual application before its deadline

Use the official public notice to identify the application or permit, reviewing agency, comment period, hearing date, document-access instructions and submission method. Deadlines are project-specific and time-limited, so do not rely on dates from another facility’s notice. Pennsylvania DEP’s 2026 notice illustrates a project-specific air-permit meeting, application access and comment process; Wisconsin DNR’s project page shows a separate trail of permit and comment materials (Pennsylvania DEP notice; Wisconsin DNR project page).

Make a focused comment tied to the record. Identify the application, cite the relevant page, finding or missing document, explain the unresolved question or potential local impact, and request a specific analysis or permit condition. If a key study or appendix is unavailable, ask the agency how to obtain it before the comment period closes.

How to compare two proposed sites

Use the same evidence categories for both proposals rather than comparing marketing claims, acreage or megawatts alone.

Evidence category What to compare
Homes and site layout Distance and orientation to homes; locations of major equipment; setbacks, buffers, lighting and construction controls.
Noise and backup power Noise modeling assumptions; generator fuel and quantity; permitted emissions; operating and testing assumptions.
Water and land Water source and demand; cooling and wastewater plans; stormwater, wetlands and drainage controls.
Infrastructure and costs Grid and road upgrades, reliability measures, and documented cost allocation.
Review and enforcement Approval stage, remaining permits and comment opportunities; mitigation conditions, monitoring and how compliance will be enforced.

Base the comparison on project documents and agency conditions for both sites. If one proposal has not published a comparable study, record that as an information gap rather than treating it as proof of either greater or lesser impact.

What the records can—and cannot—tell you

The parcel number and address are the most reliable way to connect an announcement to its official project file. The responsible jurisdiction, approval stage and applicable rules must be verified locally: Tucson adopted city-specific data-center standards in August 2026, effective September 4, 2026; Calvert County described a six-month moratorium adopted in August 2026; and Los Angeles County reported in August 2026 that its Title 22 did not then contain data-center-specific rules. These examples are geographically limited and may change as local codes and records are updated.

There is no established universal distance, home-value percentage, health figure or household-bill increase that can be applied to an individual home from the information here. The relevant evidence is the particular facility’s design, location, technical analysis and enforceable permit conditions. Check the latest official docket, notice, zoning code and agency records for the location you are assessing.
