If mobile data works but calls fail, the phone may be connected to LTE without being registered or provisioned for voice over LTE (VoLTE). Check signal and settings first, then have your carrier verify your plan, SIM, exact phone model, and VoLTE/IMS provisioning. LTE capability alone does not guarantee that a particular phone variant can make VoLTE calls on a particular carrier.
What VoLTE needs to work
VoLTE carries voice calls over an LTE network rather than relying on older 2G or 3G networks. As Rogers explains, its VoLTE service places calls over its 4G LTE network. For a call to connect, the carrier and handset must support the service, and the line and device must be configured for it.
LTE data and VoLTE voice are related but distinct services. A data connection can work while calling fails because voice also depends on IMS (IP Multimedia Subsystem) registration and carrier-side eligibility or provisioning. Fairphone’s troubleshooting guidance treats working data with failed calls as a possible VoLTE issue and recommends checking LTE and IMS/VoLTE status where those details are available.
Requirements vary by carrier, country, plan, handset, and software version. For example, Rogers lists plan eligibility, a supported phone, software updates for some older phones, an LTE/5G SIM, and network compatibility among its requirements; some plans or account features can also affect availability. Transatel’s guide likewise identifies IMS provisioning, compatible hardware, enabled calling settings, and cellular service as prerequisites. A VoLTE toggle, if present, does not by itself prove that the carrier has provisioned the service.

Fix VoLTE call failures in order
1. Check cellular service and try another location
- Make sure Airplane Mode is off and the phone shows cellular service.
- Try a call outdoors or somewhere with stronger LTE coverage. VoLTE availability depends on the carrier’s LTE network, and weak service or congestion can disrupt calls; Verizon’s calling troubleshooting includes both as possible causes.
- If calls fail only in one building or area, note the location and time. That pattern can help the carrier check local coverage or a network fault. Signal bars alone do not confirm that VoLTE is ready.
2. Update, restart, and check calling settings
- Install available operating-system and carrier-settings updates, then restart the phone. Older LTE phones may need a software update for VoLTE; Rogers notes this for some devices, and Verizon includes restarting among its basic call troubleshooting actions.
- In the phone’s cellular or mobile-network settings, look for VoLTE, 4G Calling, or the carrier’s equivalent and enable it if the option is available. Labels and menu locations differ by phone and software; some newer devices enable the service automatically.
- If calls still fail, test the cellular calling path with Wi-Fi off. Fairphone recommends this as part of isolating LTE calling, and suggests checking LTE and IMS/VoLTE status only where the phone exposes those details. Avoid hidden menus or unsupported configuration changes as routine fixes.
3. Ask the carrier to verify the line and handset
Contact the carrier and ask it to check each item for the affected line and the phone’s exact model number:
- Plan and account: Is the line eligible for VoLTE, with no account feature or restriction blocking it?
- SIM: Is the installed SIM supported for the carrier’s LTE/5G service, and is it correctly associated with the line?
- Phone compatibility: Does the carrier accept this exact model and regional variant for VoLTE—not merely the phone family or a similar model?
- Provisioning: Is VoLTE/IMS active for the line and device?
- Network: Is there a local outage, coverage limitation, or other service issue?
These checks address different failure points: a supported phone can still have an ineligible plan or missing provisioning, while an eligible line can be paired with an unsupported model. Rogers documents plan, SIM, phone, and model-specific requirements; Transatel’s troubleshooting guide covers IMS provisioning.

4. Test Wi-Fi Calling as a separate voice path
If both the phone and carrier support Wi-Fi Calling, try it over a stable Wi-Fi connection. It can help distinguish a cellular calling problem from a broader voice-service issue, but it does not repair VoLTE. Wi-Fi Calling has its own conditions: Jio’s guidance, for example, lists compatible device software, an enabled feature, eligibility, and stable high-speed Wi-Fi. Transatel also recommends testing VoLTE separately from VoWiFi.
How to narrow down the cause
Use patterns as clues, not proof. Change one factor at a time where practical, and ask the carrier to confirm provisioning and network status before concluding that a particular component is at fault.

VoLTE compatibility is not universal across LTE phones and networks. A 2018 TRAI consultation paper discussed operator-specific VoLTE interoperability and circuit-switched fallback for some LTE users. That is useful background, not current guidance for a particular carrier or a statement of current policy.

Replace a phone only after the carrier confirms that the handset lacks supported VoLTE or is not accepted on its network. Rogers advises replacing a 2G/3G-only phone with an LTE- or 5G-capable phone that supports VoLTE, while warning that model numbers and compatibility can vary by country. Before buying a replacement, give the carrier the precise model number and confirm compatibility for your region, carrier, and plan.

A new SIM may be appropriate if the carrier says the installed SIM is unsupported or needs replacing. Do not assume that buying a generic replacement SIM will resolve the issue: the carrier may need to associate or provision the SIM to the account.
