A nearby data center can bring construction work, tax revenue and negotiated community benefits, but it can also increase demand for electricity, water, land and infrastructure and raise noise concerns. The outcome depends on the facility’s size and design, where it is built, how its utilities are supplied, and what local rules and enforceable agreements require.

What changes when a data center moves in?

There is no single data-center footprint. A large hyperscale campus is not a reliable stand-in for a smaller enterprise facility or a cloud or colocation site: facilities differ in scale, purpose, computing capacity, cooling technology, electricity demand and water use. The State of Michigan’s data center overview and FAQ describes this variation and identifies utilities, noise, jobs, taxes and permitting as issues communities may need to consider.

For residents, the practical questions are local: what will be built, what resources it will use, which infrastructure changes it will require, who will pay for those changes, and what benefits will remain in the community? A facility’s proposed investment alone does not answer those questions.

Will a data center raise electricity bills?

A data center can create a large new electricity load. Depending on the facility and the local power system, serving that load may require new generation or grid upgrades. Whether those costs affect household bills, and how much, depends on local utility arrangements and rules; the reviewed state and policy sources do not establish a universal bill increase that applies to communities near data centers.

Colorado Legislative Council Staff’s March 9, 2026 memorandum states: “Data centers are growing rapidly across the United States. They require large amounts of electricity for computational power and water to cool the computer systems.” That is a broad issue statement, not a facility-specific estimate. For a particular proposal, ask the utility or relevant regulator to explain the expected load, when it will come online, what upgrades are needed, and how their costs will be allocated. The memorandum is available from the Colorado General Assembly.

Can a data center deplete local water?

Water use depends on the facility’s cooling design and local conditions. Some data centers may use water directly for cooling; electricity generation can also involve indirect water use. The State of Michigan identifies water use as variable by facility, rather than providing one figure that applies to all data centers.

For a proposed site, ask which cooling method is planned, how much water the facility expects to withdraw or use, where that water will come from, and whether the estimate changes by season or operating conditions. Also ask whether the water plan accounts for indirect use associated with electricity supply. Without facility-specific figures and local context, a general claim that a data center will—or will not—deplete a community’s water is not established.

What about noise, land use and construction disruption?

Cooling equipment and backup generators can be sources of noise. The Citizens Research Council of Michigan’s June 16, 2026 policy summary identifies noise as an impact deserving careful attention from local permitting agencies. Setbacks, equipment choices, barriers, operating practices and permit limits can affect how noise reaches nearby homes; the actual effect depends on the site and its design.

Land-use decisions also determine where a facility can go and how close it may be to homes or other sensitive uses. Construction brings a separate period of activity and disruption. Frederick County, Maryland, included noise, vibration, environmental sustainability, energy and water use, and quality of life in its workgroup’s scope. County Executive Jessica Fitzwater said the data-center industry “brought economic and tax benefits to Northern Virginia, and it also brought concerns about environmental sustainability, energy and water usage, noise, vibration, and impacts on the quality of life.” Her remarks are quoted on the county’s Data Centers Workgroup page.

Do data centers create jobs and local economic benefits?

Construction is a major period of local economic activity, but construction work is not the same as lasting operations employment. A facility may also provide property-tax revenue or negotiate community benefits. The Citizens Research Council of Michigan characterizes the overall economic benefits of data-center investment as modest, with construction as the primary period of economic activity; that is a qualitative Michigan policy analysis, not a measured national total.

To understand the likely local return, separate temporary construction employment from permanent operations jobs, and ask how many positions are expected to be filled locally. Consider training or hiring commitments alongside property taxes after any incentives, the public-service costs of development, and infrastructure expenses. Headline investment figures alone do not show the net benefit to residents.

How do local rules and agreements affect the outcome?

Siting, tax treatment, utility arrangements, infrastructure costs, noise limits and community-benefit terms can all influence who bears costs and who receives benefits. The rules vary by jurisdiction. Michigan’s overview describes a division between state regulation and local land-use and community authority within Michigan; that description should not be assumed to apply in another state or country. Frederick County’s workgroup is an example of local deliberation, not a universal process.

For a specific proposal, look for commitments that are public, measurable and enforceable. A useful review covers:

  • Expected construction and ongoing jobs, local hiring and training, and the timing of each.
  • Electricity demand, expected grid or generation upgrades, and who is responsible for their costs.
  • Cooling method, expected water use, water source and relevant operating conditions.
  • Noise sources, proposed setbacks or barriers, permit limits, monitoring and how complaints will be handled.
  • Tax treatment, infrastructure funding and any community benefits, including how delivery will be verified and what happens if commitments are missed.

EPRI’s executive summary describes early engagement, transparency and visible benefits tailored to local needs as features of community-centered development. It also reports that at least 25 U.S. projects were canceled in 2025 amid local opposition, compared with six in 2024 and two in 2023, and estimates that $98 billion in U.S. projects were blocked or delayed between March and June 2025. These are figures reported in EPRI’s study summary, not independently verified nationwide totals or a measure of the effect of any one project. See EPRI’s executive summary.

How can residents judge a proposed data center?

Compare the proposal with the community’s alternatives using project-specific information, rather than assuming every data center has the same costs or benefits. The Citizens Research Council’s Michigan analysis cautions that negative impacts can be overstated in some contexts while identifying noise and the utility demands of hyperscale facilities as matters for careful review.

  1. Identify the facility. Establish its type, scale, computing capacity, cooling design and proposed location. Do not treat a hyperscale campus as representative of every facility.
  2. Request utility and water plans. Ask for expected electricity load and timing, planned upgrades, cost allocation, cooling method, water source and expected use.
  3. Examine local exposure. Review zoning, land use, distance from nearby homes, noise sources and limits, environmental conditions and construction disruption.
  4. Calculate the local economic picture. Distinguish construction jobs from lasting operations jobs, and review local hiring, training, property taxes after incentives, public-service costs and infrastructure funding.
  5. Check accountability. Look for public reporting, monitoring, enforceable community-benefit terms and remedies if promised benefits or mitigations are not delivered.

The sources do not establish one national verdict, a universal electricity-bill increase, a transferable water-depletion estimate, a permanent-job count, or a general health or property-value effect for people living near a data center. Those questions need evidence about the specific project and place.
