Sexual health apps are not automatically private or covered by HIPAA. To reduce exposure, check what an app collects and shares before you sign up, provide only what you need, limit permissions and connected accounts, and use the app’s account-deletion process when you leave.

Before installing: decide what you need to share

Consider a less revealing way to keep the information

Start with the app’s purpose: tracking a cycle, recording symptoms, or setting a medication reminder. Ask whether you need an app for that task, or whether a protected note or paper record would work with less disclosure. Neither option is risk-free: a note or paper record can be exposed if someone gains access to your device or belongings, while an app may collect or transmit information beyond the entries you make.

Health information can include more than intimate answers typed into a form. The Federal Trade Commission (FTC) says it can also include information that conveys or enables an inference about health, such as browsing, location, or purchase information. Device identifiers, app activity, location history, and wearable data may make a record identifiable or reveal context even when an individual entry seems anonymous.

Read the policy and store disclosures before creating an account

Look for a privacy policy that is easy to find and specific about what the app collects, why it collects it, who receives it, how long it keeps it, and what security measures it describes. Pay particular attention to advertising and analytics vendors, research uses, linked accounts, wearable or health-platform connections, and whether information is combined with data from other sources. The FTC’s mobile-health-app guidance recommends explaining collection, use, sharing, and security in a clearly available policy.

  • Storage and security: Does the policy say whether information is stored on your device, in an account, or both? Does it describe encryption in transit and at rest? Treat these as claims in the policy, not proof of an independent security audit.
  • Retention and deletion: Can you delete your account and data? Does the policy explain how long deletion takes and whether backups or legally required records may remain?
  • Required details: Does the app require your full name, precise location, contacts, or other identifying information for a feature that could work without it?
  • Store disclosures: Compare the app store’s privacy information with the policy. A store label is useful information, but it is not a guarantee that the app is private or that its practices have been independently verified.

Privacy terms and app practices can change. No general label, including “HIPAA compliant,” is enough to establish how a particular app handles your data.

Check who provides the app

In the United States, HIPAA generally applies to health plans, most health care providers, health care clearinghouses, and their business associates—not automatically to every company offering a health app. HHS says that, in most cases, HIPAA does not protect information a person enters into an app for personal use or information stored on a personal phone or tablet. An app may be covered when it is provided by a covered entity or business associate as part of a regulated relationship. If the app is connected to a clinic or health plan, ask who operates it and what privacy rules govern that service.

While using the app: limit data and access

Enter only information that helps with the feature you use

Skip optional details you do not need, especially your full name, precise location, contacts, or unrelated health information. If an app offers a feature that requires extra information, decide whether the benefit is worth the additional disclosure before enabling it.

Review permissions and integrations

Deny permissions that are not necessary for the app’s core purpose. Review these settings both when installing and later, since permissions and app features can change. Consider location, contacts, photos, microphone, Bluetooth, notifications, health-platform access, wearable syncing, and social sign-in. Disconnect integrations you no longer use, and check the connected platform separately: disconnecting an app does not necessarily delete records already held by the platform or provider.

HHS provides instructions for managing app permissions on iOS and Android, but device menus vary by operating-system version, and turning off location can disable some features. A phone’s permission controls reduce certain kinds of access; they do not prevent an app from collecting information you submit or information generated inside the service.

Reduce tracking and local exposure

  • Turn off ad personalization or cross-app tracking controls where available. These settings may limit some tracking, but they do not necessarily stop collection within the app or sharing allowed by other settings or legal grounds.
  • Hide sensitive notification previews on the lock screen so messages or reminders are less visible to someone nearby.
  • Use a device passcode, automatic locking, and biometric unlock if appropriate. Do not share the device account with people who should not see the app or its notifications.
  • Keep the operating system and app updated. Avoid untrusted links, reused passwords, and installing apps from outside trusted stores.

Use a strong, unique password for the account and enable multifactor authentication if the service offers it. These are general account-security steps; availability depends on the individual app.

Device settings cannot make you invisible. HHS notes that a mobile carrier may retain identifying network and cell-tower data. The most reliable way to limit what a device shares is to limit sensitive information sent to or stored through it.

When you stop using the app: delete the account, not just the icon

  1. Use the service’s account or data deletion process. Removing the app from your phone may leave the online account and its stored data intact.
  2. Read the deletion confirmation and terms. Check what the provider says it will delete, how long the process takes, and whether backups or records kept for legal obligations may remain.
  3. Revoke access on your device. Remove permissions and disconnect health platforms, wearables, and linked accounts you no longer want connected.
  4. Check connected services separately. Review whether a health platform, wearable account, or provider retains information previously synced from the app.

If you have a privacy concern or suspect a breach, save the relevant policy and notices, contact the provider through its official support channel, and consider reporting deceptive or unfair practices to the FTC. The FTC’s Health Breach Notification Rule covers specified vendors of personal health records, related entities, and service providers outside HIPAA. It may apply to certain unauthorized disclosures of identifiable health information, but not every incident is necessarily a legally reportable breach.

What HIPAA and other U.S. protections do—and do not—mean

HIPAA is not a blanket privacy law for consumer health apps. Whether it applies depends on the organization and its relationship to a covered health plan, provider, or clearinghouse. The FTC Act separately prohibits unfair or deceptive practices, including conduct that contradicts a company’s privacy promises. The FTC’s Health Breach Notification Rule, including its 2024 amendments clarifying its application to health apps and similar technologies, can apply to certain organizations outside HIPAA. These protections do not mean every app is subject to every HIPAA rule or that every data incident qualifies as a breach under the FTC rule.

Reproductive-health privacy rules have also changed. HHS reported that a June 18, 2025 court order vacated most of its 2024 HIPAA Privacy Rule to Support Reproductive Health Care Privacy. HHS said the remaining Notice of Privacy Practices modifications were undisturbed and had a compliance date of February 16, 2026. That rule concerns HIPAA-regulated entities; it does not turn ordinary consumer-app data into HIPAA-protected information. Rules can change, so consult current HHS information for the latest status. State and non-U.S. privacy protections also vary; the U.S. federal overview here should not be treated as legal advice for every location.

How common are privacy gaps?

Earlier studies provide a reason to examine individual apps rather than assume they handle data safely, but their findings are not a current audit of the market. Cao, Laabadli, Mathis, Stern, and Emami-Naeini’s 2024 paper reports that an earlier scoping review found 61% of 23 popular women’s health apps allowed location tracking and 87% shared collected data with third parties. The paper also reports earlier research in which 30% of period-tracking apps did not display a privacy policy. These figures describe studies discussed by the authors; they should not be read as current rates for all sexual-health apps.
