Start with the project’s application, site plan, and permit docket—not its announcement. Those records can show the proposed campus, cooling and power systems, water sources, construction footprint, approval process, and the evidence regulators will use. Then check what the relevant local, state, and federal authorities can require. There is no single noise limit, water-use figure, or approval process that applies to every site.

What should I find out about the proposal first?

Determine what is actually proposed and which decisions are still open. A data center may be one building or a phased campus, and supporting work—such as substations, roads, generators, water or wastewater connections, and stormwater facilities—may be included in separate applications.

  1. Find the records. Look for the parcel map, site plan, project description, zoning or rezoning application, environmental permits, utility applications, and public notices. Check the project docket and the relevant planning, permitting, and utility agencies’ websites.
  2. Map the schedule. Confirm what has been approved, whether applications are complete, which permits remain, and the deadlines for written comments or hearings. Ask the clerk or agency handling each proceeding how comments must be submitted.
  3. Identify the decision-makers by subject. Local planning and zoning bodies may review land use; state agencies may handle air, water, or energy permits; water-resource and utility regulators may have separate roles; and federal agencies may review effects on wetlands or streams. The division varies by jurisdiction.
  4. Trace the whole project. Mark the campus boundary, phases, cooling equipment, backup generators, substations, transmission, water supply, discharge route, roads, grading, and stormwater work. Check related applications as well as the main site plan.

Jurisdiction matters. Fairfax County, Virginia, describes local zoning and hearings alongside state control over energy rates, transmission, and environmental permits. A U.S. Army Corps of Engineers public notice for Project Skye in Virginia illustrates how a federal review can address data-center buildings and supporting facilities, including proposed effects on wetlands and streams. These are examples of processes, not rules for every community.

How loud will the data center be at my house?

Ask for the applicant’s acoustic study and read the predicted sound at nearby homes and other sensitive places—not only at the property line. A credible review should describe existing conditions and estimate the facility’s added sound under relevant operating conditions. EPA noise-analysis guidance treats measurement locations and sensitive receptors as part of impact analysis, and Fairfax County describes noise studies as a local review requirement.

Check what the study includes

  • Sources: Look for chillers, cooling towers, fans, transformers, pumps, generators, exhaust systems, and other equipment. Ask whether the analysis covers the full campus and all proposed phases.
  • Operating conditions: Check whether it models high cooling demand in hot weather, maximum load, redundant equipment running at once, generator testing, backup operation, and construction. Ask how many hours and what time of day each scenario represents.
  • Receptors and surroundings: Look for predictions at the nearest homes and other sensitive locations. Ask whether terrain, walls or berms, reflections, and existing industrial sound are accounted for.
  • Sound characteristics and method: Find the metric, averaging period, time of day, assumptions, and local standard used. Ask how the study addresses tonal, low-frequency, impulsive, or intermittent sound; a single overall number may not describe those qualities well.
  • Mitigation and verification: Identify which barriers, enclosures, equipment choices, or operating limits are binding commitments. Ask who will verify sound after construction and what corrective action is required if a condition is exceeded.

PennFuture’s model-ordinance material gives an example noise-study criterion of 57–67 decibels measured at the property line. It is not a universal limit: the model says municipalities should choose a preferred maximum and coordinate it with their own ordinances. Check the standard adopted where the project is proposed.

You can document current conditions at repeatable locations and times with a sound level meter. Note the location, time, weather, nearby activity, and meter settings. Such readings may help establish a baseline or support a complaint, but they do not predict the proposed facility’s sound or establish legal compliance.

How much water will it use, and where will it come from?

Request quantities tied to specific sources and time periods. “Water efficient,” “water positive,” or “closed loop” does not by itself tell you how much water a facility will withdraw, consume, discharge, or need during a hot or dry period.

  • Demand and timing: Ask for annual demand, maximum-day demand, and seasonal or high-temperature estimates. Check whether figures cover the full campus and each expansion phase.
  • Source: Request quantities from each source—municipal potable supply, groundwater, surface water, reclaimed wastewater, or another supply—and ask whether that source is available reliably during drought or seasonal shortages.
  • Cooling design: Ask whether the system evaporates water, recirculates it, uses closed-loop cooling, or changes modes. Request the assumptions behind claimed savings and ask what happens under peak heat or equipment failure.
  • Water balance: Require separate figures for withdrawals, consumption, cooling-tower evaporation, discharge, and reuse. Ask what is guaranteed by a permit or contract and what is only an estimate, goal, or verbal assurance.
  • Local effects and approvals: Ask about effects on public supply, pressure, storage, nearby private wells, streams, groundwater levels, existing users, and drought restrictions. Identify applicable withdrawal, consumptive-use, water-supply, discharge, and wastewater approvals.

PennFuture’s 2025 model-ordinance material offers one example of a water-feasibility review: projected needs, nearby wells and streams, safe yield, potential effects on water quantity and quality, and plans for reuse or release. It is model language, not automatically the law in a particular municipality; check what local rules actually require.

What happens to cooling water and wastewater?

Follow the water through the facility and beyond it. Ask for a diagram or accounting of each flow, including cooling-tower blowdown, wastewater, stormwater, and any concentrated waste. For each stream, find out its quality, treatment, destination, and responsible operator.

  • What chemicals are used, how are they stored and handled, and what wastewater will they enter?
  • Can the receiving treatment plant handle the expected volume and composition? Are upgrades needed?
  • Will treatment create brine or another concentrated residual, and where will it go?
  • Where does stormwater drain, and what controls address runoff from construction and operation?
  • Which permits govern discharge, and what monitoring or reporting do they require?

Quincy, Washington, provides a specific example, not a template for every location. The U.S. Environmental Protection Agency’s 2023 case study says the Quincy Water Reuse Utility’s treatment system saves an estimated 138 million gallons of potable groundwater per year for data-center cooling. The arrangement also involves industrial wastewater treatment and concentrated-brine management. EPA notes that facilities too far from the utility still rely on potable groundwater and that source availability can vary seasonally. The case demonstrates questions to investigate about treatment, waste, geography, and seasonal supply; it does not show that reuse is feasible or impact-free at another site.

What land and supporting infrastructure could be affected?

Review the entire footprint, not just the building pads. Check plans and permit records for forest clearing, wetlands, streams, floodplains, habitat, grading, stormwater discharge, construction access, roads, pipelines, transmission corridors, and substations. Include related or phased applications when they serve the campus.

The Corps’ Project Skye notice in Virginia describes data-center buildings and support facilities alongside roads, utilities, stormwater facilities, and proposed wetland and stream impacts. Its project-specific details should not be applied to a different site. For the proposal near you, look for the site-specific map, impact quantities, alternatives considered, and any mitigation conditions in the applicable notices and permits.

Who pays for new power and water infrastructure?

Ask for the project’s peak electrical demand and annual use, interconnection status, required substations or transmission, backup generation, fuel use, generator-testing assumptions, air permits, and expected grid upgrades. For water and wastewater, ask whether extensions, treatment capacity, or other upgrades are needed. Then ask the relevant utility or regulator how each cost is assigned and whether other customers could bear any part of it.

The answer depends on local and state rules. Pennsylvania’s GRID program describes energy-procurement and cost-allocation commitments for covered proposals; it is not a nationwide requirement. Fairfax County explains that energy rates and transmission are under state authority in Virginia, distinct from the county’s land-use role. Check which agency has authority over the particular cost or service in your area.

How can residents make project promises enforceable?

When submitting comments or speaking at a hearing, ask the decision-maker to place important commitments in binding approvals rather than relying on a presentation or general assurance. Request conditions that identify:

  • a measurable limit or performance requirement and the party responsible for meeting it;
  • baseline data, monitoring frequency, and public reporting;
  • who can inspect or verify results, and access to relevant records;
  • a complaint contact, response timeline, and process for investigating concerns;
  • corrective action and consequences if a condition is missed; and
  • how construction, routine operation, testing, backup operation, and future expansion are covered.

Pennsylvania’s GRID program describes annual public energy and water metrics, audits, penalties, and possible permit action for projects within its scope. Residents elsewhere should ask the permitting authority what comparable monitoring and enforcement it can legally impose.

How should I compare two proposed sites or cooling plans?

If alternatives are genuinely under consideration, compare them using the same units, geography, assumptions, and time period. Do not compare one plan’s annual average with another’s peak-day demand, or a property-line noise result with a prediction at a home.

  • Annual and peak-day water demand; source mix, potable-water share, seasonal reliability, and drought exposure.
  • Withdrawals, consumption, discharge, reuse, wastewater treatment, and residual-waste handling.
  • Predicted sound at the nearest sensitive locations, including operating scenarios, hours represented, and mitigation.
  • Land disturbance, wetlands, streams, habitat, stormwater, and supporting roads or utility corridors.
  • Grid and water-utility upgrades, who pays, and the enforceable conditions and public monitoring attached to each option.

For any issue where the application gives no comparable figure, ask the applicant or regulator for the missing information rather than inferring it from another project. No single published noise level or water-use figure describes all data centers.
