To assess a web page’s keyboard accessibility, use it without a mouse: move through the page, operate every interactive feature, check that focus is visible and sensibly ordered, and confirm you can leave each component. Then map what you observed to the relevant WCAG success criteria. W3C’s preliminary review is a useful starting point, but a quick keyboard pass alone does not establish full WCAG conformance.

Prepare a keyboard-only review

Open the page in a browser and set aside the mouse or trackpad. Use Tab to move forward through interactive elements and Shift+Tab to move backward. Use the keys the component is expected to support—often Enter, Space, arrow keys, or Escape—to operate controls rather than merely passing over them.

Record the page URL, browser, operating system, and any relevant browser or operating-system settings. W3C notes that settings can affect whether all controls are accessible during its preliminary review. Recording these conditions helps another reviewer reproduce what you saw.

Does focus move in a logical order?

As you navigate, track the sequence through links, buttons, form fields, menus, and other interactive items. The order should make sense in relation to the page’s content and reading flow. A sequence that jumps unpredictably can make a page hard to understand even if every control can receive focus. W3C’s preliminary review includes checking keyboard focus order.

Can you see which item has focus?

At every keyboard stop, identify the focused control. It might use an outline, border, highlight, or another visible indicator. If you cannot tell which item is active, note where the indicator is absent or unclear. WCAG success criterion 2.4.7, Focus Visible (Level AA), requires a mode in which keyboard focus is visible; W3C also explains that the indicator must not be time-limited while focus is shown. See Understanding Success Criterion 2.4.7.

Also check whether a focused control is completely covered by a fixed header, dialog, or other content created by the page. WCAG 2.4.11, Focus Not Obscured (Minimum) (Level AA), addresses whether the focused component is entirely hidden. This is a different issue from whether an indicator exists. W3C’s explanation is at Understanding Success Criterion 2.4.11.

Can you use every feature without a mouse?

Try the functions a pointer user can use: activate actions, reveal hidden content, choose options, operate media controls, and complete and submit forms. Keyboard accessibility is not just the ability to tab to links. WCAG Guideline 2.1 says, “Make all functionality available from a keyboard.” Its success criteria include 2.1.1, Keyboard, and 2.1.3, Keyboard (No Exception). Read W3C’s Understanding Guideline 2.1 alongside the criteria.

Pay particular attention to features that appear on hover. If a user can reveal or activate something with a pointer, check that a keyboard user has an equivalent way to access it. Exercise dropdowns and similar controls: enter the control, move among its options using the expected keys, and confirm that simply moving through options does not unexpectedly submit a form or navigate away. W3C’s preliminary review specifically calls attention to dropdown behavior.

Can you leave every menu, dialog, or player?

Move into menus, dialogs, embedded content, media players, and other interactive components. Then verify that you can move focus out using the keyboard. A component that captures focus with no usable exit creates a keyboard trap.

WCAG 2.1.2, No Keyboard Trap (Level A), requires a keyboard-only way to move focus away. If leaving requires a nonstandard key or sequence, the user must be told how to do it. The W3C explanation is Understanding Success Criterion 2.1.2.

Which WCAG criteria match your observations?

Use the success criteria to describe the requirement and W3C’s Understanding documents to clarify their intent and examples. The criteria below address related but distinct checks; do not treat them as one general focus pass/fail.

Can each function be operated by keyboard? Guideline 2.1, especially 2.1.1 and 2.1.3 Try the functions available through other input methods.
Can the user leave every component? 2.1.2 No Keyboard Trap (Level A) Confirm there is a keyboard-only exit; explain any nonstandard exit method.
Can a sighted keyboard user identify focus? 2.4.7 Focus Visible (Level AA) Look for a visible indicator while focus is present.
Is focus completely hidden by page-created content? 2.4.11 Focus Not Obscured (Minimum) (Level AA) Check whether the focused component is entirely obscured.
Does the focus indicator meet the stricter appearance requirement? 2.4.13 Focus Appearance (Level AAA) W3C’s criterion sets minimum area and contrast requirements; see Understanding Success Criterion 2.4.13.

For example, a control may work from the keyboard but be difficult to locate because its focus indicator is missing. Another control may show focus, yet be completely covered by an overlay. Record these as separate observations against the criteria that apply.

Record findings another person can verify

For each issue, capture enough detail to reproduce it: the page or URL, the control or screen, the action and key used, the expected result, the observed result, and the relevant WCAG success criterion. Note the browser and operating-system conditions from your setup as well. Distinguish this preliminary review from a formal conformance evaluation: completing these checks by itself does not prove that a page conforms to WCAG.
