Websites generally see the VPN server’s IP instead. But a VPN does not make you anonymous: sites can still recognize accounts, cookies, browser fingerprints and information you provide, while the VPN provider becomes a new party you must trust.
What each observer can see when you use a VPN

What your internet provider can see
Your ISP can see that your device has connected to a VPN server and observe connection metadata such as timing and traffic volume. If the VPN tunnel is working as intended, the ISP cannot read the contents of the traffic inside it or directly see the destination websites from that tunneled traffic.
Without a VPN, HTTPS still encrypts page contents, logins and messages between your browser and a site. However, encryption does not necessarily hide which domain you connect to, when you connect, or how much data moves. In an October 21, 2021 report examining six major U.S. ISPs, the FTC said many of those providers stored destination IP addresses that could reveal website domains despite encryption. That finding describes the providers and period studied; it is not a current, universal estimate for all ISPs. Read the FTC staff report.
Can websites still track you with a VPN?
Yes. A VPN changes the IP address visible to a website, not the identity signals your browser or account sends. Signing in associates activity with that account; submitting a name, email address or other details can identify you directly. Cookies and tracking pixels can connect visits, and browser fingerprinting can recognize combinations of browser and device characteristics. A site may also infer location from signals such as GPS where available, or recognize that the visible IP address belongs to a VPN. What does a VPN provider see?
The provider operates the server through which your traffic passes, so it is a new trust point rather than an invisible intermediary. The data it can see depends on the service and traffic configuration, and what it retains depends on its actual practices. A “no logs” or privacy claim is not, by itself, proof of what happens operationally.
Before choosing a provider, examine what data it collects, how its business is funded, its security practices, jurisdiction and transparency reporting. Audits can provide useful evidence but do not prove every claim or guarantee future conduct. The EFF’s VPN selection guidance discusses these trust considerations.

VPN encryption and HTTPS protect different parts of the connection
A VPN encrypts the connection between your device and the VPN server. HTTPS encrypts the connection between your browser and the website. Keep HTTPS enabled when using a VPN: it protects page contents and credentials from parties along the route, including the VPN provider, where the site supports it. A VPN is not a substitute for HTTPS, strong passwords, two-factor authentication, device encryption, software updates or secure messaging. The U.S. government security guide likewise advises treating VPNs as one measure rather than a complete security solution.

- To keep your ISP or public Wi-Fi operator from seeing destination traffic: use a properly configured VPN, while recognizing that those operators can still see the VPN connection and metadata.
- To reduce exposure of page contents and logins: use HTTPS and keep your browser and apps updated. A VPN does not replace end-to-end protections provided by HTTPS.
- To limit website identification: avoid signing in when separation matters, minimize personal details in forms, and use browser privacy controls or tracker blocking. These steps do not guarantee anonymity; fingerprinting and other signals can remain.
- To assess VPN-provider risk: review collection and retention practices, business model, security, jurisdiction and transparency rather than relying on marketing language alone.
The EFF also identifies encrypted DNS, device encryption, two-factor authentication and secure messaging as controls for particular risks. None makes every observer blind to every part of your activity.
