A VPN hides your original public IP address from websites and encrypts the connection between your device and the VPN provider. That limits what your internet provider or local Wi-Fi operator can see about your browsing destinations, but it does not make you anonymous: the VPN provider becomes a new intermediary, and websites can still identify you through accounts, cookies, browser signals, and information you share.
What a VPN changes for each observer
A VPN routes internet traffic through a provider’s server. For the parts of your connection that actually pass through the tunnel, this changes which network address websites see and which intermediary carries the traffic. The visibility limits below describe ordinary, properly configured VPN use—not every app, split-tunnel setup, DNS configuration, device, or network.

What websites can still learn about you
A VPN mainly changes the network address a site receives; it does not erase information that identifies you within the site or browser. If you sign in, the service can associate activity with that account. Cookies and tracking pixels can recognize a browser, while fingerprinting can use browser and device characteristics. A site or app may also receive location when you grant device permission or otherwise share it.
The Federal Trade Commission describes both first-party tracking by a site you visit and third-party tracking in which another company follows activity across sites. Its overview also discusses collection of page activity, device and browser type, browsing history, and location: How Websites and Apps Collect and Use Your Information. Masking an IP address does not prevent these other forms of identification.

What your internet provider and Wi-Fi operator can see
With traffic routed through a VPN, the connection between your device and VPN provider is encrypted. Your ISP or the operator of the Wi-Fi network can generally tell that you connected to a VPN and can observe connection timing, volume, and related metadata, but the tunnel limits their view of the browsing destinations and traffic contents inside it.
This protection applies only to traffic that uses the tunnel. If an app or connection bypasses it, or traffic occurs while the VPN is disconnected, that traffic may be visible to the network in the usual way. The cited guidance establishes the general visibility boundary; it does not establish the behavior of any particular app or VPN configuration.

What the VPN provider can see
A VPN does not remove an intermediary; it changes which one handles onward traffic. The VPN provider may be able to see, store, or modify traffic, so its privacy practices and service design matter. It is not accurate to assume every provider can read every page: when you use HTTPS, content remains encrypted between your browser or app and the website. Depending on the connection, the provider may still see connection metadata and potentially traffic that is not protected by HTTPS.
The Electronic Frontier Foundation (EFF) summarizes the role narrowly: “A VPN is not a tool for anonymity.” Its guide explains that a VPN is best understood as routing your connection through a different network: Choosing the VPN That’s Right for You. A VPN therefore shifts trust away from the ISP or local network and toward the VPN provider; it does not make that provider irrelevant.

How HTTPS and a VPN differ
HTTPS and a VPN protect different parts of a connection. HTTPS encrypts communication between your browser or app and the website, so network eavesdroppers cannot read the protected content. It does not hide from the website what you enter or send to its own servers. EFF explains these limits in What Should I Know About Encryption?
HTTPS can still leave domain names and visit timing visible to parties along the communication path, even when page contents and individual URLs are protected. A VPN can move some of that network-level visibility away from an ISP or Wi-Fi operator to the VPN provider. It does not replace HTTPS, and HTTPS does not prevent a website from tracking you after you reach it.

For public Wi-Fi specifically, the FTC says widespread encryption has made these networks generally safer than when unencrypted sites were common, and recommends checking for HTTPS. A VPN can change the IP address a destination sees, but it cannot by itself conceal your account identity, remove stored browser identifiers, stop fingerprinting, or prevent location sharing. The EFF lists GPS, cookies, tracking pixels, and fingerprinting as ways companies may identify people even when an IP location is masked. In practical terms, ask two separate questions: what network address does the site receive, and does the site know who I am? A VPN mainly affects the first.

How to evaluate whether a VPN fits your need
Start with the observer you are concerned about, then consider the trade-off: a VPN changes who can observe some traffic rather than making all observation impossible.
- Local network or ISP: A VPN can limit their view of tunneled destinations and contents, while they can generally see the VPN connection and its metadata.
- Website tracking: A VPN may change the IP address received by the site or its trackers, but account sign-in, cookies, pixels, fingerprinting, and shared location remain relevant.
- Provider trust: Review ownership, privacy terms, logging claims, independent assessment, jurisdiction, and whether the service is configured to route the traffic you care about. EFF cautions that VPN marketing can overstate protection against criminals, malware, government surveillance, and tracking; the guide frames VPNs as routing through a different network rather than as a universal security or anonymity tool.
- Existing protections: Keep HTTPS in view and review browser, account, and device privacy settings; these address different exposures than the network route.
In its December 2024 Mobile Communications Best Practice Guidance, CISA advises against personal VPNs in the mobile-communications context discussed there, saying they shift residual risks from an ISP to the VPN provider and can increase attack surface. The guidance distinguishes organization-required VPN clients as a separate case; its warning should not be treated as a universal rule for every user or configuration.
