Designated sea and land ranges provide the space, instrumentation, range-control staff, and clearance procedures needed to conduct different kinds of testing.
How naval missile tests are planned
There is no publicly documented, single approval sequence that applies to every Navy missile program. Public NAVAIR planning documents do, however, show the core logic: an evaluation question becomes a defined test, and the test must fit a suitable range and its safety requirements.
1. Define what the test needs to establish
A program starts with a question about a capability, limitation, interface, or operational behavior. Planners translate it into objectives, scenarios, test cases, evaluation criteria, a schedule, and a plan for collecting the evidence. NAVAIR’s statement of work lists examples including test-firing matrices, detailed test plans, support plans, mission firing plans, and data-requirements plans. 2. Match the scenario to a range
Range selection is a practical capability and safety decision. Planners assess whether a site can accommodate the launch and flight scenario, target presentation, instrumentation, support needs, air and sea clearance, environmental restrictions, and potential hazards. A range that cannot provide the required space or evidence is not a fit simply because it is available.

3. Plan and coordinate safety
Safety analysis is specific to the proposed operation. The Navy’s March 2026 draft JFC environmental assessment describes analyses involving missile trajectory, system-failure probability, and population near flight paths. It also says range clearance and notification procedures would be determined, with notices to mariners and airmen issued before tests. That draft says the PMSR Range Safety Office would not allow the flight test it describes to proceed if calculated public casualty risk exceeded the RCC 321-23 criterion: a probability of casualty no greater than one in one million for any single mission. The document attributes the criterion to the Range Commanders Council’s 2023 standard. This is an example for the program covered by that assessment, not evidence of a universal numerical rule for all Navy tests. Why designated test ranges are used
Space and separation
Missile trajectories, target locations, and hazard areas require room and careful separation from other activity. Sea and land ranges can provide that geographic space. The Navy’s 2025 Pacific Missile Range Facility environmental assessment describes broad ocean areas and an isolated, relatively encroachment-free setting as useful to the facility’s training and testing mission. Instrumentation and usable data
Testing is useful only if the program can collect and analyze evidence about what happened. Instrumented ranges can support telemetry and other measurements, while range staff and aircraft may contribute surveillance and safety-of-flight support. NAVAIR describes Point Mugu as an instrumented missile test sea range; its VX-30 page assigns range specialists responsibility for safety of flight and range clearance, and describes telemetry collection support. Controlled scenarios and post-test analysis
Some tests need controlled conditions, recovery, or close inspection of components after firing. The Navy’s White Sands Detachment describes live-fire testing with radar, optical, telemetry, and meteorological instrumentation, as well as recovery and forensic examination of components. Developmental and operational evaluation
A designated range can support both developmental work—assessing a system as it is being developed—and operational evaluation of performance in fleet-relevant conditions. NAVAIR says the Point Mugu Sea Range supports developmental and operational test and evaluation of missiles, free-fall weapons, and electronic warfare systems. Different tests answer different questions
“Missile test” can describe activities with very different goals. The launch platform, scenario, hazard footprint, instrumentation, clearance needs, and ability to recover and examine equipment all depend on the test objective.

What public information does—and does not—show
Public NAVAIR documents identify representative planning artifacts and range-safety tasks, while Navy range pages and releases show how those capabilities support particular tests. They do not establish a universal Navy-wide chain of approvals or sequential decision gates for every missile program. The documented examples also show why “missile test” should not be assumed to mean a live missile flight: structural firing, developmental evaluation, and submarine-launched flight tests have different objectives and requirements.
