Choose a VPN server according to what you need it to do: start with a nearby, low-latency server for responsive everyday use; select an exit country when a service needs to see an IP address associated with that place; and evaluate privacy through the VPN provider’s policies and routing—not the server country alone. Distance helps, but it does not guarantee speed.
Choose a location based on your goal
For everyday browsing, calls, and gaming
Start with the VPN app’s recommended location or a nearby server showing low latency. Latency is the time it takes data to travel between your device and the server; lower readings generally make interactive tasks feel more responsive. Private Internet Access, for example, sorts its server list by latency in milliseconds and recommends trying a closer server with a lower reading (PIA’s speed troubleshooting guide). Mozilla says its app initially selects a nearby server and offers recommended locations (Mozilla: “How do I choose my server on Mozilla VPN?”).
Proximity is a useful starting point, not a performance promise. Server distance, load and time of day, your device and operating system, local bandwidth, and your internet provider can all affect results, according to Mozilla’s speed troubleshooting guidance. ExpressVPN likewise says its Smart Location algorithm considers download speed, latency, and distance (ExpressVPN server locations).
- Connect to a recommended or nearby location with a low latency reading.
- Test the activity you care about, such as a video call or game. If you use a speed test, compare results with the VPN off and on under similar conditions.
- If performance is poor, try another nearby server and compare again. When troubleshooting with Mozilla VPN, note the server location and your ISP, as Mozilla advises.
For an IP address associated with a particular country
Choose an available exit country that matches the location required by the service. Websites can use the location associated with your VPN server’s IP address to tailor content (Mozilla’s server-selection guide). This changes the apparent IP location; it does not guarantee access to a site or stream. Availability and access rules depend on both the provider and the service. PIA’s streaming guidance, dated July 16, 2026, recommends choosing the user’s current country and says users are responsible for complying with applicable laws and third-party terms (PIA: “Streaming with Private Internet Access”). Check the service’s terms and the VPN provider’s current guidance before relying on a location for access.

Assess privacy separately from server location
“Location” can mean the VPN server’s physical or advertised location, or the provider’s corporate and legal jurisdiction. These are different questions. A server being in a particular country does not, by itself, tell you what the provider logs or which legal entity may receive requests. Review the provider’s privacy and logging disclosures, identify the relevant company, and treat jurisdiction statements as claims to verify rather than as a complete privacy assessment.
For example, NordVPN says it operates under Panama jurisdiction while its parent company, Nord Security, is based in the Netherlands (NordVPN’s explanation of where it is based). This is the company’s description, not an independent legal conclusion about how a specific request would be handled.

When multi-hop routing may matter
If your concern includes an exit server being monitored or compromised, a multi-hop feature may route your connection through an additional server before it reaches the selected exit. Proton says its Secure Core routes through Iceland, Switzerland, or Sweden before the chosen exit country, with the aim of making it harder to link traffic observed at the exit to the user’s originating IP (Proton VPN: “What is Secure Core?”). This is a provider-specific routing design, not evidence that a country is invulnerable or that multi-hop is necessary for everyone. Proton also notes that no security is 100%.
