Use webhooks as the primary update path when your licensing provider supports fulfillment events and you can operate a secure, reliable listener. Add scheduled reconciliation so your system can recover from missed deliveries or outages. Polling alone is a reasonable choice when events are unavailable or batch updates meet your latency needs.

How webhooks and polling differ

A webhook is triggered by an event: the provider sends your system a notification when a watched fulfillment queue or record changes. CloudBlue Connect documents this approach for product fulfillment queues and says it avoids repeated polling: CloudBlue Connect webhooks.

Polling is schedule-triggered. Your system calls the provider’s API at intervals to ask whether fulfillment state has changed. It is straightforward to reason about, but its freshness depends on the interval, and frequent checks create more requests. The right interval depends on the provider’s API limits and the delay your workflow can tolerate.

Which approach fits your fulfillment workflow?

Decision Webhooks Polling
Update timing Provider sends an event when a configured change occurs. Your system sees changes when its next scheduled query runs.
Recovery Depends on the provider’s retry, event-log, and redelivery features; outages can outlast those mechanisms. A later query can inspect current state, subject to the provider’s API semantics.
Operational needs Secure reachable endpoint, signature validation, prompt acknowledgement, deduplication, and monitoring. Scheduled worker, API credentials, tracking of records or cursors, and rate-limit handling.
Duplicates and ordering Retries can produce duplicate or out-of-order notifications; behavior varies by provider. Repeated reads do not depend on notification arrival order, but may be stale and still depend on API behavior.
Request load Fewer repetitive checks, with possible bursts of incoming events. Request volume depends on the polling interval and number of records checked.

No polling quota or universal event-delivery guarantee applies across licensing providers. Check the documentation for the specific vendor you use before selecting an interval or assuming retry behavior.

Why webhook delivery needs a recovery plan

A successful webhook setup does not establish that every event will arrive once, in order, or indefinitely after a receiver outage. Retry periods and recovery options are provider-specific. For example, PayPal’s REST webhook guide, last updated June 18, 2026, documents up to 25 retries over three days; that is PayPal behavior, not a general webhook standard: PayPal REST webhooks. Plaid describes a different retry window and recommends recovery logic when it expires: Plaid webhook documentation.

Duplicates matter particularly in license fulfillment: processing a repeated event must not issue a second license, repeat a charge, or apply the same state transition twice. PayPal and Zendesk both document duplicate-delivery risks. Zendesk also provides invocation logs, while GitHub documents redelivery options for missed webhooks; these are platform-specific features, not assurances that an unspecified license provider offers them: Zendesk webhook documentation and GitHub failed-delivery handling.

Build a webhook-first integration safely

  1. Subscribe selectively. Configure only the fulfillment events you need and use the provider’s documented callback setup. CloudBlue Connect’s fulfillment-queue webhook is an example of an event source for this purpose: CloudBlue Connect webhooks.
  2. Verify the sender. Receive callbacks over HTTPS and validate the provider’s signature or other documented authentication mechanism before trusting the payload. PayPal and CloudBlue document verification mechanisms in their respective integrations: PayPal REST webhooks and CloudBlue Connect webhooks.
  3. Deduplicate before side effects. Persist the event identifier with an atomic uniqueness check, or use an equivalent mechanism. Make license issuance and state transitions idempotent so replaying a delivery cannot repeat the fulfillment action.
  4. Acknowledge promptly, then work asynchronously. Validate and store or enqueue the event, return the required success response, and let a worker perform slower fulfillment work. GitHub recommends a 2XX response within 10 seconds; PayPal’s invoicing guidance specifies a 30-second 200 OK response. These are examples for those platforms, not deadlines for every provider: GitHub webhook best practices and PayPal invoicing integration.
  5. Watch delivery health. Track rejected, delayed, and failed events; use provider logs or redelivery features where available. GitHub and Zendesk document examples of these tools, but check whether your licensing vendor has equivalents.
  6. Reconcile authoritative state. Periodically query current fulfillment state for important records, especially after an outage or retry exhaustion. Use the provider’s API as the source of current truth rather than assuming event arrival order reflects the latest state. When polling alone is the better fit

Polling can be the simpler option when the licensing API has no webhook support, your environment cannot expose a suitable listener, or fulfillment changes only need to be processed in predictable batches. It can also serve as a fallback reconciliation mechanism alongside webhooks. Before setting a schedule, confirm the vendor’s rate limits, available status endpoints, and API behavior for records that have changed; those details cannot be inferred across providers.

For high-consequence fulfillment, a webhook-first design with scheduled reconciliation is usually the sound default: events keep routine updates timely, while reconciliation helps the system converge after missed transitions. If the provider lacks events or your latency requirement is modest, polling may meet the need with less infrastructure.
