Choose a fixed, continuously operating ammonia-detection system designed for the vessel’s layout, ventilation and safety actions—not just a sensor with a suitable measurement range. First establish which regulatory route applies, then use the ship’s hazard assessment and gas-dispersion analysis to set detector coverage and locations. Finally, verify the location-specific alarm and shutdown logic, liquid-leak detection, system integration and evidence of design, installation and testing.

Start with the ship’s regulatory route

The requirements depend on whether ammonia is being used as fuel on a ship outside the IGC Code’s scope or whether the vessel is an IGC gas carrier. Do not assume that an ammonia cargo installation and an ammonia-fuel installation follow the same approval route.

IGC gas carrier using ammonia cargo as fuel The IGC Code applies to carriage of liquefied gases in bulk. IMO’s regulatory mapping identifies a separate Administration-acceptance route for ammonia cargo used as fuel under Resolution MSC.566(109), effective 1 July 2026. Confirm the vessel-specific acceptance basis with the Administration; do not treat the fuel installation as automatically equivalent to an ammonia-fuel installation under the interim guidelines.

The IGF Code provides mandatory provisions for relevant gas and low-flashpoint-fuel ships outside IGC Code scope. MSC.1/Circ.1687 directs users to corresponding IGF Code regulations where relevant and to alternative-design principles where a provision is not fit for purpose. The circular sets goals and functional requirements, but not a complete engineering design for every vessel; the Administration and class should review the vessel-specific safety case.

Define coverage from the vessel’s hazards

Do not limit the detector schedule to the engine room. MSC.1/Circ.1687 lists fixed detection in spaces and locations that can include:

  • Bunkering stations.
  • Other enclosed or semi-enclosed spaces where ammonia vapour could accumulate.
  • Airlocks, relevant ventilation inlets and pressure-relief outlets.

Check the full circular and the applicable vessel route against the actual design: the final coverage list must reflect the ship’s arrangement and the spaces in which ammonia can be released or accumulate. A proposal that lists only equipment-room detectors is not enough to demonstrate coverage.

Require a siting rationale, not a standard layout

Ammonia detector locations should account for likely leak points, possible accumulation and airflow. The IMO guidance calls for consideration of locations where gas may accumulate and ventilation outlets, with gas-dispersion analysis used to determine suitable locations. The number of detectors should reflect each space’s size, layout and ventilation, as well as the number needed to meet any voting logic.

Ask the designer to show detector locations on vessel drawings and explain the assumptions behind them. The evidence should connect the hazard assessment and ventilation review to the detector positions and count. A generic layout or a fixed number of sensors cannot be selected reliably without vessel-specific information.

Check thresholds and actions by location

The interim guideline’s thresholds are not one universal alarm setting for every ship space. Its table distinguishes locations and the response required at each level. For example, the enclosed-space row specifies detection at 25 ppm with local indication at all entrances and no alarm at the alarm system for that row. For the applications specified in the guideline, 110 ppm triggers an audible and visible alarm, while 220 ppm triggers safety-system action. Apply the full table to each covered location rather than transferring one row’s settings to all spaces.

Have the design team turn the applicable table entries into an approved cause-and-effect matrix. For each detector location and threshold, it should identify the indication or alarm destination and any associated safety action. The guideline requires audible and visible alarm indications on the navigation bridge, in the continuously manned central control station, and inside and outside the detected space; the required response depends on the location and threshold.

Specify continuous detection, voting and fault behavior

Detection required by the guideline is continuous and without delay. It also specifies voting for shutdown: two detectors must detect gas to activate a shutdown action. A failed detector is considered active detection under the guideline, so the failure response must be reflected in the system logic rather than treated as an innocuous loss of coverage.

Review the cause-and-effect documentation for normal detection, detector faults and shutdowns. Confirm which equipment or valves are affected by each safety-system action, how alarms are annunciated, and how detector voting is implemented for each applicable location. These details should be consistent with the approved vessel design and the applicable Administration and class requirements.

Include liquid-leak detection where required

Gas detection is only one part of the specified leak-detection arrangement. MSC.1/Circ.1687 calls for liquid-leakage detection at the lowest point of secondary enclosures and in each tank connection space, fuel preparation room and bunker station. Check that the proposal identifies these locations and shows how the liquid-leak signals connect to the vessel’s alarm and safety arrangements, including any applicable low-temperature safety action.

Compare proposals on evidence and lifecycle support

The guideline says gas-detection equipment should be designed, installed and tested to a recognized standard. For each proposal, request documentation that lets the vessel’s design team, class and Administration assess both compliance and practical operation.

  • Regulatory fit: State the assumed vessel route, applicable code and guideline provisions, and any approvals or interpretations still required.
  • Coverage and siting: Provide the detector schedule, drawings, hazard-assessment basis, ventilation review and dispersion-analysis rationale.
  • Measurement and response: Show the location-specific thresholds, local indications, alarm destinations, voting, shutdown actions and detector-fault behavior in a cause-and-effect matrix.
  • Liquid leakage: Identify required low-point and space coverage and the associated signal handling.
  • Integration: Demonstrate how alarms reach required manned locations and how detection interfaces with valves and the safety system.
  • Assurance and maintenance: Request recognized-standard design, installation and test records, commissioning and functional-test procedures, calibration and diagnostic information, replacement intervals, and evidence of environmental suitability and class or Administration acceptance.

No single sensor technology, model or detector count is established as suitable for every ammonia-fuel ship. ISO’s catalogue lists ISO/FDIS 24941 for ammonia-fuelled vessel engine rooms, but its publication status should be checked before treating it as a current published standard; the listed scope excludes fuel containment and fuel consumers.
