Those methods do not all prove the same thing, and they involve different data. Whether a service keeps a selfie or ID image depends on its process and provider; there is no universal retention rule.
Age verification, age estimation and age inference are different
“Age assurance” is an umbrella term. The UK Information Commissioner’s Office (ICO) distinguishes methods that confirm an age or threshold from methods that predict an age or range. A check can also rely on a parent’s confirmation or a user’s own declaration, and services may combine methods in a sequence sometimes called a waterfall approach. The ICO’s age assurance guidance explains these distinctions.
- Self-declaration: The user enters a birth date or age. It is a claim, not evidence that the claim is true.
- Age estimation: A system predicts an age or age range from a signal such as facial features or voice. It may estimate age without identifying the person.
- Identity or age verification: A service checks evidence, such as a photo ID, to establish identity or confirm that a person meets a threshold. The exact result depends on the method.
- Behavioral age inference: A system estimates likely age from patterns in activity and interactions, rather than from a document or a single biometric check.
A prediction that someone is probably a teenager is not the same as proof of their date of birth. Nor does a face-based age estimate necessarily establish who the person is.
How the main types of check work
Birth-date entry
A sign-up form or account setting may ask for a date of birth. Unless another check validates it, the service has only the date the user supplied. A self-declared age can be useful as an initial signal, but it can be entered inaccurately.

Photo ID and other direct checks
A service may ask for a photo ID and compare its details or photograph with information or an image supplied by the user. Other possible routes include a digital identity service, open banking, a mobile-network age check, a credit-card check, or email-based age estimation. These methods can rely on different evidence, so “verification” does not describe one universal data flow.
For UK Online Safety Act assessments of whether someone is over 18, Ofcom lists photo-ID matching, digital identity services, open banking, mobile-network checks, credit-card checks and email-based age estimation among methods capable of highly effective age assurance. Ofcom says self-declaration alone and debit-card checks alone do not meet that standard. This is a UK assessment for an 18+ threshold, not a universal ranking for every age limit or country. Face, voice or other biometric age estimation
A service can analyze characteristics such as facial features or voice to estimate age. The UK government’s Age Assurance Data Access Study describes biometric analysis as an algorithmic assessment of characteristics including voice, face or fingerprints. An age estimate is a prediction; it is not automatically an identity match.

The study gives an example of a children’s service combining a face scan with the child’s declared age and deleting the scan immediately after the check. That is an example of one implementation, not a promise about how other services or vendors handle images.
Behavioral profiling
Age inference can draw on what a person posts and how they use a service. The ICO’s December 2025 fact-finding account says responding platforms described using signals such as text or audio, behavior and traffic patterns, posts, location, viewing history, searches, friends, networks and content viewed. Information about other people—such as friends or accounts a user interacts with—may contribute too. A birthday message is one example of an activity that could reveal age-related information.
The ICO account reflects responses from four organizations that use profiling for age assurance; two other organizations contacted said they did not. The responding platforms described profiling generally as a supplement to self-declaration. Some said they use multiple models, including to estimate whether an account holder is above or below 18 and to tailor content or experience. When a system flags an account as possibly belonging to a child under 13, a platform may refer it for human review and offer an ID or facial-estimation route if the user disputes the inferred age. These findings are limited to that fact-finding exercise, not a census of social media. Read the ICO’s December 2025 account of profiling for age assurance.

What information may be collected or used

In the UK, biometric processing may involve special-category personal data under UK GDPR depending on what is processed and how. A face image does not automatically receive the same legal classification in every case; organizations must assess the actual processing. The ICO’s guidance on age assurance sets out relevant data-protection considerations.
Does a platform keep your selfie or ID?
It depends on the platform, the selected method and any verification provider it uses. Some processes may delete an image after a check; others may handle or retain submitted data differently. The official guidance does not establish one retention period or deletion practice for every service. Do not assume either that every scan is stored or that every scan is immediately deleted.
Before submitting evidence, look for the service’s explanation of what data is processed, why it is needed, who handles it, whether it is reused, and when it is deleted. Ofcom and the ICO’s guidance on age assurance and data-protection obligations says services should explain processing, use and deletion, and highlights due diligence on third-party vendors.

How to assess privacy, accuracy and fairness
No method is a perfect fit for every service or age threshold. UK regulator guidance says checks should be necessary and effective for their purpose, proportionate to the risks, and consistent with data-protection principles. Useful questions include:
- Purpose: Is the service clear about the age threshold and why it needs a check?
- Data minimization: Does the method collect only what is needed for that decision?
- Accuracy and fairness: Could the method misclassify people, including because of bias or uneven performance across groups?
- Security and retention: Is the information protected and kept only as long as necessary?
- Reuse: Could the information be used for a purpose incompatible with age assurance?
- Recourse: Can a user challenge a result or use another route if the system gets it wrong?
- Proportionality: Is the privacy cost reasonable for the service’s risk and the age threshold involved?
Where AI or biometric methods are used, the service should consider relevant data-protection duties, including whether special-category data is involved, as well as bias, discrimination and statistical accuracy. Ofcom also recommends monitoring performance and considering safeguards such as liveness detection where relevant.
What age checks cannot guarantee
The ICO says age assurance is not foolproof and can be circumvented. Behavioral profiling can also be wrong: it is an inference from signals, not a verified birth date. The ICO’s December 2025 assessment says profiling used to supplement self-declaration was unlikely, as then deployed, to be adequate by itself to remove underage children from services they should not access. Where a robust age gate is required, inference is not a substitute.

The available regulator sources do not provide one authoritative accuracy percentage for age checks across platforms. Performance depends on the method, threshold, implementation and population, so a single figure would be misleading. Ofcom’s age-check effectiveness update reports continuing concerns about age-inference approaches used by some popular social media companies and describes ongoing UK work on highly effective checks for determining whether someone is over 16. It also reports observations involving dating apps; those findings should not be treated as a measured failure rate for social media generally.
What this means for users in the UK
The detailed regulatory context described here is UK-specific; the ICO Children’s Code, UK GDPR and Online Safety Act do not automatically describe the law elsewhere. Ofcom’s current guidance addresses highly effective checks for an 18+ threshold, while its work also considers age assurance for potential under-16 social-media restrictions. Requirements and implementation can change.
As of the ICO’s December 2025 update, it cited Ofcom observations that the majority of children aged 8–12 were not asked to prove their age on services, and concluded that profiling did not substitute for a robust age gate in the cases it considered. That is a reported finding about the UK context, not a claim that every service follows the same process.
