Reduce privacy risk by collecting less footage, limiting who and what the camera can identify, securing accounts and video, and setting a clear purpose and deletion schedule. For organisations, that also means documenting why surveillance is necessary, assessing high-risk processing, informing affected people, and monitoring the system over time. The legal requirements vary by jurisdiction; the organisational guidance below is specific to the UK, while the home-camera advice cited is from the US FTC.
What AI changes about camera privacy
A conventional camera records images; AI features can analyse them to identify or re-identify people, infer sensitive information, or track behaviour across places and time. The UK Information Commissioner’s Office (ICO) notes that systems using connected databases, automatic number plate recognition, or facial recognition can process personal data at scale, sometimes without people knowing. Surveillance can also affect how people move and behave in public spaces. NIST warns that AI can create new re-identification risks: predictive capabilities may reveal more about people and amplify behavioural tracking. Biometric recognition brings further concerns. The US Federal Trade Commission (FTC) notes that identifying someone at a particular place could reveal a healthcare visit, religious service, or political or union meeting. Large biometric databases may attract attackers, and facial-recognition errors can affect populations unevenly. These are risks to assess, not proof that every AI camera behaves the same way. How to secure home security cameras
The FTC’s recommendations are US consumer guidance. They focus on reducing exposure through the camera account, device, network connection, and anyone allowed to view footage.

- Check privacy features before buying. Look for encryption of account information, live streams, and archived video; two-factor authentication; permission levels for shared access; and controls to disable audio or remote viewing. - Use a unique, strong password. Do not keep the default password or reuse a password from another account. Turn on two-factor authentication when available.
- Keep the camera and app updated. Install software updates, check the camera’s encryption settings, and use HTTPS if viewing through a browser.
- Limit remote viewing and sharing. Secure every account and device that can access the feed. Give each person only the permissions they need, and remove access when it is no longer needed. If you do not need to view the camera remotely, consider disabling that feature.
Before an organisation installs surveillance
For organisations subject to UK data-protection law, the ICO says to define the problem, decide whether surveillance is appropriate, document a lawful basis, and complete a data protection impact assessment (DPIA) where processing is likely to be high risk. The ICO says this applies in most surveillance cases because of the inherent privacy risks. - State the specific security purpose. Describe the concrete problem the cameras are intended to address rather than treating surveillance as a general solution.
- Test necessity and proportionality. Consider less intrusive alternatives. For each proposed feature—coverage, AI analytics, live viewing, cloud storage, and sharing—ask whether it is needed for the stated purpose.
- Record the decision and safeguards. Document the lawful basis and complete a DPIA before deployment if the processing is likely to be high risk. Include AI or machine-learning functionality and other relevant features such as audio, live streaming, and cloud storage.
- Tell affected people what is happening. Provide clear information about the surveillance and maintain a route for people to exercise applicable rights or raise concerns.
Minimise what cameras capture and keep
Limit the field of view and recording schedule
Aim cameras only at areas needed for the stated purpose, and use schedules or privacy masking to avoid capturing unnecessary locations or times. The ICO says personal data should be adequate, relevant, and limited to what is necessary; restricting the location monitored is one example.

Switch off audio unless there is a specific need
Audio can be more intrusive than video alone. The ICO says operators should not normally record public conversations and should leave audio recording off by default. If audio is needed for a particular purpose, justify it and consider less intrusive alternatives.
Set a purpose-based deletion period
Choose the shortest retention period that meets the purpose, then delete footage when it is no longer needed. Do not retain recordings simply because the system allows it or because they might be useful later. A specific investigation may justify preserving relevant material for longer. Protect organisational video and access
Restrict footage to authorised people and store it securely so its confidentiality, integrity, and availability are protected. The ICO advises organisations to consider encryption where needed, the security of cloud providers, and implications of international data transfers. Oversee biometrics, vendors, and human access
If a system uses face recognition or other biometric analytics, treat accuracy, false matches, and unequal effects as ongoing risks—not one-time procurement checks. The FTC says its assessment of potentially unfair biometric practices may consider whether a company assessed foreseeable harms, addressed known risks, accounted for third-party access, trained staff, and monitored the system. Review vendor access and permissions after installation, document how AI or machine learning is used, and monitor performance. A 2023 FTC update on a court order resolving allegations about Ring’s handling of customer video and security said the order required a privacy and security program, safeguards for human video review, and multi-factor authentication for employee and customer accounts.
