To keep Windows 11 from reopening an app, use the setting that matches when it returns: turn it off under Settings > Apps > Startup if it launches at every sign-in; disable restartable-app restoration if it returns after a restart; or change File Explorer’s separate folder-window option if old folders reappear.

First, identify what is reopening

  • An app launches at every sign-in: check its startup-app entry.
  • An app returns after you restart and sign in: check Windows’ restartable-app setting.
  • Old File Explorer windows or folders return: check Explorer’s folder-window setting.

Turn off an app that launches at sign-in

  1. Open Start > Settings > Apps > Startup.
  2. Find the app and switch its setting to Off.

You can also use Task Manager: right-click Start, open Task Manager, select Startup apps, choose the app, then select Disable. These steps prevent an app from launching automatically; they do not close it if it is already open. See Microsoft’s guide to configuring startup applications.

Stop Windows from restoring apps after a restart

  1. Open Start > Settings > Accounts > Sign-in options.
  2. Turn off Automatically save my restartable apps and restart them when I sign in.

Microsoft specifically gives this setting as a way to stop Microsoft Edge from starting when you sign in. Startup-app settings and restartable-app restoration are separate controls, so check both if the app appears in both situations. Microsoft documents the Edge steps in Stop Microsoft Edge from starting automatically and the Windows sign-in options in its sign-in options guide. The documented guidance does not establish that this toggle controls every third-party app restoration behavior.

Stop File Explorer from restoring previous folders

If the returning windows are File Explorer folders, look for Restore previous folder windows at logon in File Explorer’s folder options and turn it off. This is distinct from the startup-app list. Microsoft’s January 29, 2025 notes for Windows 11 versions 22H2 and 23H2 describe Explorer restoring previously open tabs when this option is enabled and note that enabling restartable-app restoration turns on specific File Explorer settings. Those release notes describe the named builds, not necessarily every later Windows 11 build: KB5050092.

If the app is missing from Startup

Some apps may be launched from a Startup folder rather than appear in Settings. Microsoft identifies per-user and all-user startup folders and explains how their shortcuts affect startup behavior in its startup-app guide. The app may also have its own setting for launching at sign-in, so check its preferences. Avoid registry edits for this basic fix: Microsoft warns that changing registry settings can have unintended consequences.

When a setting is unavailable

If the restartable-app toggle is missing or disabled, the device may be managed by an organization. Microsoft notes that policy can disable some sign-in options. Check with your organization’s administrator rather than trying to bypass a managed setting.
