Use Word’s Save As or Export to PDF for most documents, especially when accessibility tags matter. Choose Print to PDF when you need Word’s print controls, such as selecting a page range. Either way, inspect the finished PDF: Microsoft’s guidance does not establish that one method always preserves formatting better.

When to use Save As or Export
For ordinary sharing and archiving, the built-in Office conversion is the simplest choice; a separate PDF application is not required for the basic task. Microsoft’s Office guidance describes converting documents to PDF for sharing or printing.
If accessibility is important, review the Word document before conversion and use a supported save-to-PDF workflow with tagging enabled where that option is available. Microsoft explains that PDF tags can help people using screen readers and other assistive technologies navigate headings, hyperlinks, bookmarks, tables of contents, and alt text. Tags do not fix inaccessible source content, and a PDF is not automatically accessible just because it was saved as one.
When to use Print to PDF
Choose this route when you specifically need the print interface—for example, to review the print preview or select a page range before creating the PDF. In Word for Windows, open File > Print, select Microsoft Print to PDF from the printer menu, and choose Print. In the Save Print Output As dialog, choose a location and filename, then save.

Conversion is not a substitute for checking the output. Open the saved PDF and confirm that page breaks, content, links, and the intended appearance are correct. For an accessible document, also verify that the source structure is sound and that the PDF’s tags support navigation; Microsoft recommends running Word’s Accessibility Checker before creating the PDF.

Do not choose a method on the assumption that it will always produce better visual fidelity. Microsoft’s cited guidance explains both workflows but does not provide a universal head-to-head result across documents, platforms, and versions. Also, PDF format alone does not prevent editing: Microsoft notes that programs including Word can open and edit PDF files.
