For AI-generated pull requests, keep ordinary tests and security checks as required merge gates, keep a human accountable for the merge decision, and treat AI review as an optional additional pass. Choose the workflow around your repository’s security boundaries, checks, review needs, and operating costs—not the assumption that an AI reviewer can replace tests or human judgment.
Start by separating the three jobs
- Deterministic CI runs defined checks, such as tests, linting, builds, and security analysis. Its result is evidence about the change under those checks; it does not establish that every requirement or risk has been covered.
- Human review assesses behavior and context that automated checks may not capture, including design, product intent, and security implications. A person should remain accountable for the merge decision.
- AI review can offer another source of findings. Treat its comments as input to evaluate, not as proof that a change is safe or complete.
GitHub’s Copilot guidance explicitly recommends using it alongside testing, code review, security tools, and the developer’s own judgment. That is a sound baseline for AI-authored changes as well: an AI review does not replace a passing test suite or accountable human approval.
Define the merge gate before enabling review automation
Write down what evidence must exist before a pull request can merge. For most repositories, the gate should require relevant automated checks to pass and the required human approvals to be recorded. High-risk findings should be addressed rather than waived simply because a tool did not flag them.
- Run the repository’s relevant unit and integration tests, lint and type checks, build validation, and security or dependency checks on each pull request.
- Make required status checks explicit in branch protection or the equivalent merge rules for your Git host.
- Require human approvals under the team’s code-ownership and risk policies. Do not make an AI reviewer the sole authority allowed to approve a change.
- Give reviewers a useful pull-request description: intended behavior, tests run, files generated or modified, the relevant issue or specification, and known limitations.
These gates are only as useful as the behavior they test and the risks they cover. A green result means the configured checks passed; it is not a blanket guarantee of correctness.

Choose how AI review will run
GitHub documents manual Copilot review requests, automatic reviews, and an option to request another review when new commits are pushed. These choices affect when comments arrive and how often reviewers see them; they do not change the need for CI or human judgment.

Ask for review after enough of the change exists to assess. If you enable automatic or repeated reviews, watch whether comments are actionable or noisy and whether they meaningfully help reviewers.

Govern the review instructions as part of the change
GitHub says Copilot reads code-review instructions and skills from the pull request’s head branch. The head branch is the branch containing the proposed changes, so the pull request can also change the instructions that shape its AI review. This is a review-context decision maintainers should understand, not a reason to assume those instructions are independent of the change.
Decide who may modify review instructions, how those files are reviewed, and whether changes to them need particular attention. Use repository guidance to explain relevant conventions and expectations, while keeping required CI checks and human approvals independent of whether AI review was requested or what it reported.

Protect workflows, permissions, and secrets
A pull-request workflow may execute code from the proposed change. Treat bot-authored and agent-authored changes as a security boundary question: inspect what the workflow can access, keep permissions narrow, and do not expose secrets or privileged write tokens to untrusted pull-request code.
For GitHub Copilot cloud-agent pull requests, GitHub’s guidance says workflows do not run until a user with write access approves them. GitHub’s June 11, 2026 changelog describes approval for bot-created pull requests as a safeguard against generated code automatically running workflows that may have sensitive access. This is GitHub-specific behavior, not a universal rule for every bot or hosting platform; check the policy and current controls that apply to your own workflow.

- Review workflow permissions and token scopes, not just the workflow trigger.
- Check whether jobs can access secrets, write to the repository, publish artifacts, or reach sensitive services.
- Use the platform’s required maintainer approval for bot or agent pull-request workflows where applicable.
- Keep approval and merge authority with trusted maintainers when the proposed code has not yet been assessed.
Compare configurations against your repository
There is no single best setup established for every team. Compare candidates against the repository and policies you actually operate rather than assuming that a particular provider or review mode is objectively superior.

Hosted versus self-hosted execution is another security and operations choice: evaluate it against your access requirements, maintenance capacity, and workflow design. The available evidence does not establish a cross-vendor ranking or comparative quality results, so evaluate other providers directly against the same criteria.

Account for GitHub Copilot review costs separately from CI runs
GitHub announced on April 27, 2026 that each Copilot review would consume GitHub Actions minutes starting June 1, 2026, in addition to AI credits. That effective date has passed as of October 4, 2026. GitHub Learn gives planning estimates of $0.05–$1 in AI credits per review at Lite effort and $0.25–$5 at Balanced effort (accessed 2026). These are vendor estimates, not guaranteed prices or quotes for every plan or region. Check GitHub’s current billing documentation before forecasting costs; the figures do not include the separate Actions-minute usage.
Track your own review volume and reruns alongside runner usage. The cited sources do not provide a neutral benchmark for review accuracy, defect reduction, or the cost-effectiveness of AI review, so forecasts should use your team’s actual usage rather than assumed quality gains.
Roll out with evidence from your own workflow
- Establish the existing merge gate. Identify relevant tests, build and static checks, security checks, required status checks, and human approvals before adding AI review.
- Set the permission boundary. Inspect what pull-request workflows can access and configure approval requirements for bot or agent changes according to the platform’s current rules.
- Choose a review mode. Start with manual requests or a bounded automatic policy; decide explicitly whether to review later pushes again.
- Document the pull-request expectations. Ask authors or agents to state intended behavior, tests run, generated files, relevant specifications, and known limitations. Govern repository review instructions as part of the codebase.
- Measure before expanding. Track false positives, missed issues found later, CI duration, review wait time, and AI usage costs. Use those observations to adjust review triggers and policies.
These measurements help answer whether the setup works for your repository; they should not be presented as evidence that an AI review system generally reduces defects or outperforms human-only review.
