HTML is usually the better default when reviewers will read a proposal online, search it, use assistive technology, or work through frequent revisions. PDF is the better fit when fixed page layout, print fidelity, or a stable downloadable record matters. If you need both accessible online reading and precise presentation, provide an accessible HTML version alongside an accessible PDF. The right choice also depends on the review platform, audience, and solicitation or approval requirements.

HTML vs. PDF for proposal review

Comments and approval Can be paired with a web form or controlled web workflow. The format alone does not establish an audit trail. Static records and archives Can remain the accessible reading version while the proposal content is maintained. May suit a static, non-editable download or archive. When HTML is the better choice

Choose HTML when the proposal is primarily an online document and reviewers need it to work across devices, adapt to browser settings, or change during the review cycle. Semantic headings and links make content easier to navigate, while a web-based process can bring reading and feedback together.

HTML is not automatically accessible. Use meaningful heading levels and link text, ensure keyboard access, and make any forms and controls usable with assistive technology. GOV.UK recommends publishing in HTML wherever possible so documents can use readers’ custom browser settings, and advises providing an accessible version if a PDF must remain online. When PDF is the better choice

Choose PDF when reviewers need a print-ready document, a fixed visual layout, or a static file that represents a particular version of the proposal. It can preserve page composition in a way that a responsive web page is not designed to do.

That stability comes with a version-control responsibility: when the proposal changes, issue a replacement file and make its version clear. For accessibility, check that the PDF has tags and a logical reading order; a polished appearance alone does not make it usable. How to make the approval process reliable

Review quality depends on the process around the document, not just its file type. Set up the review so participants know which proposal is authoritative, how to comment, and how the final decision will be captured.

  1. Identify the version. Put the proposal’s version and date where reviewers can find them, and ask approvers to confirm which version they reviewed.
  2. Define access. Give reviewers the access they need without exposing the proposal more broadly than intended. Adobe’s documented PDF-sharing options include anyone-with-link, organization-only, and invited-people-only access. Adobe Acrobat sharing guidance
  3. Specify feedback and the decision record. Tell reviewers where to submit comments, who makes the decision, and where the decision will be recorded. A format by itself does not provide a complete audit trail.
  4. Choose an accessible signing method if needed. Use a web form or fillable PDF only after checking that it works for the intended users. Section508.gov says PDF forms should support keyboard users and logical tab order, and notes that websites generally use HTML form elements. Check requirements that apply to your proposal

Before choosing a format, check the solicitation, contract, funder, procurement, records, and jurisdiction requirements. Government rules are not universal requirements for private-sector proposals. For example, GOV.UK’s attachment profile requires HTML5 for new attachments and PDF/A for static, non-editable downloads or archives; it also warns that scanned PDFs need OCR to become searchable and screen-reader readable. These requirements describe that government publishing context, not every proposal workflow. GOV.UK attachment guidance

U.S. Section 508 guidance says documents such as requests for proposals hosted by agencies must meet applicable accessibility requirements. Treat its PDF-tagging guidance as a production checkpoint, not as a guarantee that every tagged PDF will meet every reader’s needs. A practical choice for common review scenarios

  • Online review with frequent edits: Use HTML as the main review copy and make the current version easy to identify.
  • Print review or exact page layout: Use an accessible PDF, with a clear version and date.
  • Online accessibility plus print presentation: Offer HTML and an accessible PDF, and indicate which version is authoritative for comments and approval.
  • Signature required: Select a signing workflow that is accessible and records the required decision; do not assume the file format supplies those features.
