Directly electrolyzing seawater is not generally more efficient or cheaper than desalinating it first and using a conventional electrolyzer. In cases analyzed in a 2023 study, reverse-osmosis water supply used just 0.05–0.14% of the hydrogen-production energy. Direct seawater electrolysis avoids that treatment step, but chloride chemistry, corrosion, component life and added equipment complicate the comparison. The right boundary is the complete hydrogen system—not only the electrolyzer’s water inlet.
What does “seawater electrolysis” mean?
The phrase can describe two different processes. In one, seawater is desalinated and purified as needed before it enters a conventional electrolyzer. In the other, a direct seawater electrolysis (DSE) system uses seawater as its source water and electrolyte, without a separate desalination stage.
Conventional systems commonly require highly purified or deionized feed water; “freshwater” does not mean untreated tap water will suit every stack. Nor does “direct” necessarily mean untreated seawater: DSE designs may use filtration, pretreatment, membranes, selective catalysts or pH management.
How much energy does desalinating the water add?
A 2023 process analysis by Boreum Lee, Li Wang, Zhangxin Wang, Nathanial J. Cooper and Menachem Elimelech estimated seawater reverse osmosis at 3.5 kWh per cubic metre. For the PEM cases it compiled, desalination accounted for 0.05–0.14% of hydrogen-production specific energy. These are source-compiled cases using the paper’s assumptions, not a guarantee for every site or plant.

Those figures isolate the energy for water supply against hydrogen-generation energy; they do not establish total project efficiency at every location. The authors’ modeled conclusion was: “Even with major technological improvements, such as pretreatment, to address all the challenges, DSE would save only ∼0.1% of the cost and energy usage over a combination of water purification and conventional electrolyzers.” This is the 2023 authors’ model result, not a universal measured saving. Why is direct seawater electrolysis difficult?
Seawater contains chloride as well as ions such as sulfate, magnesium and calcium. At the anode, the desired oxygen evolution reaction competes with chlorine evolution. Although oxygen evolution has the more favorable equilibrium potential, chlorine evolution can have faster kinetics and occur under relevant operating conditions. Chlorine or hypochlorite formation creates safety and materials concerns, while dissolved ions and suspended matter can damage or obstruct components.

- Side reactions and product crossover: Chlorine chemistry can compete with oxygen production, and oxygen or chlorine crossing a membrane can interfere with hydrogen production at the cathode.
- Corrosion and degradation: Chloride can corrode hardware, poison or detach catalysts, and contribute to membrane damage.
- Fouling and scale: Suspended material and poorly soluble salts can foul or precipitate on system components.
- Coupled durability challenges: Suppressing chlorine formation alone does not establish long stack life, reliable operation or attractive economics.
A 2024 review surveys electrolyte, electrode and electrolyzer-geometry strategies aimed at avoiding chlorine evolution. A 2025 review also identifies corrosion, chlorine-related reactions, precipitates, catalyst performance, membrane degradation and limited lifetime as central challenges. NREL’s June 2022 report described DSE as having low technology readiness at that time. It reported that chlorine evolution dominated over desired oxygen evolution at normal current densities in the work it reviewed, identified hazardous chlorine or hypochlorite formation, and discussed selective separators, catalysts and pH control as development areas. Its assessment was that more research and development was needed before reliable commercial deployment at scale. This is a dated baseline, not a 2026 market survey. Read the NREL report.

How do costs compare?
The 2023 analysis argues that desalination contributes little to total energy and operating cost in its modeled hydrogen cases, while DSE brings added capital and replacement challenges. It reports a DSE capital estimate above $6,000/kW, compared with cited estimates of $920–$1,725/kW for alkaline electrolyzers and $1,610–$2,668/kW for PEM electrolyzers.
These are figures reported by the 2023 analysis from underlying estimates, not current vendor quotations or universal present-day prices. The same analysis identifies chlorine crossover and corrosion as potential reasons for more frequent membrane, catalyst and component replacement. A meaningful project comparison therefore needs both initial equipment cost and expected costs over operating life.

How to make a fair system comparison
Compare like with like: a DSE stack should not be judged against a conventional electrolyzer while ignoring water treatment on one side or DSE pretreatment and replacement needs on the other. Evaluate the full chain using consistent assumptions.
- Set the boundary: Include water intake and treatment, polishing, electrolysis, balance of plant and any safety systems for chlorine-containing products.
- Compare energy per kilogram of hydrogen: Separate water-treatment energy from electrolyzer energy, and state the operating conditions behind each figure.
- Check useful hydrogen output: Account for voltage, current, Faradaic selectivity and how much hydrogen the system produces over time.
- Estimate lifetime costs: Include corrosion, fouling or scaling, membrane and catalyst replacement, maintenance and downtime.
- Include site conditions: Assess freshwater availability, coastal access, footprint, marine integration, discharge and operational requirements.
When might direct seawater electrolysis make sense?
A specialized setting with extremely limited room for water purification and ready access to seawater may make DSE worth considering; the 2023 analysis gives ships and submarines as examples. That potential niche is not proof of commercial readiness or a general cost advantage. For nearly every other case considered in that analysis, conventional purification or desalination followed by established electrolysis was preferable.
