Join the venue’s verified Wi-Fi, complete its captive-portal sign-in if prompted, then connect your VPN. Keep the VPN on while you browse, and continue to use HTTPS and strong account security: a VPN protects only traffic routed through its encrypted tunnel, and it does not make you anonymous.

Connect in the right order

  1. Verify the network. Confirm the exact Wi-Fi name (SSID) and login steps with venue staff or the venue’s official information. Avoid lookalike networks; CISA advises checking that a hotspot is genuine before joining. CISA’s public Wi-Fi guidance explains this precaution.
  2. Join the Wi-Fi and sign in if required. Some airports, hotels, cafés, and other venues display a captive portal asking you to accept terms or authenticate. Complete that step before starting the VPN if the device needs direct access to the portal.
  3. Connect the VPN. Open your VPN app and wait until it reports an active connection. If available and appropriate for your needs, enable automatic connection and route all device traffic through the VPN rather than using split tunnelling. The UK NCSC notes that only traffic routed over the VPN is protected. NCSC VPN guidance discusses full-device routing in its device-security context.
  4. Browse with your usual safeguards. Check that sensitive sites use HTTPS, use unique strong passwords, and turn on multifactor authentication where available. Sign out of sensitive accounts when finished.

Why a captive portal may require a VPN exception

A VPN generally cannot carry traffic until its tunnel is established, while a captive portal may need your device to contact the venue’s login page directly. Use the device’s built-in captive-portal assistant if one appears. If an always-on or forced VPN blocks the portal, temporarily allow the portal sign-in, complete authentication, and reconnect the VPN promptly. That temporary exception sends traffic directly rather than through the VPN, so keep it limited to what is needed to sign in. The NCSC describes the portal-and-VPN interaction in its VPN guidance.

What the VPN protects—and what it does not

A VPN app routes traffic through servers operated by its provider. When the app encrypts traffic between your device and the VPN server, people on the local Wi-Fi network see encrypted data rather than the contents of that traffic. This applies only to traffic actually sent through the encrypted tunnel; an active VPN indicator does not by itself prove that every app or connection uses it.

A VPN shifts some trust from the local network to the VPN provider. Review the app’s privacy policy and permissions: the FTC warns that not all VPN apps encrypt all traffic and that some may share information with third parties. A VPN also does not make you entirely anonymous; websites may still recognize you through signed-in accounts or information you provide. Public Wi-Fi is not automatically unsafe. The FTC says that, because encryption is widely used, connecting through public Wi-Fi is usually safe, while advising users to check for HTTPS. A VPN can add an encrypted tunnel for routed traffic, but neither HTTPS nor a VPN fixes a compromised device or removes every security risk. FTC public Wi-Fi guidance and CISA’s hotspot advice cover these complementary precautions.

Choose a practical backup when Wi-Fi or VPN is unsuitable

If you cannot verify the hotspot, the VPN will not connect, or you would rather not use the venue’s network, switch to cellular data or use a personal hotspot when practical. CISA recommends a mobile connection and says a personal hotspot is generally more secure than public Wi-Fi. If considering a cellular hotspot, check that its carrier, network bands, coverage, and data allowance suit your location and use; the cited guidance does not rank hotspot models.

What to check in a VPN app

  • Traffic coverage: Find out whether the app routes all device traffic or only selected apps. Split tunnelling leaves excluded traffic outside the VPN.
  • Connection behavior: Check whether automatic or forced connection is available and how the app handles networks that require portal sign-in.
  • Privacy and permissions: Read the service’s privacy policy and review permissions rather than assuming the VPN provider cannot see or share information.
  • Compatibility: Confirm that the app supports your device and that its routing settings match the coverage you want.

These checks help you evaluate setup and privacy trade-offs; the FTC and NCSC guidance cited here does not rank consumer VPN services.
