Start with the exact NVIDIA GPU model and its Export Control Classification Number (ECCN), then check the destination in the U.S. Bureau of Industry and Security (BIS) Country Chart alongside the Commerce Control List. The destination alone—or the fact that a seller will ship the card—cannot establish whether a particular transaction is allowed. The recipient, end use, ownership, transaction type, and current rules may also matter.

What you need to check

There is no dependable answer from “NVIDIA GPU” plus a country name. Export controls can depend on the item’s classification, where it is going, who will receive or use it, the end use, and the transaction itself. Some restrictions can also depend on an entity’s headquarters or ultimate parent, even when that entity is located in another country.

Before looking up a destination, gather these details:

  • The exact GPU model, not just the NVIDIA brand or product family.
  • The ship-from country, destination, and whether the transaction is an export, reexport, or transfer.
  • The ECCN supplied by the exporter or manufacturer.
  • The buyer, consignee, end user, relevant parent entity, and intended end use.

How to check a specific GPU and destination

  1. Confirm the model and transaction details. Write down the exact GPU model, ship-from country, destination, recipient, end user, and intended end use. Identify whether the transaction is an export, reexport, or transfer rather than assuming that every cross-border sale is treated identically.
  2. Ask for the GPU’s ECCN. Request the Export Control Classification Number from the exporter or manufacturer. If they cannot provide a clear classification, use BIS classification resources or consult a qualified export-control adviser. Do not substitute a product name, gaming-versus-compute label, or seller description for the ECCN.
  3. Check the destination in the BIS Interactive Commerce Country Chart. Select the destination country and review the chart entries for the reasons for control that apply to the item’s ECCN. BIS says the chart is used together with the Commerce Control List (CCL) to determine when a license is required; the chart alone is not a complete authorization decision. The BIS chart page identifies its source as EAR Supplement No. 1 to Part 738, and its displayed content was current from the eCFR as of October 3, 2026: BIS Interactive Commerce Country Chart.
  4. Check the recipient and related entities. Screen the buyer, consignee, and end user for separate restrictions, and determine whether a relevant parent entity changes the analysis. BIS guidance dated May 31, 2026 says a license requirement continues for specified advanced-computing items destined for entities headquartered in Country Group D:5 or Macau, or whose ultimate parent is headquartered there—even if the entity itself is located elsewhere.   5. Review end use and current model-specific rules. Check end-use restrictions, restricted-party requirements, any potentially applicable license exception, and policy specific to the model and destination. For example, BIS announced on January 13, 2026 that license applications for NVIDIA H200, AMD MI325X, and similar chips destined for China receive case-by-case review if stated conditions are met. That is conditional application review, not blanket permission to ship every NVIDIA GPU to China: BIS’s January 13, 2026 semiconductor licensing policy announcement.
  6. Keep the basis for your decision. Retain the classification information, chart and CCL review, recipient and end-use screening, and any licensing or exception analysis. If any key fact is missing or the result is unclear, ask BIS or a qualified export-control professional before shipment.

How to interpret the result

A Country Chart entry is one part of the analysis: compare the destination’s applicable reasons for control with the ECCN and the CCL. Then consider the transaction’s recipient, end use, and any other relevant restrictions. A chart result is not itself a license, and a country with no obvious chart flag does not by itself settle every end-user or end-use question.

Likewise, a product listing, a completed purchase, or a seller’s willingness to ship does not establish government authorization for your transaction. If the transaction requires a license, the relevant authorization must be assessed for that specific item, destination, parties, and circumstances.

Why “restricted country” is not a complete answer

Export rules do not operate as one universal list of countries where every NVIDIA GPU is either allowed or forbidden. The same destination can lead to different outcomes depending on the exact ECCN, applicable reasons for control, recipient, end use, ownership, and transaction type. The May 31, 2026 BIS guidance illustrates why destination-only checks can miss an issue: for the specified advanced-computing items it covers, the headquarters of the recipient or its ultimate parent can matter even when the entity is located elsewhere.

When comparing two GPU models or destinations, compare the ECCN and applicable performance classification, the chart entries for relevant reasons for control, the recipient and ultimate-parent headquarters, the end use, and any current model-specific rule or license exception. Do not assume that two products described simply as “NVIDIA GPUs” receive the same treatment.

When to get transaction-specific help

Contact BIS or a qualified export-control professional if the ECCN is uncertain, the chart and CCL analysis is unclear, the parties or ultimate parent may be subject to restrictions, or you cannot determine whether an exception or model-specific policy applies. Export-control requirements can change; BIS and the EAR should be rechecked before relying on an assessment for a shipment.
