Change the mouse wheel’s scrolling direction

Open Settings. Select Bluetooth & devices, then Mouse.

Under Scrolling, find Scrolling direction.

Choose the behavior you want: Down motion scrolls down or Down motion scrolls up. Test the wheel in a page or document.
These are the direction choices shown in Microsoft’s mouse settings guidance. The setting is available for Windows 11 and Windows 10; Microsoft does not specify a Windows 11 build or guarantee identical labels on every device.

Make sure you are changing the right input device
For a physical mouse wheel
Use Settings > Bluetooth & devices > Mouse. The direction control changes which way the page moves when you roll the wheel.
For two-finger touchpad scrolling
Open Settings > Bluetooth & devices > Touchpad and look for its scrolling direction control. If available on your device, change it there. Mouse-wheel and touchpad settings are separate, so changing the mouse option may not affect touchpad gestures. Microsoft’s Surface touchpad guidance confirms that touchpad scrolling direction can be reversed.

If the direction is right but scrolling still feels wrong
Direction is not the same as how much the page moves. In the Mouse settings, adjust the separate control for scrolling multiple lines at a time or one screen at a time, and set the number of lines per wheel notch if that option is shown. You can also choose whether to scroll inactive windows when hovering over them. These controls affect scroll amount or where scrolling applies, not which way the wheel is reversed.
If you use a Microsoft mouse and need to customize other device behavior, Microsoft’s mouse troubleshooting guidance mentions Microsoft Mouse and Keyboard Center. It is not established as necessary to reverse scrolling, and it may not apply to non-Microsoft mice.

If the problem is actually a touchpad fault
If the touchpad is missing, unresponsive, or otherwise malfunctioning—not merely scrolling in the opposite direction—Microsoft recommends checking its driver. Its touchpad troubleshooting guidance advises updating through Windows Update or Device Manager, or reinstalling the driver through Device Manager. Contact the device manufacturer if those steps do not resolve the fault. Driver work is not the default fix for a mouse wheel set to the unwanted direction.
