Control AI agent access in layers: limit who can build, publish, and use each agent; restrict the data and actions available through its connectors; fix overshared source data; and require human checks for consequential operations. Workspace membership alone does not determine what an agent can access in a connected service—and sharing an agent does not make its connector credentials safe.
Which access boundaries do you need to control?
An agent’s effective access depends on several controls working together. Workspace roles govern who can use or administer the agent. Connector settings and the connected service govern which data the agent can reach and what it can do. Where supported, local runtime policies govern only that execution environment. A workspace setting is not a substitute for permissions in a connected system.
Microsoft says Microsoft Graph and Microsoft 365 enforce applicable identity-based boundaries for their data. External services are responsible for their own identity, permissions, privacy, and compliance requirements. The precise result also depends on how a connector authenticates. Review the Microsoft 365 Copilot extensibility guidance on data, privacy, and security and the ChatGPT workspace permissions guide for their respective products; neither describes a universal cross-platform access switch.
Who should be able to create, share, and use an agent?
Keep agent administration separate from ordinary use. Decide which people may build agents, publish them, manage access, and use published agents. Give those privileges only to people who need them, and share with named users or groups rather than a broader audience by default.

For ChatGPT Workspace Agents, OpenAI documents separate workspace controls for enabling agents, building them, publishing them, and publishing them with agent-owned connections. Published agents can have distinct “Can chat” and “Can edit” access; owners retain controls such as managing permissions and workspace distribution. Group membership can determine access, so review both direct assignments and group membership when granting or removing access. OpenAI says Workspace Agents are off by default at launch in Enterprise workspaces, but availability, eligibility, settings, and rollout can vary. Do not assume that launch default applies to every plan or remains unchanged; check the current admin interface and documentation for your workspace.

How should you scope connectors and their identities?
For each connector, identify what it can read or change, what identity it authenticates as, and which permissions that identity has in the connected service. Grant only the scopes and source-system permissions needed for the intended workflow. Then review those permissions alongside the agent’s audience: a connector authenticated as one person may act with that person’s authority when other people use the shared agent.
OpenAI warns that publishing an agent with a creator’s personal connection can allow other users to access data or perform actions as the creator. This is conditional on the connection and its permissions, not an inevitable result of every shared agent. Use the narrowest suitable identity and access, limit the audience, and regularly audit agents that rely on personal connections.

For Microsoft 365 agent extensions, Microsoft advises enabling trusted knowledge sources and trusted REST APIs. If untrusted content such as email or support tickets can influence an agent that has tools, consider how hostile input might manipulate its behavior. Do not let it carry out sensitive operations without appropriate human intervention. Microsoft’s guidance states: “Apply least privilege to every component and dependency.”
How do you reduce exposure from overshared source data?
Review existing Microsoft 365 and SharePoint permissions before widening agent access. An agent should not be treated as a way to repair an underlying access problem: if people can already reach material they should not see, an agent may make discovery or use of that material easier.

Microsoft recommends identifying overshared sites and describes restrictions, sensitivity labels, and other data-protection controls to help manage access while owners remediate permissions. Depending on the tenant and its licenses, options may include restricted content discovery or restricted access control, file-level protections, data-loss prevention, and data-security posture management. These capabilities are not necessarily available to every tenant. Microsoft’s Copilot controls security and governance page, marked updated 2026-09-09, distinguishes foundational controls associated with A3/E3/G3 licensing from optimized controls involving Purview and Defender for Cloud Apps associated with A5/E5/G5 licensing. For each consequential action, define who may request it and under what conditions. Validate the request and authorization against the source system, require confirmation or human approval where appropriate, and decide how to recover from an unintended change. Establish monitoring, incident response, and a way to suspend the agent or connection.
OpenAI’s agent guidance describes write-action approval settings and connector action constraints. Action constraints can limit what an agent asks a connector to do, but they do not filter or restrict the data that connector returns. Treat action limits and source authorization or data filtering as separate safeguards.
How should you audit and remove access?
Assign an owner to each agent and set a regular review cadence. Use the available audit and security tools to review interactions, connector use, and configuration changes; remove unused agents, obsolete connections, and stale group access. OpenAI recommends regularly auditing configurations when agents use personal connections.
Microsoft documents Purview Audit for Copilot and agent interactions, with additional capabilities dependent on license tier. Confirm what your edition and configuration record before relying on it for a particular investigation or compliance need. Microsoft also groups governance controls across security and governance, management, and measurement and reporting; exact features depend on licensing and product configuration.

A practical access review for each agent
- Document the workflow: Record the agent’s purpose, users and groups, owner and builders, knowledge sources, connectors, actions, authentication method, data owner and classification, and intended distribution. Microsoft recommends documenting data flows, identities, permissions, consent, connections, trust boundaries, external dependencies, and lifecycle owners.
- Set the audience and roles: Choose who can use, edit, publish, and administer the agent. Share narrowly and review group membership as well as direct assignments.
- Check each connection: Identify the authenticated identity, its source-system permissions, and the connector’s read and write capabilities. Remove unnecessary scopes and permissions.
- Review source-data access: Check for overshared sites, files, or other sources and apply the relevant restrictions and data-protection controls available to your tenant.

- Monitor and renew: Review logs and configuration on a schedule, remove stale access, and recheck the product’s current settings and plan requirements.
