Fresh DDA leasehold-to-freehold conversion applications are on hold as of 3 October 2026, so there is no reliable current conversion-fee quote for a new residential applicant. DDA’s office order says the hold took effect on 2 January 2026 and applies until further orders. It allows cases received by 1 January 2026 with conversion fees already deposited to continue at the rates applicable before the hold. Check the DDA Land Disposal portal for a later notice before acting.

What to budget for a residential conversion

When DDA accepts applications, its IDLI system provisionally calculates the conversion charge using the property type, locality and area after the applicant submits the required details and documents. DDA says charges are fixed for each financial year and may vary between years. This is a calculation method, not a current tariff for a fresh application during the hold. The DDA IDLI FAQ describes the system, while the DDA office order establishes the pause.

DDA’s residential conversion page describes conversion for residential flats and built-up plots and notes that the scheme’s brochure rates were provisional and could be adjusted later as determined by the Ministry. Treat that page as scheme background, not a price list for a new application today.

Account for applicable property dues

The base conversion charge may not be the full amount due. DDA says conversion is allowed only after applicable dues are paid. Its FAQ names possible charges for misuse, damages, subletting, unearned increase (UEI) where applicable, ground rent, and service or maintenance. The Accounts Branch raises the demand in the IDLI portal, so the property’s account status can materially affect the amount payable.

Why commercial conversion figures do not answer the residential fee question

DDA’s Circular 96, dated 21 May 2025, covers commercial, industrial and multi-level parking properties for FY 2025–26. It was circulated provisionally, subject to Ministry of Housing and Urban Affairs approval, and is not a residential schedule. Circular 91’s ₹5,000 processing fee likewise belongs to the commercial, industrial and multi-level parking context from FY 2024–25 onward; it should not be quoted as a residential applicant’s fee.

DDA’s Circular 96 and Circular 91 therefore cannot fill the gap in a current residential tariff. An archived DDA housing FAQ contains historical residential charges by category and zone, along with allottee rebates and a GPA-applicant surcharge. Because it is archived and does not establish the operative rate during the hold, do not use those amounts or rules as a present-day quote.

How the application and payment process works when DDA accepts applications

  1. Check whether applications have reopened. Review the Land Disposal portal and any newer DDA order. The current order’s transition provision is for applications received by 1 January 2026 with the conversion fee deposited; it does not establish eligibility for a new application.
  2. Follow the portal’s registration guidelines. DDA directs applicants to the IDLI portal for the exact document checklist. Upload scanned documents in PDF format; each file must be no larger than 5 MB. Do not rely on an archived checklist as exhaustive or current.
  3. Review the provisional calculation and pay through IDLI. After the required information and documents are supplied, the system calculates provisional conversion charges. DDA lists credit or debit card, net banking, RTGS/NEFT and UPI as payment options. Check the portal demand for other applicable dues.
  4. Review the draft conveyance deed after approval. The concerned branch generates an online draft deed. Review and verify it, print three copies, upload scanned stamp-duty proof and submit the documents. DDA’s FAQ also describes an option to request a modification.
  5. Keep records and monitor status. Save a copy of the application and check the portal for status updates or deficiency messages.

How to build a realistic estimate without mistaking it for a quote

  • First confirm status: a new applicant should not assume the service is open or pay based on an old schedule.
  • Match the property category: residential, commercial, industrial and multi-level parking schedules are not interchangeable.
  • Expect property-specific calculation: locality, property type and area feed the provisional conversion-charge calculation when the service is available.
  • Allow for dues and deed-related costs: ask what applicable DDA dues are demanded for the property, and account separately for stamp duty when the deed stage applies. The available DDA material does not establish a single current total for a fresh residential applicant.
  • Check the relevant fee year and status: distinguish a provisional schedule from a final one and an already-paid pre-hold case from a new application.

For the current status, the DDA portal states that leasehold-to-freehold conversion is on hold until further orders. DDA’s IDLI FAQ gives its procedural guidance, but neither it nor the residential scheme background provides a currently applicable fresh-application residential tariff during the hold.
