Sometimes, but there is no universal rule. Whether a school may require a digital payment depends on where you live, the kind of school, what the charge is for, and any laws or program rules that apply. In the United States, for example, federal school-meal guidance requires covered schools to offer a free, accessible way to add money to meal accounts; New Jersey separately requires covered schools to offer a no-fee direct-payment option for specified charges. Neither rule applies everywhere or to every school payment.

Start by identifying the charge and the rule that applies

A digital-payment policy is not automatically lawful or unlawful just because the school uses an online portal. First establish the jurisdiction, school type, and purpose of the charge. A meal-account deposit, tuition payment, required fee, trip, donation, and optional purchase may be treated differently.

  • Jurisdiction: Check the country, state or province, and any district rules.
  • School type: Determine whether the policy covers your school—for example, a public, private, charter, or state school.
  • Purpose: Ask whether the payment is for meals, required education costs, an activity, a donation, or an optional item.
  • Payment terms: Check which non-digital methods are available, whether a vendor adds a fee, and whether a no-fee option is practical for your family.
  • Effect on the student: Ask whether payment method or nonpayment could affect access to meals, classes, curriculum, enrolment, or an activity.

The examples below illustrate how rules differ; they are not a substitute for checking the law and policy that apply to your school.

What the rules say in the United States

Cash acceptance is not settled by legal-tender status alone

The Federal Reserve explains that U.S. money is legal tender for debts, public charges, taxes, and dues, but federal law does not generally require private businesses or organizations to accept cash for goods or services. It says, “Private businesses are free to develop their own policies on whether to accept cash unless there is a state law that says otherwise.” That general explanation does not, by itself, resolve a dispute involving a public school or a particular school charge. School meal accounts have a free-method requirement

For school food authorities participating in federal school meal programs, USDA guidance dated July 11, 2025, says they “must offer a free and accessible method for all families to add money to school meal accounts.” The guidance permits fees for families who choose electronic payment services only under stated conditions and calls for communication about available payment methods and associated fees. A New York State Education Department memorandum dated February 23, 2026, summarizes the USDA guidance and identifies accepting cash or checks at school or by mail as common ways to meet the free-method requirement. New Jersey requires a no-fee direct-payment option for listed charges

New Jersey P.L. 2025, c.094 requires covered public and nonpublic schools to offer students, parents, and guardians a no-fee option for direct payments for school meals, field trips, activity fees, and other goods or services provided by or through the school. The option must be available at a time and place convenient for use. The law also addresses disclosure of platform fees and information about an alternative direct no-fee method. It is a New Jersey rule, not a nationwide guarantee. New Jersey P.L. 2025, c.094.

How New Zealand distinguishes required education from optional purchases

New Zealand Ministry of Education guidance says domestic students at state schools are entitled to free enrolment and education. State schools cannot charge those students for enrolment, attendance, or curriculum delivery. Schools may ask families to pay for optional goods and services, but those purchases are voluntary. Ministry guidance says schools should explain payment methods and lists cash, cheque, credit card, automatic payment, internet banking, and EFTPOS. Questions to send the school

Ask for clear written answers before paying or disputing a charge:

  • What exactly is the charge for, and is it required or optional?
  • Which law, district policy, or program rule governs the payment?
  • Is there a no-fee way to pay? Where, when, and how can families use it?
  • What fees does the online processor charge, and are they charged by the school or a vendor?
  • If the charge is for school meals, does the school participate in a federal meal program, and which USDA payment guidance does it follow?
  • Could the student lose access to a meal, class, curriculum, or activity if the family cannot use the digital platform?

Keep the school’s response and any published fee schedule. The Consumer Financial Protection Bureau has described cost and access concerns associated with electronic payment arrangements in K–12 schools; its report is useful context, but it does not decide whether a particular school’s policy is lawful.
