If your GST registration application was rejected for one state, first open its rejection order, FORM GST REG-05, on the GST Portal. Sign in using the application’s Temporary Reference Number (TRN), go to Services > User Services > View Notices and Orders, and read the order before deciding what to correct. If the reason is not available there, use Services > User Services > Contact to find the jurisdictional officer. Once you have addressed the issue, file a fresh application for the correct state through Services > Registration > New Registration.

Confirm which state application was rejected

If you have registrations or applications associated with the same PAN, identify the specific rejected record before taking action. GSTN’s normal-taxpayer registration guide describes a PAN-level view: red indicates a rejected application, green an approved application, and orange one pending processing or an order. Match the record to the state and application you need to fix; the status color identifies the application’s status, not the reason for rejection.

The guide also describes viewing GSTINs and other IDs mapped to the PAN and downloading existing registration details. Use those records to distinguish the affected state application from any other registrations associated with the same PAN.

Find and read the rejection order

  1. Sign in to the GST Portal using the TRN for the application.
  2. Open Services > User Services > View Notices and Orders.
  3. Find the notice or order for the application and open FORM GST REG-05.
  4. Read the specific explanation and keep a copy of the order and its application reference details so you can compare them with the information you plan to submit.

GSTN’s known-issues guidance points applicants to this TRN sign-in route and menu for notices and orders. GSTN’s forms reference identifies REG-05 as an order rejecting an application for registration, amendment, or cancellation. The order in your account—not a generic list of possible problems—is the starting point for understanding your case.

Check whether it is a clarification request or a rejection

Do not treat every notice as a final rejection. The GSTN forms reference distinguishes the relevant forms as follows:

Form Official purpose What it means for you
REG-01 Taxpayer application for registration The application form used when filing a fresh registration application.
REG-03 Tax-official request for additional information, clarification, or documents A request to respond to; it is not itself the rejection order.
REG-04 Taxpayer submission of clarification, additional information, or documents The response form associated with a REG-03 request.
REG-05 Tax-official order rejecting an application for registration, amendment, or cancellation The order to read when the application has been rejected.

If the account shows REG-03 rather than REG-05, follow the notice displayed in your account and distinguish that request from a rejection before starting a new application.

If the reason is missing or unclear

GSTN’s known-issues guidance says to contact the jurisdictional officer if you cannot view the rejection reason. In the portal, open Services > User Services > Contact (the guidance describes the path from the Dashboard) to locate the officer’s details. Ask for the stated basis of the rejection and what correction or supporting material is needed. Do not assume a reason that is absent from the order.

Correct the details and file a fresh application

Compare the REG-05 order with the original application and your supporting records. Correct the issue identified in the order; do not change unrelated particulars without a factual reason. GSTN’s normal-taxpayer guide specifically includes the state or union territory, district, and legal name as recorded in PAN in the application flow, so check those fields against the affected application and your records.

  1. Sign in to the GST Portal and open Services > Registration > New Registration.
  2. Start a fresh registration application for the correct state or union territory.
  3. Enter the corrected details and provide supporting information or documents as required by the facts of your case and the rejection order.
  4. Complete the application and retain the acknowledgement reference. GSTN’s guide says an ARN receipt is sent to the registered email address and mobile number when filing is complete.
  5. Check progress under Services > Registration > Track Application Status.

GSTN’s known-issues guidance says an applicant can file another new application to make the desired changes. Portal labels or screens can change, so confirm the current options shown when you sign in.

What to do if the order raises a difficult issue

The rejection order and the facts of your application determine what correction is appropriate. The official guidance establishes where to find the order and how to submit a new application, but it does not provide an exhaustive list of all valid rejection grounds or a universal waiting period for reapplying. If the order raises a complex legal or tax issue, consider asking a qualified GST practitioner or chartered accountant to review it before filing again.
