Sea-level rise lifts the baseline water level, so high tides, storm surge, waves, rainfall, rivers, and groundwater can cause coastal flooding more often or make it more damaging. But a regional projection cannot tell you whether a particular house or road will flood: local elevation, shoreline shape, land movement, drainage, and flood defenses all matter.

How does sea-level rise affect coastal homes?

A higher baseline can bring water to a home more frequently, even without a major storm. High-tide flooding may reach streets, yards, or lower floors; storm surge and waves can push water farther inland during storms. Repeated or prolonged flooding can damage buildings and access routes, while saltwater can affect nearby freshwater aquifers. The exact effects depend on the site and the water pathways around it.

NOAA’s housing-market study examined about 590,000 single-family homes, townhomes, and 2–4-unit residences across Atlantic City, Miami, Galveston, and Newport–San Pedro. Those locations illustrate how exposure can be assessed; they do not show that every home in those cities—or every coastal home elsewhere—is at risk.

Other regional studies provide useful context, but not a forecast for an individual property. A 2024 study of 46 Alaska coastal communities found that 22% of structures were within the record floodplain; its modeled share rises to 30–37% by 2100 if structures remain in place. In Los Angeles County, a NOAA summary of a 2022 study estimated that 60,000 residents and $22 billion in property could be exposed to sea-level-rise and storm flooding over the next century without interventions. That estimate is regional and assumes no intervention; it is not a prediction of inevitable losses.

Will sea-level rise flood my house?

Not enough information is available in a national or regional projection to answer for one address. A useful assessment needs to account for the home’s surveyed elevation and foundation, nearby high ground and shoreline, local flood history, drainage, groundwater, land movement, and any defenses. It also needs to consider the relevant time horizon and sea-level scenario.

NOAA’s Sea Level Rise Viewer is a screening tool, not a property survey. Its inundation data depict potential flooding from current mean higher high water up to a six-foot rise. Coverage includes coastal states and territories except Alaska, and resolution varies from 3 to 10 meters depending on location. NOAA says the data do not account for erosion, subsidence, or future construction, and recommends verifying conditions at the site. The agency warns that the data are for planning reference, not navigation, permitting, or legal purposes.

A map can help identify areas for closer review, but a shaded area does not establish the exact flood depth at a house, the date water will reach it, or whether a particular flood will occur. Conversely, a map that does not show a property as inundated should not be treated as a guarantee against flooding from storms, rainfall, rivers, groundwater, or other local conditions.

How does sea-level rise affect roads?

Higher coastal water can flood low-lying road segments more often, disrupt access, and complicate repairs. A road may remain physically intact yet become unreliable if water closes it during high tides or storms. Repeated wetting and drainage problems can also affect pavement and the ground beneath it.

Road flooding is often compound flooding: coastal water can coincide with heavy rainfall, river flows, or high groundwater. NOAA’s Hampton Roads transportation project examines these interacting drivers and models the effects of natural and nature-based features on flooding, shorelines, pavement, and costs. A model focused on only one source of water can miss the combined water levels that matter to a road. The project page describes work in progress, so its modeling should not be presented as a completed universal result.

What happens to infrastructure when sea levels rise?

Infrastructure is affected not only by water directly reaching an asset, but also by loss of access, drainage constraints, groundwater changes, and effects on neighboring systems. Roads, public facilities, and utilities can face different vulnerabilities even within the same community.

NOAA’s national coastal flood vulnerability summary gives average U.S. coastal infrastructure thresholds relative to mean higher high water. These are statistical averages, not identical local damage thresholds:

In the same 2024 summary, NOAA reported increasing or accelerating annual high-tide flood frequencies at two-thirds of roughly 100 examined locations. The finding describes those monitored locations, not every coast.

Saltwater intrusion is another concern for coastal infrastructure, especially freshwater aquifers. A seawall designed to limit erosion or saltwater intrusion can, in some settings, worsen inland flooding if rising groundwater has no outlet. Pumping can remove water, but it adds cost and can create a point of failure. This is a design trade-off identified in NOAA’s 2024 summary of research, not an outcome that occurs with every seawall. The evidence does not establish a single nationwide estimate for impacts on municipal water systems.

How much sea-level rise is projected, and where?

Projections vary by coast and scenario. NOAA’s 2023 summary of the Fifth National Climate Assessment gives the following Intermediate Sea Level Scenario estimates for 2050:

These are regional scenario projections, not parcel-level forecasts. A NOAA-led federal report in 2022 said the U.S. coastline is projected to see as much average sea-level rise by 2050 as it experienced in the preceding century. The report also projected moderate coastal flooding to occur more than 10 times as often by 2050 as today. NOAA noted that, in some places, this would mean a shift from one event every 2–5 years to multiple events each year; that timing is not universal.

What adaptation options can communities compare?

Options include engineered defenses, nature-based measures, hybrid approaches, infrastructure changes, and managed retreat. A seawall or bulkhead may reduce some forms of shoreline exposure, while a natural feature may reduce wave energy or support habitat; hybrid designs combine approaches. Raising or relocating infrastructure, improving drainage, or moving away from areas that cannot be protected are also part of the adaptation toolkit.

No option is best everywhere. Compare measures against the local hazard, asset, and time horizon, including whether they shift water or erosion risk to other places. A Puget Sound vulnerability assessment applied its framework to 111,239 parcels and considered erosion, flooding, habitats, infrastructure, and demographic factors. Its summary found vulnerability widely distributed but scores concentrated in a relatively small number of parcels, supporting targeted planning rather than treating every property alike.

  • Flood reduction: What level of risk reduction does the measure provide for the specific asset and scenario?
  • Effects beyond the project site: Could it change groundwater, erosion, or flood levels on adjacent land?
  • Cost and reliability: What are the capital and maintenance costs, useful life, and failure modes?
  • Environmental and public effects: How might the measure affect habitat, public access, or water quality?
  • Distribution and flexibility: Who benefits and who bears the cost, and does the choice preserve options or require repeated upgrades?

Those questions matter for private property as well as public projects. The evidence here does not support recommending a particular flood barrier, pump, alarm, or other device as a general solution to sea-level rise.
