An intermediate-range ballistic missile (IRBM) is a ballistic missile whose range falls within a defined band. The lower boundary depends on the document: the INF Treaty set it above 1,000 km, while a 2000 U.S.–Russian memorandum set it above 3,000 km for land-based IRBMs. Both definitions end at 5,500 km (about 3,418 miles).
What makes a missile ballistic?
The INF Treaty defines a ballistic missile as “a missile that has a ballistic trajectory over most of its flight path.” That describes the missile’s flight path, not simply how far it can travel. The treaty defines a cruise missile separately: it is an unmanned, self-propelled vehicle that sustains flight through aerodynamic lift over most of its flight path. How far can an IRBM travel?
There is no single lower cutoff across the two cited definitions. Both put the upper limit at 5,500 km, but they set different lower limits and apply to differently scoped categories.

These are legal or administrative classification thresholds, not measurements of a particular missile’s actual, deployed, or operational range. The figures in miles are unit conversions.

Why do sources give different IRBM ranges?
The documents define categories for different purposes and use different scopes. The INF Treaty’s intermediate-range band applied to covered ground-launched ballistic and cruise missiles. The 2000 memorandum instead describes a land-based IRBM and places its lower boundary above 3,000 km. So a source using the treaty convention may include missiles in the 1,000–3,000 km span that the memorandum’s IRBM definition does not.
For the memorandum, a land-based intercontinental ballistic missile (ICBM) is a weapon-delivery vehicle with a range greater than 5,500 km. That is the memorandum’s boundary, not a claim that every source uses identical terminology. U.S.–Russian memorandum, June 4, 2000

How did the INF Treaty determine range capability?
Within the treaty framework, the range capability of an unlisted ground-launched ballistic missile was considered to be the maximum range to which it had been tested. This is a treaty-specific classification rule; it does not establish a universal method for classifying missiles, nor does it independently verify the operational range of any particular system. The United States and the Soviet Union concluded the treaty, which entered into force in 1988. It addressed ground-launched ballistic and cruise missiles and related obligations. A U.S. Department of State fact sheet published December 8, 2017 described the treaty’s covered range as 500–5,500 km and said the treaty did not distinguish between conventional and nuclear-capable missiles within that scope.
