Twins can have different driver’s license numbers because a license number is an administrative identifier for an individual driver record—not simply a code generated from a person’s birth date. The issuing state determines how it assigns and displays that identifier, so the exact explanation depends on the jurisdiction.

Do twins have the same driver’s license number?

Not necessarily. A shared birthday does not make twins one person in a licensing system: each applies and is recorded as an individual driver. A state may assign or maintain a separate driver-record identifier for each person, but the available official guidance does not establish that every state has a specific rule for twins or that numbers must differ in every circumstance.

In particular, do not infer a license number from date of birth alone. State numbering practices vary, and official sources do not establish one nationwide formula for generating license numbers.

Why identity checks are different from the number on the card

A DMV may use identifying information to confirm who an applicant is without printing that information as the license number. Delaware DMV says its Social Security On-line Verification (SSOLV) process compares a person’s name, date of birth, and Social Security number with Social Security Administration records and reports whether they match. That describes an identity check; it does not mean the Social Security number becomes the license number or that every state uses the same workflow. PennDOT says it collects Social Security numbers for fraud prevention and interstate safety checks, keeps them in the driver record as an internal identifier, and does not print them on Pennsylvania credentials. PennDOT: Social Security numbers.

Virginia likewise says it no longer issues credentials displaying Social Security numbers and describes using a customer number on replacement credentials. That illustrates why the identifier visible on a card may be a state customer number rather than an SSN. Virginia DMV: Social Security number requirements.

Why the issuing state matters

There is no single license-number format established by these sources. The federal Commercial Driver’s License Information System (CDLIS) privacy description says that a record may be retrieved using combinations of identifiers, including a driver’s license number together with the state. The jurisdiction is therefore part of the context for interpreting or looking up a number; this does not establish a common nationwide numbering format. Federal history provides background for separating SSN verification from displaying an SSN: the Real ID Act established security standards that require states to confirm SSNs with the SSA, and federal rules restrict displaying an SSN or its derivative on state-issued identification documents. What to check if two twins’ numbers differ

A difference by itself does not indicate an error. If you need to verify a particular card or record, use the issuing jurisdiction’s current official guidance rather than trying to decode the number from the twins’ birthdays.

  1. Identify the issuing state. The state that issued the credential determines the relevant numbering and record rules.
  2. Check what the card labels. A displayed number may be a driver license number or another state identifier, such as a customer number.
  3. Contact that state’s DMV for a record-specific question. Use the agency’s official contact or account process to resolve a suspected mismatch; do not assume that an SSN or birth date is the printed license number.
