If mobile service or internet access is disrupted, use a plan made in advance: keep paper contact details, agree on a meeting place and contact person, and prepare more than one way to communicate or receive information. During congestion, try a brief text instead of repeatedly calling. If power is out, use a battery- or hand-crank radio for public updates and preserve phone battery with backup charging. None of these options is guaranteed if the infrastructure it depends on is unavailable.

The guidance below draws primarily on U.S. emergency-preparedness sources. Local alert systems, emergency contacts and available services differ by location.

Make a household communication plan before an outage

Decide how household members will reconnect if they are separated and ordinary calls or messaging fail. Write down the plan and practice it so people can follow it without relying on a charged phone.

  • Choose a meeting place in case you cannot reach one another.
  • Agree on who each person will contact. Some households may choose an out-of-area contact as a point of coordination.
  • Keep important phone numbers and other contact details on paper with emergency supplies, not only in a phone’s contacts.
  • Identify local alert sources and sign up for available local emergency notifications ahead of time.

Indiana Department of Homeland Security’s emergency communication plan guidance recommends preparing contact and meeting arrangements. The American Red Cross power-outage guidance also advises keeping a paper contact list.

What to try when cell service is congested or unreliable

When a network is still operating but overloaded, repeated or lengthy calls can be less practical than a brief message. FCC and FEMA guidance advises limiting non-emergency calls, keeping necessary calls short, and trying text messages. If one channel does not work, try another available option, such as a landline or email.

  1. Make only essential calls, and keep them brief.
  2. Try a short text message with the key information, such as where you are and what you need.
  3. If cell service is unavailable, try a landline if one is accessible; if internet access still works, try email or another online channel.
  4. If a message does not go through, avoid assuming it was delivered. Follow your household’s agreed plan and try another available channel when appropriate.

This advice is for congestion or partial disruption, not a guarantee of delivery. Texts and email still depend on the networks and power they use; they may not work if the relevant service is down. See the FCC/FEMA emergency communications guidance and Indiana DHS guidance.

Keep receiving public information if power or internet is out

Private two-way contact and public emergency information are different needs. A battery-powered or hand-crank radio can receive broadcasts without household electricity, but it does not let you send a private message to family. Keep more than one way to receive official alerts where practical.

FEMA describes WEA, EAS and NOAA Weather Radio as public alert paths through its Integrated Public Alert and Warning System overview. No alert path is assured in every widespread outage; follow the channels local emergency managers identify for your area. For a power outage, the Red Cross recommends communication devices that work without home power, including a crank or battery radio, as well as backup batteries or chargers for phones and computers.

When to consider satellite or amateur radio

Satellite communications and amateur radio can be alternatives for specific off-grid communication needs, but they are not plug-and-play guarantees for every household. Satellite service depends on the system, suitable equipment, service arrangements and location. Amateur-radio contact requires appropriate equipment and access to operators with the necessary skills.

FEMA discusses radio, including amateur radio, and satellite systems as possible communication alternatives in continuity and response planning. Its 2024 Continuity Guidance Circular says that “Primary, Alternate, Contingency, Emergency (PACE) communications planning in general is used to mitigate risk and enhance resilience by developing several fallback plans that ensure the communication needed to accomplish essential functions.” That is guidance for continuity planning, not a household-specific prescription. FEMA also addresses these capabilities in its response and recovery guidance.

Match the fallback to the problem

  • Network congestion: Keep calls short, try a brief text, and switch to another available channel if needed.
  • Loss of household electricity: Preserve phone power with backup charging and use a battery- or hand-crank radio to receive broadcasts.
  • Cellular or internet service unavailable: A charged phone alone will not restore service. Try another channel only if its underlying service is still available, and follow your prearranged meeting plan.
  • Need for off-grid two-way communication: Consider satellite or amateur radio only after accounting for equipment, access, location and any service or operator requirements.
