What is Somaliland?
Somaliland lies along the Gulf of Aden in the northwest of the Horn of Africa. Its capital is Hargeisa. It borders Djibouti and Ethiopia, and its eastern territorial claims are disputed by Puntland, a federal member state of Somalia. Because of that dispute, maps and descriptions of the boundary may differ. In practice, Somaliland operates its own governing institutions and electoral processes. Those facts describe how the territory is administered; they do not, by themselves, settle the international legal question of whether it is a sovereign state. Somalia’s federal government, based in Mogadishu, says Somaliland remains part of the Federal Republic of Somalia.
How did Somaliland and Somalia become separate political entities?
From separate colonial administrations to union
The former British Somaliland became independent on 26 June 1960. Somaliland’s foreign ministry says more than 30 states recognized it at that time; that count is the ministry’s claim and is not independently established here. On 1 July 1960, British Somaliland united with the former Italian-administered territory to form the Somali Republic. Both Somaliland’s foreign ministry and Somalia’s presidency describe a union, though they frame its legal meaning differently.

The 1991 declaration
After the Somali state collapsed, Somaliland’s leaders declared independence in 1991. Somaliland describes the move as a restoration of its earlier sovereignty; other accounts describe it as a declaration of independence from Somalia. Somaliland’s foreign ministry says the parties never concluded a mutually ratified Act of Union. Somalia’s official account presents the 1960 union as the creation of one independent Somali state. The competing interpretations remain part of the sovereignty dispute.

What is Somaliland’s international status?
Somaliland’s self-government and its claim to independence are distinct from international recognition. The diplomatic picture changed when Israel announced recognition in December 2025. Somalia rejected that announcement. The African Union Commission said unilateral recognition was null and void and reaffirmed respect for Somalia’s sovereignty, unity, and territorial integrity in 2026. The Associated Press reported that the U.S. State Department continued to recognize Somalia’s territorial integrity, including Somaliland, and that African Union and IGAD officials opposed unilateral recognition.
These are positions taken by governments and regional bodies, not a resolution of the underlying disagreement. Avoid describing Somaliland as broadly recognized or treating its independent administration as proof that all governments accept its sovereignty.
