The Defense Innovation Board (DIB) advises the Department of Defense on how to adopt and scale innovation across its people, practices, organization, and technology. The Defense Science Board (DSB) advises on scientific and technical challenges, including technology, manufacturing, and acquisition processes. One focuses on innovation across the department; the other on science and technology problems. The DSB charter specifically excludes advice on individual DoD procurements.

What the Defense Innovation Board does

The DIB provides independent advice and recommendations to the Secretary of Defense and Deputy Secretary through the Under Secretary of Defense for Research and Engineering. Its 2024–2026 charter covers innovation adoption in DoD’s culture, technologies, organizational structures, processes, and functions. It also includes emerging and disruptive technologies, commercial innovation practices, organizational and human-capital issues, and ways to use the U.S. innovation ecosystem for national security. That remit makes the DIB relevant to questions such as how the department can make room for new approaches, improve how it uses talent, or move useful commercial practices into a defense setting. Its scope includes technology, but it is not limited to evaluating technical systems.

Examples of DIB work

A 2024 DoD account described DIB studies on developing the National Defense Science and Technology Strategy, addressing the “valley of death” between a prototype or commercial product and a DoD contract, and reducing internal barriers to innovation. At the board’s first public meeting in 2016, DoD reported 11 interim recommendations. Among the proposals were a department chief innovation officer, a computer science career track, a digital ROTC program, and evidence-based, outcome-driven policies and experimentation practices. What the Defense Science Board does

The DSB provides independent advice on matters supporting DoD’s scientific and technical enterprise. Its charter covers science, technology, manufacturing, and acquisition processes, as well as other subjects assigned by senior department leaders. It is intended to take on pressing, complex technological problems and identify technologies or applications that could strengthen national security. Read the DSB charter.

Why the procurement exclusion matters

The DSB charter expressly says the board is not established to advise on individual DoD procurements. Its remit is broader technical and scientific advice, not a recommendation about a specific purchase. That explicit boundary appears in the DSB charter; it should not be assumed to describe the DIB’s role.

Which board fits a particular question?

  • Ask how DoD can adopt an innovation, change internal practices, or develop talent: that aligns more closely with the DIB’s remit.
  • Ask about a complex science, technology, manufacturing, or acquisition-process challenge: that aligns more closely with the DSB’s charter.
  • Ask for advice on an individual DoD procurement: the DSB charter explicitly rules out that role.

The distinction is about emphasis, not a claim that one board never discusses technology or that their subject areas can never overlap. The DIB’s charter includes emerging technologies, while the DSB’s includes acquisition processes; their stated purposes and expertise differ.
