Start with three checks: choose a cooling capacity suited to the room, confirm that the unit fits your window, then compare energy efficiency among models with similar capacity and construction. After those basics, look at comfort features, operating-cost estimates, and the refrigerant used. A high efficiency rating cannot make an ill-fitting or oversized air conditioner the right choice.
1. Match cooling capacity to the room
Measure the area you want to cool and use ENERGY STAR’s official room air conditioner buying guidance to select a suitable capacity. Consider the room’s conditions as well as its floor area; the guidance includes adjustments for factors such as sunlight, ceiling height, and kitchen use.
Do not assume that more Btu/h means better cooling. ENERGY STAR warns that an oversized room air conditioner can cost more, waste energy, and cool the room before it removes enough humidity, leaving it clammy. Get the size right before comparing efficiency scores.
2. Compare efficiency ratings fairly
Use CEER for similar models
The Combined Energy Efficiency Ratio (CEER), measured in Btu/Wh under the U.S. Department of Energy test procedure, is useful for comparing models of similar capacity and construction. In general, a higher CEER indicates more cooling output per unit of electricity under the rating procedure. Do not compare CEER values without checking that the units belong to comparable classes: ENERGY STAR’s certification thresholds vary by capacity and design.

For room ACs without reverse cycle and with louvered sides, ENERGY STAR Version 5.0 (2023) sets these minimum CEER criteria by capacity:

These thresholds apply only to the construction class described above. Reverse-cycle units, casement units, and units without louvered sides have different criteria. Check the applicable category in ENERGY STAR’s room AC product criteria rather than treating one number as a universal cutoff.
Read the EnergyGuide label as a comparison tool
Use the EnergyGuide label’s estimated annual energy use and operating cost to compare similarly sized models, making sure the label assumptions are comparable. The FTC explains how to read and use room air conditioner EnergyGuide information. The estimate is not a promise of your bill: actual costs depend on your electricity rate, how many hours you run the AC, settings, room conditions, and installation.

ENERGY STAR says certified room air conditioners are 19–36% more energy efficient than minimum federal government standards, a category-level program comparison—not a guaranteed household savings percentage. A current ENERGY STAR Most Efficient listing illustrates how ratings can vary: the Midea MAH09W1AGR is listed at 9,500 Btu/h, CEER 17.6, and 404.8 kWh/year. That listing is an example, not an endorsement or confirmation of retail availability.
3. Estimate operating cost with your own assumptions
Annual energy use and electricity price matter alongside CEER. If you want a rough estimate for a model, multiply its expected annual kilowatt-hours by your own electricity rate. Use the same assumptions when comparing models; an estimate based on different hours of use or a different rate will not make a fair comparison.
For context, DOE’s 2024 Federal Energy Management Program example assumes a 12,000 Btu/h room AC runs 750 hours per year and uses an electricity price of 11.1 cents/kWh, the federal-facility price as of July 2024. In that example, the ENERGY STAR model has CEER 14.7, uses 612 kWh annually, costs $67 a year to operate, and has a nine-year lifetime energy cost of $480. Those figures depend on the example’s assumptions; they are not a typical household forecast.

DOE’s 2023 standards announcement projected about $1.5 billion in annual electricity-bill savings and 106 million metric tons less CO₂ emissions over 30 years. DOE also said the typical new room AC uses 39% less energy than its 1990 counterpart. These are broad projections and a historical comparison, not predictions of savings from a particular model.
4. Make sure the unit suits your window
Measure the window opening and check the manufacturer’s installation requirements before buying. Confirm the allowed width and height, sill and frame requirements, and whether the window can support the unit’s mounting style. A model that fits the room but not the window is not a practical choice.

Traditional window units sit across the opening. U-shaped or saddle-style designs can straddle the sill, leaving more of the window available to operate and placing the compressor farther outside. These designs may suit buyers who value window access or want less of the unit projecting indoors, but check the exact model’s dimensions and installation instructions. Do not assume that a generic bracket or seal kit will work: compatibility depends on the AC and the window.

5. Weigh comfort and convenience features
Variable-speed compressors
ENERGY STAR recommends considering a variable-speed compressor. Instead of relying only on repeated full-power starts and stops, a variable-output system can adjust cooling to demand, which may support quieter operation and energy savings. Treat this as a feature to weigh—not a substitute for choosing the correct capacity or checking the model’s CEER and energy-use figures.
Controls, reminders, and heating
Smart controls can offer remote operation, scheduling, or energy feedback. Filter reminders may help you keep up with maintenance. Decide whether those functions are useful in your routine and worth any price premium. If you want one appliance for cooler weather too, check whether the specific model has a heating mode; a feature’s presence does not establish how well it will serve your space.
Refrigerant
Refrigerant is another point of comparison. ENERGY STAR identifies R-32, R-454B, and R-290 as lower-global-warming-potential (GWP) refrigerant choices for room air conditioners. Check the individual product listing or specifications because the refrigerant is model-specific.

6. Compare finalists in a consistent order
When several models appear suitable, evaluate them in this order so that a feature or rating does not distract from basic fit:
- Capacity: Does the Btu/h rating suit the room area and conditions?
- Comparable efficiency: Which model has the stronger CEER among units in the same capacity and construction class?
- Estimated use: How do EnergyGuide energy-use and cost estimates compare under the same assumptions?
- Window fit: Do the dimensions and mounting style work with your opening?
- Useful features: Would variable speed, lower-noise design, smart controls, reminders, or heating mode improve everyday use?
- Total cost: Compare purchase price, likely hours of operation, your local electricity rate, and any utility rebate for which you may be eligible. Check local rebate terms and eligibility before counting a rebate in your budget.
7. Install and maintain it for efficient operation
Correct installation and a proper fit affect how well a room AC operates. Follow the exact model’s installation instructions, including requirements for support, drainage, and sealing, rather than assuming a one-size-fits-all accessory will suit your window. Keep the filter clean according to the manufacturer’s directions; a filter reminder, when included, can make that upkeep easier.
